POW Priority Care Act of 2025

Maddy summaryThis bill gives former prisoners of war (POWs) priority enrollment in the VA healthcare system and includes them in eligibility for extended care services. It amends two key VA health care provisions: changing enrollment rules to explicitly prioritize former POWs and adding them to the list of veterans eligible for extended care. These changes apply immediately to all former POWs, regardless of when they became eligible for VA benefits. The bill directly affects veterans who were held captive during military conflicts, ensuring they receive timely access to VA health care services.

New York-New Jersey Watershed Protection Act of 2025

Maddy summaryThis bill establishes the New York-New Jersey Watershed Restoration Program to coordinate and fund habitat restoration and water quality improvements across the shared watershed region. It creates a competitive grant program providing federal matching funds (up to 90% for small/rural/disadvantaged communities) to state/local governments, nonprofits, and tribes for projects advancing habitat restoration, climate resilience, and public access. The program prioritizes communities facing environmental injustice and requires coordination with existing regional conservation plans like the Hudson River Estuary Program. Funding of $20 million annually (2026-2031) will support these activities, with 75% dedicated to the grant program and all projects supplementing existing conservation efforts.

The appropriations provided by this bill are available from the first day of a lapse in appropriations for TSA until the earlier of the date on which the applicable regular appropriations bill for the fiscal year becomes law or a joint resolution making continuing appropriations becomes law, or  the date that is 180 days after the first day of a lapse in appropriations.

Requiring the House of Representatives to convene and hold recorded quorum calls during a Government shutdown, and for other purposes.

Maddy summaryThis resolution requires the House of Representatives to hold daily meetings and recorded attendance checks during government shutdowns. Members must electronically confirm their presence each day via a "quorum call," with fines of $500 for a first offense and $2,500 for repeat failures. Fines cannot be paid using campaign or official funds, and the rules apply to all House members, including delegates and the Resident Commissioner. The bill aims to ensure continuous House operations during shutdowns but does not alter the cause or duration of shutdowns.

Expressing support for the designation of October 9 through October 16, 2025, as "National Dyspraxia/Developmental Coordination Disorder (DCD) Awareness Week" and a commitment to raise awareness of dyspraxia/DCD in the United States.

Maddy summaryHRES 796 is a non-binding resolution designating October 9-16, 2025, as "National Dyspraxia/Developmental Coordination Disorder (DCD) Awareness Week" in the U.S. It directly affects the estimated 20 million Americans (5-6% of the population) living with dyspraxia/DCD, a motor skills disorder often underdiagnosed and underserved in low-income and minority communities. The resolution expresses congressional support for raising public awareness, improving access to diagnosis and treatment services, and encouraging state/local efforts to address challenges like social isolation and academic/workplace barriers linked to DCD. It does not create new funding or policy changes but aims to highlight the need for better education and resources.

To authorize the reimbursement by the Federal Government of State funds used to maintain participation in the Special Supplemental Nutrition Program for Women, Infants, and Children in the event of a Government shutdown.

Maddy summaryHR 5705 requires the federal government to reimburse state agencies for funds they use to maintain participation in the WIC program during a government shutdown. It directly affects states that cover WIC costs using their own money when federal funding lapses. The bill establishes a process where states can seek reimbursement from the federal government after the shutdown ends. This ensures states aren’t burdened with costs for a federal funding gap that impacts nutrition assistance for women, infants, and children.

FAST Justice Act

Maddy summaryHR 5724, the FAST Justice Act, creates a 120-day deadline for the Merit Systems Protection Board (MSPB) to act on most federal employee appeals. If the MSPB fails to take action within this period, affected federal employees or job applicants can file a civil lawsuit in federal court. The bill specifies where these lawsuits can be filed (based on where the personnel action occurred or where the employee would have worked) and clarifies that courts must use standard review procedures for MSPB decisions. This directly affects federal workers facing delays in employment-related appeals.
