Requiring foreign state media outlets with credentialed members in the House news media galleries to comply with the Foreign Agents Registration Act by prohibiting the admission into such galleries of reporters and correspondents who are representatives of such outlets who are not in compliance with the requirements of such Act, and for other purposes.

Maddy summaryHRES 189 requires foreign state media outlets with reporters in the House news media galleries to comply with the Foreign Agents Registration Act (FARA) before those reporters can receive credentials. It prohibits admission of reporters from outlets not registered under FARA or failing to meet its requirements, limits each outlet to 10 credentialed reporters, and mandates FBI background checks for all such reporters to ensure no security threat. This applies specifically to media outlets owned, funded, or controlled by foreign governments, such as those from China or Qatar, which have previously held credentials without FARA compliance. The bill updates House rules to enforce these security measures for media access in Capitol Hill galleries.

No Retaining Every Gun In a System That Restricts Your Rights Act

No Retaining Every Gun In a System That Restricts Your Rights Act This bill modifies the retention requirements for firearm transaction records of federal firearms licensees (FFLs) that go out of business. Current law generally requires FFLs that go out of business to deliver their firearm transaction records to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). This bill removes the requirement for FFLs that go out of business to deliver their firearm transaction records to the ATF. Further, the bill requires the ATF to destroy all out-of-business records it has collected from FFLs.

CADETS Act

Maddy summaryThe CADETS Act (HR 1227) changes the eligibility rules for the Student Incentive Payment Program at state maritime academies by requiring that students must meet the Navy Reserve's enlistment age requirement at the time of graduation. This means only students who are old enough to join the Navy Reserve upon completing their studies can receive these payments. The bill directly affects students enrolled in state maritime academies seeking these incentive payments. It establishes a new eligibility condition tied to the Navy Reserve's age standard without altering the Reserve's requirements.

Family Farm and Small Business Exemption Act

Maddy summaryThis bill amends the Higher Education Act to exempt certain family-owned assets from being counted when calculating federal student aid eligibility. Specifically, it excludes family farms where the family resides and small businesses with 100 or fewer full-time equivalent employees owned and controlled by the family. These assets will no longer be considered when determining a student's financial need for aid programs. The change directly affects students from qualifying family farms or small businesses when applying for federal financial aid. The exemption applies to assets held by the family, not just the business itself.

Responding to the earthquakes in Türkiye and Syria on February 6, 2023.

Maddy summaryHRES 132 is a non-binding House resolution expressing condolences for the over 36,000 earthquake victims in Türkiye and Syria and commending humanitarian response efforts. It specifically condemns the Assad regime for obstructing aid delivery and exploiting the disaster, urging the Biden administration to open all UN border crossings for aid and prevent U.S.-funded assistance from being diverted to Syria’s government. The resolution also calls for continued enforcement of the Caesar Syria Civilian Protection Act to protect Syrian civilians. As a symbolic resolution, it does not create new law but formally directs the administration’s diplomatic approach to the crisis.

REDI Act

Maddy summaryHR 1202, the REDI Act, amends the Higher Education Act to allow medical and dental residents to temporarily pause federal student loan payments without accruing interest during their internship or residency programs. This directly affects borrowers with federal student loans who are enrolled in qualifying medical or dental training programs. The key provision adds a new rule (paragraph 6) ensuring these borrowers qualify for a deferment period where they don't pay principal and interest accrues at 0%. The change modifies existing loan rules to explicitly include medical/dental residents under the "in-school" deferment category. This policy change provides immediate financial relief during a critical training phase for healthcare professionals.

Stop the Cartels Act

Maddy summaryThe Stop the Cartels Act (HR 597) aims to disrupt drug trafficking organizations and related criminal activities by requiring enhanced intelligence gathering on cartels in Mexico and Central American countries, mandating improved U.S.-Mexico law enforcement cooperation, and cutting federal funding from jurisdictions that restrict immigration enforcement. The bill creates a "Special Transnational Criminal Organization" designation for major cartels like the Sinaloa Cartel and Jalisco New Generation Cartel, requires monthly reports on migrant encounters at the border, and establishes refugee processing centers in Mexico and Central America. It also increases staffing for immigration courts by 500 judges, prohibits asylum applications from nationals of countries with refugee processing centers, and reauthorizes substance abuse prevention funding at higher levels while repealing several existing drug programs. These provisions directly affect U.S. intelligence and law enforcement agencies, Mexican and Central American governments, local jurisdictions receiving federal funds, and migrants seeking asylum or refugee status.
