ACTION for National Service Act

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill (1) converts the Corporation for National and Community Service into the AmeriCorps Administration and revises its membership, leadership, and authority; (2) reauthorizes programs carried out by the administration; (3) establishes a National Service Foundation to accept and administer gifts on behalf of the administration; (4) modifies the calculation of national service educational awards; and (5) otherwise modifies provisions related to national and volunteer service programs. Additionally, the bill creates an interagency Civilian Climate Corps, operated by the administration, to conduct service projects addressing climate change.

To amend the Middle Class Tax Relief and Job Creation Act of 2012 to reauthorize the First Responder Network Authority.

This bill repeals provisions terminating the First Responder Network Authority (FirstNet) and the Government Accountability Office reporting requirement for such termination. The FirstNet mission is to deploy, operate, maintain, and improve the first high-speed, nationwide wireless broadband network for first responders.

Autism Family Caregivers Act of 2022

Autism Family Caregivers Act of 2022 This bill establishes a pilot program to provide training for caregivers on improving health and other outcomes for children with autism spectrum disorder and other developmental disabilities or delays. To carry out the program, the Health Resources and Services Administration (HRSA) must award grants to, among other eligible entities, health systems and nonprofits to provide the training. HRSA must also establish a national center to provide technical assistance to grant recipients and to evaluate the program.

Small Business Tax Relief Act

Small Business Tax Relief Act This bill establishes a graduated corporate tax rate for corporations whose taxable income does not exceed $5 million. The rate of such tax is 18% of taxable income not exceeding $400,000, and 21% of taxable income that equals or exceeds $400,000. The bill also modifies the tax treatment of carried interest, which is compensation that is typically received by a partner of a private equity or hedge fund and is based on a share of the fund's profits. (Under current law, carried interest is taxed as investment income rather than at ordinary income tax rates.) The bill includes provisions that set forth a special rule for the inclusion in gross income of partnership interests transferred in connection with the performance of services, treat as ordinary income the net capital gain with respect to an investment services partnership interest except to the extent such gain is attributable to a partner's qualified capital interest, exempt income from investment services partnership interests from treatment as qualifying income of a publicly traded partnership, exempt certain family partnerships from the application of this bill, increase the penalty for underpayments of tax resulting from failure to treat income from an investment services partnership interest as ordinary income, and include income and loss from an investment services partnership interest for purposes of determining net earnings from self-employment and applicable self-employment taxes. The bill defines investment services partnership interest as any interest in a partnership held by a person who provides services to a partnership by (1) advising the partnership about investing in, purchasing, or selling specified assets; (2) managing, acquiring, or disposing of specified assets; or (3) arranging financing with respect to acquiring specified assets.

Gas Prices Relief Act of 2022

Gas Prices Relief Act of 2022 This bill provides for a temporary exemption through 2022 from the excise tax on gasoline (other than aviation gasoline) and from the Leaking Underground Storage Tank Trust Fund financing rate. The Department of the Treasury must transfer from the general fund to the Highway Trust Fund and the Leaking Underground Storage Tank Trust Fund amounts resulting from the exemption provided by this bill. The bill also expresses congressional policy that consumers immediately receive the benefit of this exemption.

Keeping School Meals Flexible Act

Keeping School Meals Flexible Act This bill extends authority through June 30, 2023, for the Department of Agriculture (USDA) to waive certain requirements for the school meal programs to address COVID-19. The bill extends the authority for USDA to issue a single waiver of child nutrition program requirements to all states under the National School Lunch Program for purposes of providing meals and snacks with appropriate safety measures with respect to COVID-19; grant waivers of requirements to allow non-congregate feeding in the Child and Adult Care Food Program for purposes of providing meals and snacks with appropriate safety measures with respect to COVID-19; and grant waivers related to the nutritional content of meals served in child nutrition programs if it determines the waiver is necessary to provide meals and snacks, and there is a food supply chain disruption due to COVID-19.
