Keep Seniors Fed Act

Maddy summaryThis bill amends the Food and Nutrition Act to clarify that Social Security benefits (income under Title II of the Social Security Act) are not counted when determining eligibility for SNAP (Supplemental Nutrition Assistance Program) benefits. It directly affects seniors receiving Social Security who rely on SNAP for food assistance, ensuring their Social Security payments do not reduce their SNAP benefits. The key change adds Social Security income to the list of non-countable resources under SNAP rules. The amendment takes effect 90 days after the bill is enacted.

Stop Price Gouging in Grocery Stores Act of 2025

Maddy summaryHR 4966 prohibits grocery stores from selling items at "grossly excessive prices," defined as 120% or more above the average market price over the previous six months (with exceptions for unavoidable cost increases like supply chain issues). It bans using facial recognition or personal data to set different prices for individual customers (e.g., adjusting prices based on shopping history) and requires clear signage if facial recognition is used. Stores over 10,000 square feet must replace electronic shelf labels with physical price tags. The Federal Trade Commission enforces these rules, allowing consumers to seek $3,000 per violation or actual damages, with penalties for willful violations.

Saving the Department of the Interior's Workforce Act

Maddy summaryThis bill blocks the Department of the Interior from implementing layoffs or involuntary separations (except for misconduct or performance issues) at any agency or bureau until Congress passes full-year funding for fiscal year 2026. It directly affects all employees in the competitive service, excepted service, and Senior Executive Service within the Department of the Interior. The key provision creates a moratorium on workforce reductions, requiring full FY2026 appropriations before any layoff actions can proceed.

Protecting Health Care and Lowering Costs Act of 2025

Maddy summaryThis bill adjusts health insurance subsidies by modifying the premium tax credit structure under the Internal Revenue Code. It replaces previous income thresholds with a sliding-scale formula, increasing subsidies for households earning between 150% and 400% of the federal poverty level - reducing their required premium payments as income rises within these tiers. The changes apply to tax years beginning after December 31, 2025, directly affecting middle-income individuals and families purchasing coverage through health insurance marketplaces. It also repeals specific provisions from a prior reconciliation law related to health care.

Saving the Forest Service's Workforce Act

Maddy summaryThis bill prevents the Forest Service from initiating or implementing layoffs until after full-year funding for fiscal year 2026 is secured. It specifically stops reductions in force and involuntary separations for most Forest Service employees (including competitive service, excepted service, and senior executive roles), except for misconduct, poor performance, or delinquency. The moratorium applies to all personnel actions under the Secretary of Agriculture’s authority until FY2026 appropriations are enacted. This directly affects Forest Service workers and ensures their job stability during the budget process.

Restoring Essential Healthcare Act

Maddy summaryHR 4796, the Restoring Essential Healthcare Act, repeals a provision that blocked Medicaid payments to certain healthcare providers during a specific period. It directly affects Medicaid beneficiaries who received care from these providers between the enactment of the prior law (Public Law 119-21) and this bill's enactment. The key provision retroactively restores Medicaid payments for services already provided during that blocked period, treating the payment restriction as if it never existed. This change ensures eligible individuals and providers receive reimbursement for covered care delivered during the prohibited timeframe.

Stop Shackling and Detaining Pregnant Women Act

Maddy summaryThis bill would prohibit the detention of pregnant women, lactating women, and postpartum mothers (within one year of childbirth) in immigration custody, requiring their immediate release except in rare circumstances involving public safety threats. It bans the use of physical restraints on these individuals during pregnancy, labor, delivery, and postpartum recovery, with only extremely limited exceptions. The bill mandates that facilities provide comprehensive reproductive health care including prenatal care, labor and delivery services, postpartum care, and access to abortion services. It requires facilities to maintain medical records, obtain informed consent for medical procedures, and conduct weekly reviews of any detained individuals under exceptional circumstances. The bill also establishes reporting requirements for facilities and creates transparency through public reporting of detention practices.

Parity for Tribal Law Enforcement Act

Maddy summaryThe Parity for Tribal Law Enforcement Act enables tribal law enforcement officers who have contracted federal law enforcement duties under the Indian Self-Determination Act to enforce federal law on tribal lands. To qualify, officers must complete training comparable to Bureau of Justice Services employees, pass a background check, and receive certification from the Bureau. The bill also designates these officers as federal law enforcement officers for legal protections under the Federal Tort Claims Act and retirement benefits. Additionally, it requires the Attorney General to coordinate Department of Justice efforts to improve public safety in tribal communities through better data collection, training, and reporting.

PRIME Act

Maddy summaryThe PRIME Act exempts custom slaughter facilities from federal meat inspection requirements when they follow state laws and sell meat exclusively within the same state. It specifically allows facilities to slaughter animals and prepare meat without federal oversight if the products go only to household consumers or local businesses (like restaurants, hotels, or grocery stores) serving consumers directly in that state. The bill clarifies that this exemption does not override stricter state regulations governing custom slaughter or meat sales. This primarily affects small-scale slaughter operations and local food businesses operating within a single state's borders.

Resident Physician Shortage Reduction Act of 2025

Resident Physician Shortage Reduction Act of 2025 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, including hospitals in rural areas and health professional shortage areas. The bill provides for an additional increase of 2,000 positions per fiscal year from FY2026-FY2032; during this period, each hospital may receive up to 75 additional positions in total under the bill and current law. Additionally, one-third of the positions that are made available under the bill must be allocated to hospitals that are already operating above applicable resident limits. The bill also requires the Government Accountability Office to report on strategies to increase the diversity of the health professional workforce, including with respect to representation from rural, low-income, and minority communities.
