Canadian Snowbird Visa Act This bill authorizes the Department of Homeland Security to admit into the United States qualifying Canadian citizens as long-term nonimmigrant visitors. A qualifying Canadian citizen is an individual who (1) is at least 50 years old, (2) maintains a Canadian residence, (3) owns a U.S. residence or has rented a U.S. accommodation for the duration of the individual's stay, (4) is not inadmissible or deportable, (5) will not engage in employment or labor for hire in the United States other than for a non-U.S.-based person or entity by whom the Canadian citizen was employed in Canada or for whom the Canadian citizen performed services in Canada, and (6) will not seek certain forms of assistance or benefits. A qualified individual may be admitted for up to 240 days during any single 365-day period. The spouse of such an individual may be admitted under the same terms, except that the spouse is not required to separately satisfy the requirement for owning or renting a residence in the United States. The bill grants an individual so admitted nonresident alien tax status.

Deferred Removal for Iraqi Nationals Including Minorities Act of 2021 This bill defers the removal of qualified Iraqi nationals from the United States for two years from the date of the bill's enactment. To qualify, an Iraqi national shall (1) have been ordered removed to Iraq before the date of the bill's enactment, and (2) have resided in the United States on or before January 1, 2016. Aliens under removal deferral under this bill (1) shall be authorized for employment, and (2) may not be detained for immigration status-related reasons or for a motion by the alien to reopen removal proceedings. An alien shall not receive removal deferral under this bill where (1) the Department of Homeland Security determines that the alien is directly responsible for specific and significant harm to U.S. security, (2) the alien voluntarily returns to Iraq, or (3) the alien is subject to extradition.

Restoring Northern Border Travel Act This bill requires the Department of Homeland Security (DHS) to expand the list of permitted essential travel into the United States through land ports of entry along the U.S.-Canada border. Specifically, it shall be permitted essential travel to enter the United States through the U.S.-Canada land border to (1) visit a family member who is a U.S. citizen or permanent resident, (2) visit property that the traveler owns or leases, (3) attend business meetings or site visits, or (4) board a flight for travel. Within 20 days of this bill's enactment, DHS must report to Congress a plan to fully restore nonessential travel into the United States through this land border.

H-2B Returning Worker Exception Act of 2021 This bill modifies the H-2B (temporary nonagricultural workers) nonimmigrant visa program, including by exempting certain workers from an annual numerical limit on such visas and requiring civil penalties for program violations. Under this bill, if a worker seeking a H-2B visa has been counted toward the 66,000 annual cap on such visas in one of the three preceding fiscal years, that worker shall not be counted against the cap again. Furthermore, the Department of Homeland Security (DHS) must impose a civil monetary penalty on an employer for (1) failing to meet requirements related to an H-2B visa petition, or (2) making a willful misrepresentation of material fact in such a petition. DHS must also ensure the establishment of an electronic platform (1) for employers to submit and request approval of an H-2B petition, and (2) to act as a single point of access for applicants and the relevant government agencies. The Department of Labor must maintain a publicly available online database of all job orders by H-2B employers. Furthermore, Labor may take certain actions to enforce program requirements, such as imposing penalties and seeking injunctions. The bill provides statutory authority for the current practice of limiting the program to workers who are nationals of countries approved by DHS. DHS may make exceptions to this limitation in individual cases if it is in the U.S. interest to do so. DHS shall select approved countries based on various factors, such as the rate of overstay by H-2B visa holders from each country.

Northern Border Reopening Transparency Act This bill requires the Department of Homeland Security to submit a report on considerations relating to easing restrictions on or reopening the United States-Canada border to essential and nonessential travel.

Stars and Stripes Act of 2021 This bill prohibits the Department of State from displaying any flag or banner at a diplomatic or consular post other than specified flags. Such flags are (1) the U.S. flag; (2) the flag of the country wherein the post is located; (3) the flag of a state, territory, or possession of the United States; (4) a departmental or secretarial flag; (5) the flag of an Armed Force; or (6) a flag to honor prisoners of war or those missing in action.

Protecting Access for Hunters and Anglers Act of 2022 This bill bars the Department of the Interior and the Department of Agriculture from prohibiting or regulating the use of lead ammunition or tackle on federal land or water that is under the jurisdiction of such departments and made available for hunting or fishing. The bill makes exceptions for specified existing regulations and where the applicable department determines that a decline in wildlife population at the specific unit of federal land or water is primarily caused by the use of lead in ammunition or tackle, based on the field data from such unit, and the state approves the regulations.

Major Richard Star Act This bill provides that combat-disabled uniformed services retirees with fewer than 20 years of creditable service may concurrently receive, without reduction, veterans' disability compensation and retired pay or combat-related special compensation.

VA Supply Chain Management System Authorization Act This bill authorizes the Department of Veterans Affairs to implement an information technology system for the management of supply chains only if the system meets specified requirements (e.g., is cloud based) and does not require the use of a specific contract to procure supplies.

This resolution expresses the support of the House of Representatives for the phrase "Thank you for our freedom" as the way to respect members of the Armed Forces and veterans.
