Providing Veterans Essential Medications Act

Maddy summaryThe Providing Veterans Essential Medications Act requires the Department of Veterans Affairs to reimburse State homes or provide medications directly for certain high-cost drugs used by veterans in State-run nursing homes. A medication is defined as high-cost if its price (including a 3% fee) exceeds 8.5% of the VA's monthly payment for the veteran's care at that home. This applies specifically to State homes that provide such medications to veterans under VA contracts. The bill ensures veterans receive essential medications without financial burden on the State homes, using clear cost thresholds to determine eligibility.

Establishing the Congressional Fitness Challenge, and for other purposes.

Maddy summaryThis bill establishes the Congressional Fitness Challenge, a national program promoting physical fitness for students aged 6-17 in public, private, or home schools. It requires five standardized fitness tests (1-mile run, pull-ups, curl-ups, shuttle run, and sit-and-reach) administered by certified fitness professionals, with performance benchmarks set by age and gender. Participants meeting these benchmarks receive a certificate signed by congressional leaders, with recognition levels (Bronze, Silver, Gold) based on percentile performance relative to peers. The program is funded through existing congressional allowances for Members of Congress to organize local events, overseen by the House Administration and Senate Rules committees.

Air America Act of 2025

Maddy summaryThe Air America Act of 2025 authorizes one-time payments of $40,000 to individuals who worked for Air America or its affiliated companies for at least five years during 1950-1976, or to their surviving spouses, children, or dependents. Additional payments of $8,000 per full year beyond five years are allowed. The program is capped at $60 million total funding, with claims required within two years of final regulations. Payments are a single lump sum with no ongoing benefits, and the bill explicitly states it does not create new entitlements beyond this one-time award.

To amend title 49, United States Code, to except from certain requirements relating to eligibility for essential air service Guam and the Northern Mariana Islands, and for other purposes.

Maddy summaryThis bill amends a federal aviation law to include Guam and the Northern Mariana Islands in the list of locations exempt from certain Essential Air Service (EAS) eligibility requirements. Previously, only Alaska and Hawaii were exempt; the change explicitly adds these two U.S. territories to the statutory list. As a result, airlines serving Guam and the Northern Mariana Islands will no longer need to meet specific EAS standards that apply to other locations under this provision. The bill makes a technical adjustment to existing law without creating new policy or altering service obligations.

To amend title 14, United States Code, to require the retention of certain enlisted members of the Coast Guard who have completed 18 or more, but less than 20, years of service, and for other purposes.

Maddy summaryHR 2200 requires the Coast Guard to retain enlisted members who have completed 18-20 years of service but are otherwise scheduled for separation or discharge. It directly affects Regular Coast Guard enlisted members and Reserve members serving in active status with 18-19 years of service (or 19-20 years) who face involuntary separation or denied reenlistment. The bill mandates retention until the member reaches 20 years of service or for up to two years (for 18-19 years) or one year (for 19-20 years) after their scheduled separation date, whichever comes first. This applies to members not separated for physical disability or cause, ensuring they can complete their service to qualify for retirement benefits.

Marianas Air Service Improvement Act

Maddy summaryHR 2132, the Marianas Air Service Improvement Act, amends a federal law to specifically exempt the Northern Mariana Islands from certain air service requirements. The bill adds the Northern Mariana Islands to an existing exception in 49 U.S. Code § 41731(c), which already excludes Alaska and Hawaii. This means air service rules that would otherwise apply to all locations in the U.S. do not apply to the Northern Mariana Islands. The bill directly affects air carriers operating in the Northern Mariana Islands by removing these specific regulatory requirements.

BITCOIN Act of 2025

Maddy summaryThe BITCOIN Act of 2025 directs the U.S. Treasury to establish a "Strategic Bitcoin Reserve" for securely storing government-held Bitcoin. It mandates purchasing 1,000,000 Bitcoins over five years (200,000 annually), requiring all acquired Bitcoin - including through federal agency transfers or forfeitures - to be held in this reserve for a minimum of 20 years without sale. The bill also requires the Treasury to manage digital assets from Bitcoin forks or airdrops for five years before potentially selling non-dominant assets, while implementing strict security protocols and quarterly public transparency reports. Funding for the purchase program will come from Federal Reserve remittances and gold certificate adjustments, with no impact on private citizens' Bitcoin ownership rights under Section 10.

Employment Services and Jobs Parity Act

Maddy summaryHR 1797, the Employment Services and Jobs Parity Act, amends the Wagner-Peyser Act to extend federal employment service funding to the Commonwealth of the Northern Mariana Islands (CNMI) and American Samoa. It directly affects these territories' employment service programs by requiring the federal government to provide them with funding equal to half of what Guam receives under the current allotment system. The key provision, added to Section 6(c)(2), mandates that starting after fiscal year 2025, CNMI and American Samoa will each receive an annual allotment equal to one-half of the amount allocated to Guam for that fiscal year. This change ensures these territories receive a guaranteed share of federal funds for employment services, previously only available to Guam and the U.S. Virgin Islands.
