This bill authorizes and provides funding for lump-sum catch-up payments from the United States Victims of State Sponsored Terrorism Fund to 9/11 victims, 9/11 spouses, and 9/11 dependents.

Protecting All Communities Equally Act of 2022 or the PACE Act of 2022 This bill establishes that a state court located in an area where monetary bail is prohibited has the authority to hold on bail a criminal defendant determined to be dangerous or a repeat offender. In addition, a state or political subdivision that prohibits monetary bail waives sovereign immunity in an action for damages as a result of a dangerous criminal being released without monetary bail.

Prosecutors Need to Prosecute Act This bill requires certain state and local prosecutors to report data on criminal referrals and outcomes of cases involving murder or non-negligent manslaughter, forcible rape, robbery, aggravated assault, burglary, larceny, motor vehicle theft, arson, or any offense involving the illegal use or possession of a firearm. The reporting requirement applies to state and local prosecutors in a jurisdiction with 380,000 or more persons that receives funding under the Edward Byrne Memorial Justice Assistance Grant program. The report must contain data on cases referred for prosecution, cases declined for prosecution, cases resulting in a plea agreement with the defendant, cases initiated against defendants with previous arrests or convictions, and defendants charged who were released or eligible for bail.
Secure Every School and Protect Our Nation’s Children Act or the STOP II Act This bill reauthorizes and supports various grants to enhance school safety and security initiatives. It also provides statutory authority for the federal clearinghouse of school safety resources. (The clearinghouse identifies and publishes best practices and recommendations for school safety for use by state and local educational and law enforcement agencies, institutions of higher education, health professionals, and the public.)
Communities Deserve Cops Act This bill allows funds under the Community Oriented Policing Services grant program to be used to provide signing bonuses and retention bonuses for law enforcement officers.
Anti-Caravan Act of 2022 This bill imposes criminal penalties on any individual who organizes or provides material support for a group of 25 or more non-U.S. nationals ( aliens under federal law) crossing international land borders with the intent to enter the United States without valid entry documents or lawful immigration status and in violation of any law. The bill also bars any non-U.S. national who participates in or organizes such a group from receiving any immigration benefit or status for specified periods of time.
This bill authorizes the President to impose asset- and visa-blocking sanctions on any member of Russia's parliament who voted on February 15, 2022, to appeal to Russian President Vladimir Putin to recognize the Donetsk and Luhansk regions of Ukraine as one or more independent states.
Crack is Whack Act This bill prohibits the use of federal funds to operate or control an injection center (i.e., a medically supervised injection site) in violation of a federal statute commonly known as the Crack House Statute. The statute generally prohibits making facilities available for the purpose of unlawfully using a controlled substance. The bill also prohibits (1) federal funds from being made available to any state, local, tribal, or private entity that operates or controls such an injection center; and (2) the use of federal funds by a federal agency to purchase or provide any drug paraphernalia directly or indirectly through grants or other assistance.
Never Yielding Europe's Territory (NYET) Act of 2022 This bill addresses Russia's actions against Ukraine and other countries in the region. The bill authorizes and expedites the provision of security assistance, including by (1) prioritizing delivering excess defense articles to Ukraine, (2) authorizing the Department of State to waive certain costs for defense articles leased to Ukraine, and (3) authorizing additional Foreign Military Financing for programs in Europe. The bill also provides funding for (1) Foreign Military Financing assistance to Ukraine, (2) the Global Engagement Center to counter foreign-sponsored propaganda and disinformation, (3) the Countering Russian Influence Fund to support Ukraine and other countries in response to Russia's aggression, and (4) International Military Education and Training assistance for Ukraine. Furthermore, the bill imposes sanctions, including on (1) senior Russian military officials responsible for planning or executing military operations that violated Ukraine's sovereignty or territorial integrity, and (2) foreign individuals or entities that acted on behalf of Russia's government to destabilize Ukraine or disrupt Ukraine's critical infrastructure. The bill also addresses additional matters, including (1) prohibiting the National Aeronautics and Space Administration from sponsoring visas for Russian nationals affiliated with ROSCOSMOS, the entity that implements Russia's space program; (2) authorizing Radio Free Europe/Radio Liberty to explore opening new bureaus to reach audiences on Russia's periphery; and (3) providing for expedited approval of natural gas exports to qualifying nations, including NATO members, whereas currently expedited approval is only available for exports to countries that are in a free trade agreement relating to natural gas with the United States.
