Highlands Conservation Reauthorization Act of 2022 This bill extends through FY2029 the Highlands Conservation Act, which provides for land conservation in Highlands states (i.e., Connecticut, New Jersey, New York, and Pennsylvania). The bill authorizes the Fish and Wildlife Service to add a municipality to the Highlands region upon the request of a Highlands state, with the concurrence of the municipality. The bill revises the way in which land is identified for conservation to require using the best available science and geographic information systems. The bill allows political subdivisions of states to enter into agreements with the Department of the Interior for land conservation projects. A Highland state that receives funds for a land conservation partnership project may not use more than 5% of the funds to administer that project. The bill extends through FY2029 Forest Service and other Department of Agriculture programs to conserve land and natural resources in the Highlands region. With respect to an appraisal related to a land acquisition carried out under this bill, a Highlands state shall use an appraisal methodology approved by the Department of the Interior.

This resolution condemns the rape and assault of women by Russian forces in the occupied area of Bucha, Ukraine. The resolution condemns the deliberate disruption of the free flow of humanitarian aid that is harming innocent civilians, particularly women. The resolution also highlights the critical importance of ensuring women meaningfully participate in the planning and execution of humanitarian actions and the negotiation of peace agreements to meet their unique needs and to protect their human rights. Finally, the resolution calls on Vladimir Putin to condemn sexual and gender-based violence against women and girls in this conflict; hold all perpetrators who commit acts of sexual and gender-based violence accountable; cease all hostilities, protect human rights, and allow unencumbered humanitarian access; and remove all Russian Armed Forces, and other armed groups, from Ukraine.
Babies over Billionaires Act of 2022 This bill sets forth a special tax rule that requires the realization (i.e., deemed sold) at the end of the taxable year of the gains and losses of the publicly traded and private securities of taxpayers whose net worth exceeds $100 million. It limits the tax liability of such taxpayers to 35% of the amount by which their net worth exceeds $100 million at the end of the taxable year. The Internal Revenue Service must annually audit taxpayers whose net worth exceeds $100 million in the current taxable year and any of the 3 preceding taxable years and impose a penalty of 20% of understatements of tax (40% if understatements are due to failure to report an asset). The bill establishes the Family Investment Trust Fund to hold tax revenues generated by this bill for programs to support family well-being and the development of children.
Time Off to Vote Act This bill requires an employer, upon the request of an employee, to provide the employee with a minimum of two consecutive hours of paid leave in order to vote in a federal election. The employer may determine the two-hour period, excluding any lunch break or other break. Taking such leave shall not result in the employee losing accrued employment benefits. The bill makes it unlawful for an employer to interfere with the right to take such leave or for an employer to discriminate against an employee for taking such leave. Further, the bill makes it unlawful for any employer to retaliate against an employee for (1) opposing any practice made unlawful by this bill; (2) filing a charge, or instituting or causing to be instituted any proceeding, under or related to this bill; or (3) testifying or preparing to testify in an inquiry or proceeding relating to such leave. The bill specifies penalties for employers who violate these provisions.
Maddy summaryHRES 1045 (2022) is a symbolic resolution supporting National Youth HIV/AIDS Awareness Day (observed April 10). It calls on federal, state, and local entities to recognize the day and encourages efforts to address HIV disparities among youth, including promoting inclusive sex education, removing outdated HIV criminalization laws, and supporting youth-friendly healthcare access. The resolution does not create new laws or allocate funding but affirms existing policies like the Ryan White HIV/AIDS Program and the Affordable Care Act's protections for young people living with HIV. It focuses on raising awareness and reducing stigma rather than mandating specific actions.
Energy Security and Independence Act of 2022 This bill addresses domestic industrial base and manufacturing capabilities for specified energy-efficiency and renewable energy systems and technologies (e.g., electric transportation systems), including by establishing a program to provide financial assistance for the construction of new facilities that manufacture components of specified energy-efficiency and renewable energy systems and technologies (or to retool, retrofit, or expand such facilities).
Maddy summaryThis non-binding resolution (HRES 1050) encourages Congress to adopt the Black Women Best (BWB) framework in policymaking to address systemic disparities affecting Black women. It does not create new laws but recommends using this framework - based on the Congressional Caucus on Black Women and Girls' "An Economy for All" report - to center Black women's lived experiences in legislative decisions. Key issues highlighted include severe wealth gaps (Black women’s median wealth at $1,700 vs. $81,200 for White women), labor market discrimination, healthcare inequities, and housing barriers. The resolution specifically urges policymakers to prioritize frameworks like the BWB to develop more inclusive policies, without mandating any concrete legislative changes.
Maddy summaryHR 7477, the CERTS Tax Exemption Act, ensures that grants provided under the Coronavirus Economic Relief for Transportation Services Act are tax-free for eligible transportation service providers. The bill directly affects companies and organizations providing transportation services that receive these specific federal grants. Key provisions state that grant amounts cannot be counted as taxable income, deductions related to grant-funded costs cannot be denied, and tax attributes (like basis increases) must be treated as tax-free for partnerships and S corporations. This change simplifies tax treatment for recipients by preventing unintended tax liabilities on relief funds.
