Pay Our Troops Act of 2026

Maddy summaryHR 5401, the Pay Our Troops Act of 2026, ensures military personnel, civilian Defense workers, and supporting contractors receive pay during government funding gaps in fiscal year 2026. It appropriates emergency funds for active-duty service members, reserves, and their supporting personnel (including Coast Guard staff under DHS) if regular appropriations aren't enacted by the end of the fiscal year. The bill provides necessary pay and allowances during any period when full-year funding is unavailable, covering both active service and support roles. Funding expires when regular appropriations are passed, a funding resolution is enacted, or January 1, 2027, whichever comes first. This is a procedural measure to prevent pay delays for military and support staff during fiscal year 2026 funding lapses.

FAMILY Act

Maddy summaryThe FAMILY Act would establish a national paid family and medical leave insurance program that provides wage replacement benefits for workers needing time off for caregiving or medical reasons. It defines "qualified caregiving" to include caring for a family member with a serious health condition, personal medical needs, or recovery from violence (including domestic violence, sexual assault, or stalking). Benefits would be calculated based on earnings, with a minimum monthly benefit of $580 and maximum of $4,000, administered by a new Office of Paid Family and Medical Leave within the Social Security Administration. Eligible individuals would need to have worked for at least 8 quarters in the previous year and file an application with required documentation, while existing state paid leave programs would continue to operate alongside this federal program.

Equal COLA Act

Equal COLA Act This bill applies a cost-of-living adjustment (COLA) for annuities paid under the Federal Employees Retirement System that is equal to the increase in inflation, regardless of the amount of the increase. Specifically, for any year in which the Consumer Price Index (CPI) has increased over the previous year, the COLA amount shall be increased by the change in the CPI from the previous year.  Current law applies an adjustment equal to the change in CPI only if the change is 2% or less. If the change is between 2% and 3%, the adjustment is limited to 2%. If the change is more than 3%, the adjustment is limited to 1% less than the change.

Service Starts At Home Act

Maddy summaryThe Service Starts At Home Act (HR 5308) provides federal funding to support local government internships for secondary and undergraduate students, and offers scholarships based on volunteer service hours. It authorizes $50 million annually (2026-2030) for competitive grants to states or local governments to create paid internships, requiring educational value and accommodations for interns. Additionally, it allocates $100 million annually for state-administered scholarships (up to $3,000 per year) to students who complete 100-250+ volunteer hours, with priority for renewal applicants, and allows funds to cover college costs of attendance. The bill directly affects students in public schools, colleges, and local governments, focusing on community engagement through structured programs rather than broad policy changes.

Congressional Tribute to Constance Baker Motley Act of 2025

Maddy summaryHR 5309, the Congressional Tribute to Constance Baker Motley Act of 2025, authorizes a posthumous Congressional gold medal for Constance Baker Motley, a pioneering civil rights attorney and judge. The bill directs the Treasury Secretary to strike the medal with her image and name, to be presented to her son, Joel W. Motley III, and her niece, Constance Royster. It also permits the sale of bronze duplicates at cost to cover expenses, with proceeds going to the U.S. Mint fund. This is a commemorative measure with no substantive policy changes, honoring Motley’s legacy as the first African-American woman appointed to a federal judgeship.

Maddy summaryThis bill provides $40 million annually for the Learn and Serve America program, which funds service-learning projects in schools and community organizations. It expands eligibility to include individual school districts and groups of school districts (consortia), allowing more educational institutions to participate. RESULTS Act

Maddy summaryThe RESULTS Act (HR 5269) changes how Medicare calculates payment rates for clinical diagnostic laboratory tests. It requires Medicare to collect data on private payor rates for widely available non-Advanced Diagnostic Laboratory Tests (non-ADLTs) from a qualifying independent claims data entity (a national nonprofit organization meeting specific criteria) rather than relying on data reported directly by laboratories. For tests where data is unavailable, the bill establishes default payment rates based on previous years' rates adjusted for inflation. The law also requires Medicare to publicly explain payment rates with supporting data, affecting Medicare beneficiaries, clinical laboratories, and private payors that provide services covered by Medicare.

Empowering Striking Workers Act of 2025

Maddy summaryThe Empowering Striking Workers Act of 2025 would expand unemployment insurance eligibility to workers unable to work due to labor disputes, including strikes or lockouts. It sets a 14-day waiting period (or earlier if replacements are hired, a lockout starts, or the dispute ends) before benefits begin, treating these workers as "unemployed" under federal law. The bill also removes the standard requirement for these workers to actively seek other employment to qualify for benefits. This directly affects workers involved in labor disputes, such as those on strike or unable to work due to employer lockouts.

To name the Department of Veterans Affairs community-based outpatient clinic in Toms River, New Jersey, the Leonard G. 'Bud' Lomell, VA Clinic, and for other purposes.

Maddy summaryThis bill names the Department of Veterans Affairs community-based outpatient clinic in Toms River, New Jersey, as the "Leonard G. 'Bud' Lomell VA Clinic." It directly affects the existing clinic facility by changing its official name to honor World War II veteran Leonard G. "Bud" Lomell. The key provision updates all federal references to the clinic - including laws, regulations, maps, and documents - to reflect this new designation after the bill's enactment. The change is purely administrative and does not alter the clinic's services or operations.
