Expressing support for the designation of December 4, 2025, as "National Scam Prevention Day".

Maddy summaryHRES 931 is a symbolic resolution expressing congressional support for designating December 4, 2025, as "National Scam Prevention Day." National Strategy for Combating Scams Act of 2025

Maddy summaryHR 6425 requires the FBI to create a working group within 90 days, including 18 federal agencies like the FTC and CFPB, to develop a National Strategy for Combating Scams. The strategy must establish a common scam definition, coordinate data collection across agencies, improve public complaint reporting (including for people with disabilities), and enhance private-sector collaboration to prevent scams. It mandates the strategy be submitted to Congress and published publicly within one year, with updates every five years. This bill directly affects federal agencies' coordination efforts but does not create new laws or directly impact citizens beyond improving how the government addresses scams.

DO NOT Call Act

Maddy summaryHR 6449, the "DO NOT Call Act," amends the Telephone Consumer Protection Act of 1993 to strengthen penalties for illegal robocalls. It increases criminal penalties for willful violations to up to one year in prison (or three years for aggravated offenses like repeated high-volume calls or calls intended to support felonies), and raises fines for inaccurate caller identification from $10,000 to $20,000 per violation. The bill directly affects businesses and entities making unsolicited calls without consent, including those using auto-dialers or prerecorded messages. Key provisions define "calls" broadly to include unsolicited texts sent via auto-dialers without prior permission.

Dismantle Foreign Scam Syndicates Act

Maddy summaryThis bill establishes a new interagency Task Force to dismantle foreign scam operations targeting Americans, particularly through "pig butchering" scams in Southeast Asia. The Task Force, chaired by the Secretary of State, will coordinate efforts across multiple agencies to shut down scam centers, impose sanctions on perpetrators, and support victims of trafficking. It requires a detailed strategy within 180 days and annual reports to Congress on progress, including sanctions imposed and funds recovered. The bill authorizes $30 million for these efforts in fiscal years 2026-2027, focusing on countries like Cambodia, Laos, and Burma where scam centers operate with forced labor.

Celebrating the 50th anniversary of the Individuals with Disabilities Education Act on November 29, 2025, and recognizing its transformative impact on the education of children with disabilities.

Maddy summaryHRES 920 is a ceremonial resolution celebrating the 50th anniversary of the Individuals with Disabilities Education Act (IDEA) on November 29, 2025. It recognizes IDEA’s historical impact - establishing the right to free, appropriate public education in the least restrictive environment for children with disabilities - and notes how it transformed access to education after over 1 million children were previously excluded from schools. The resolution does not create new policy or funding; it solely commemorates IDEA’s legacy, honors the students and families it has served, and acknowledges educators and advocates who advanced its implementation. This is a symbolic gesture with no direct effect on current law or services.

Revitalizing Rural Communities Act of 2025

Maddy summaryThis bill increases annual funding for the Rural Economic Development Loan and Grant Program from $10 million to $12 million, effective for fiscal years 2026 through 2030. It directly affects rural communities eligible for loans and grants under this program, which supports local economic development projects. The key mechanism is a specific funding amendment to Section 313B of the Rural Electrification Act of 1936. This change extends and boosts financial resources for rural infrastructure and community initiatives without altering program eligibility or administration.

Mikaela Naylon Give Kids a Chance Act

Give Kids a Chance Act of 2025 This bill expands the Food and Drug Administration’s (FDA’s) authority with respect to research on rare pediatric diseases, including by permitting the FDA to take enforcement action against drug sponsors that fail to satisfy pediatric study requirements and by reauthorizing programs that support pediatric research.  Specifically, the bill modifies requirements relating to molecularly targeted pediatric cancer investigations to permit research on new drugs in combination with active ingredients that have already been approved, provided certain conditions are met; permits the FDA to take enforcement action against drug sponsors that fail to comply with pediatric study requirements, if such sponsors demonstrated a lack of due diligence in satisfying the requirement; renews the FDA’s authority to award priority review vouchers to sponsors of new products intended to treat rare pediatric diseases through September 30, 2029; and reauthorizes through FY2027 certain funding for the National Institutes of Health to support priority pediatric research.  The bill also provides statutory authority for the FDA’s interpretation of the orphan drug exclusivity period. The bill specifies, consistent with FDA regulations, that the seven-year market exclusivity period for drugs for rare diseases or conditions (i.e., orphan drugs) prohibits the approval of the same drug for the same approved use or indication with respect to the disease or condition. (In Catalyst Pharmaceuticals, Inc. v. Becerra , a court rejected the FDA’s interpretation and held that orphan drug exclusivity extends to all uses or indications for the disease or condition.)

Early Education Savings Program Act

Maddy summaryHR 6272, the Early Education Savings Program Act, allows parents to use funds from tax-advantaged 529 college savings plans to cover child care costs for children under age 5. The bill amends the tax code to count licensed, center-based or family child care as a "qualified higher education expense" for 529 plan withdrawals. This directly affects parents saving for early childhood care using 529 plans, making it possible to pay for regular, licensed child care services (excluding care by relatives) with tax-advantaged savings. The change applies to expenses paid after the bill's enactment date.

Medical Nutrition Therapy Act of 2025

Maddy summaryThis bill would expand Medicare Part B coverage to include medical nutrition therapy for beneficiaries with a wider range of chronic conditions beyond current limits (diabetes and kidney disease). It specifically adds conditions like obesity, hypertension, eating disorders, cancer, gastrointestinal diseases, and HIV to the list of covered illnesses, allowing coverage for prevention, management, or treatment. The bill also allows more healthcare providers - including dietitians, nurse practitioners, and clinical psychologists - to deliver these services. This change would directly affect millions of Medicare beneficiaries managing these conditions who previously lacked coverage for medically necessary nutrition therapy.
