Maddy summaryHR 1777 establishes a $50 million annual fund (2024-2028) for collaborative defense research between the U.S. and Israel in emerging technologies like artificial intelligence, cybersecurity, directed energy, and automation. The bill directly supports U.S. and Israeli military forces by enabling joint development of new warfare capabilities to address current and future defense challenges. Key provisions include authorizing $50 million per year for collaborative projects, building on existing U.S.-Israel defense partnerships like counter-tunnel and counter-drone systems. This funding aims to strengthen bilateral defense innovation without altering existing military aid structures.

Economic Impact of Tolling Act

Maddy summaryThe Economic Impact of Tolling Act (HR 1759) requires the Secretary of Transportation to complete and publicly release an economic impact analysis before implementing or authorizing any congestion pricing program on toll roads, bridges, or tunnels. This directly affects federal transportation decisions and ensures transparency by mandating that the public has access to the analysis prior to program rollout. The bill does not alter existing toll systems but sets a clear pre-implementation requirement for new congestion pricing initiatives. Its key mechanism is the mandatory completion and public disclosure of the economic study as a prerequisite for any such program.

Global Aircraft Maintenance Safety Improvement Act

Maddy summaryHR 1716, the Global Aircraft Maintenance Safety Improvement Act, requires U.S. airlines to annually report detailed information about heavy maintenance work performed outside the U.S. on their aircraft, including locations, work descriptions, and any safety issues identified after maintenance. It prohibits U.S. airlines from entering new contracts for such maintenance with repair stations in countries classified by the FAA as "Category 2" due to safety deficiencies. The bill also mandates that mechanics and supervisors at foreign repair stations performing heavy maintenance on U.S. aircraft must hold appropriate FAA certifications. Additionally, it establishes a working group with international aviation authorities to review and recommend improvements for overseeing foreign repair stations.

To direct the Secretary of State to submit to Congress a report on implementation of the advanced capabilities pillar of the trilateral security partnership between Australia, the United Kingdom, and the United States.

Maddy summaryHR 1093 requires the U.S. Secretary of State, with Defense Department coordination, to submit a detailed report to Congress within 90 days of enactment about implementing the AUKUS partnership's "advanced capabilities pillar." The report must include specific data on U.S. defense export license processing times for Australia and the UK (2021-2022), denial rates, ITAR violations by these nations, civil penalties assessed, and legal frameworks governing defense exports. It directly affects the State and Defense Departments, which must compile and submit this data, and impacts Australia and the UK as key partners in the trilateral security agreement. The bill focuses on transparency and administrative processes for defense cooperation, not on policy changes or outcomes.

Railway Safety Act of 2023

Maddy summaryThe Railway Safety Act of 2023 establishes new safety requirements for trains transporting hazardous materials, including advance notification to emergency response agencies and restrictions on blocked crossings. It mandates minimum 2-person crews for most freight trains (with specific exceptions for low-risk operations), requires rail carriers to install and maintain wayside defect detectors on tracks carrying hazardous materials, and increases civil penalties for violations based on a percentage of annual income rather than fixed amounts. The bill also sets a phase-out schedule for older DOT-111 tank cars by May 2025 and authorizes research into safer tank car designs. These provisions directly affect rail carriers, shippers of hazardous materials, and emergency response agencies responsible for planning and response.

Outdoors for All Act

Maddy summaryThe Outdoors for All Act establishes a federal grant program to fund outdoor recreation projects in underserved communities. It authorizes the Secretary of the Interior to award grants to eligible entities (like states, cities, tribal organizations, or nonprofits) for acquiring land, developing parks, or renovating outdoor facilities in qualifying urban areas (population 25,000+ or tribal lands) or low-income communities (where 30%+ of residents have incomes at or below 80% of local median income or 200% of the federal poverty line). Grants require a 100% cash or in-kind match (with limited waivers), prohibit funding for indoor facilities or maintenance, and prioritize projects enhancing park access, engaging youth, creating jobs, or improving environmental benefits like reducing urban heat islands. The program mandates annual reporting and focuses on concrete community outcomes rather than speculative results.

Correcting Guam’s History in the PACT Act

Correcting Guam's History in the PACT Act This bill expands eligibility for a presumption of service-connection for specified diseases associated with exposure to certain herbicide agents. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Under the bill, service performed in Guam or its territorial waters between August 15, 1958, and July 31, 1980, provides a veteran who has a specified disease that is associated with exposure to certain herbicide agents with eligibility for a presumption of service-connection. (Under current law, the eligible time frame for service in Guam is between January 9, 1962, and July 31, 1980.)

USPS Subpoena Authority Act

Maddy summaryThis bill expands the U.S. Postal Service's (USPS) subpoena authority for investigations into specific violations. It allows the Postmaster General to issue subpoenas requiring production of records and testimony related to "covered offenses," including postal law violations, mail-related crimes under Title 18, certain federal laws, and mail-related drug offenses under the Controlled Substances Act. Subpoenas can demand records (like documents or evidence) and testimony from custodians about those records' authenticity, though they cannot require testimony in investigations under section 3005(a). The bill also restricts approval of subpoenas to the General Counsel, a Deputy General Counsel, or the Chief Postal Inspector.
