Access to Breast Cancer Diagnosis Act of 2025

Maddy summaryThis bill requires most private health insurance plans to cover diagnostic and supplemental breast exams with no out-of-pocket costs (like deductibles or copays) for enrolled patients. It specifically covers exams used to evaluate abnormalities found in screenings (diagnostic) or for high-risk screening without abnormalities (supplemental), based on medical guidelines. Plans can still require prior authorization for these exams, and state laws offering stronger protections remain in effect. The rule takes effect for plan years starting January 1, 2026.

TAKE IT DOWN Act

Maddy summaryThe TAKE IT DOWN Act makes it a crime to intentionally share intimate images or digital forgeries of people without their consent, with penalties of up to 2 years in prison for adults and 3 years for minors. It requires major online platforms to establish a 48-hour process for victims to request removal of such content, with platforms protected from liability when acting in good faith. The bill defines "digital forgery" as AI-generated content that appears authentic and applies to websites and apps primarily hosting user-generated content, excluding email services and broadband providers. The Federal Trade Commission will enforce these notice and takedown requirements. This legislation directly affects victims of nonconsensual intimate content, the platforms hosting such material, and individuals who distribute it.

Drone Espionage Act

Maddy summaryHR 2939, the Drone Espionage Act, updates existing espionage law to explicitly prohibit taking or transmitting video footage of defense information. It amends Title 18, U.S. Code, Section 793 by inserting "video" after "photographic negative" in the definition of prohibited materials. This change directly affects individuals who capture or share video of classified military or defense-related information, whether using drones or other devices. The bill makes no new criminal penalties but ensures video evidence is covered under current espionage statutes.

Expressing support for the work of open water lifeguards as first responders and emergency response providers.

Maddy summaryHCONRES 27 is a concurrent resolution that formally reaffirms Congress's support for open water lifeguards by recognizing them as first responders and emergency response providers under existing U.S. law. It highlights their lifesaving work in protecting people and property during water rescues, medical emergencies, and environmental incidents, noting their cross-training in medical response and water safety. The resolution does not create new laws or benefits but serves as a symbolic acknowledgment of their critical role in community safety. This statement honors lifeguards' service and aligns with international practices that grant similar recognition to lifeguards as emergency responders.

NORRA of 2025

Maddy summaryHR 1526 (NORRA of 2025) limits U.S. district courts' power to issue injunctions. It prohibits courts from granting court orders that stop actions affecting parties outside the specific lawsuit, restricting injunctions to apply only to the immediate parties involved in the case. This change would directly affect federal district courts and the parties seeking injunctive relief in litigation. The bill adds Section 1370 to Title 28 of the U.S. Code, requiring that any injunction be limited to the specific case parties. It does not alter other court powers or affect existing legal procedures beyond this specific restriction.

SAVE Act

Safeguard American Voter Eligibility Act or the SAVE Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process under which an applicant may submit other evidence to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill allows for a private right of action against an election official who registers an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The bill establishes criminal penalties for certain offenses, including registering an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship.

Brianna Lieneck Boating Safety Act of 2025

Maddy summaryHR 2772, the Brianna Lieneck Boating Safety Act of 2025, requires the Coast Guard to study and report on recreational boater education programs within 180 days of enactment. The study examines existing state training programs (like those coordinated by NASBLA), Coast Guard Auxiliary courses, and hands-on training, focusing on course content, assessment methods, and how well programs address boating risks. The report must analyze state program harmonization, reciprocity between states, uniformity in mandatory training, and recommendations for potential federal standards - without creating new requirements for boaters. This procedural bill aims to inform future policy decisions about boating safety education.

Public Service Freedom to Negotiate Act of 2025

Maddy summaryThis bill establishes federal minimum standards for collective bargaining rights for public employees and supervisors. The Federal Labor Relations Authority would determine if state laws provide these rights, and if not, would establish them for affected employees. The bill guarantees public employees the right to form unions, bargain collectively, and engage in concerted activities, while requiring public employers to recognize unions and put agreements in writing. It also prohibits strikes or lockouts that would disrupt emergency services. This would apply to public employees in states that don't meet the federal standards for collective bargaining rights.
