Maddy summaryHRES 778 is a non-binding House resolution expressing support for recognizing September 29, 2025, as "International Day of Awareness of Food Loss and Waste." It does not create new laws or programs but formally acknowledges the issue through congressional resolution. The resolution cites statistics on global food waste (including $1 trillion in annual losses and 8-10% of greenhouse gas emissions from food waste) and aligns with the existing 2024 National Strategy for Reducing Food Loss and Waste. It serves only as symbolic support for raising awareness, with no direct policy changes or obligations for individuals or entities.

Fair Pay for Federal Contractors Act of 2025

Fair Pay for Federal Contractors Act of 2025 This bill provides back pay to employees of federal contractors who lost pay due to a lapse in appropriations (i.e., government shutdown) in FY2026. Specifically, the bill provides appropriations for federal agencies that are subject to a lapse in appropriations in FY2026 to adjust the price of contracts to compensate federal contractors for providing back pay to employees who were affected by the lapse in appropriations.  The agencies must adjust the price of any contract for which the contractor stopped, suspended, delayed, or interrupted all or part of the work under the contract due to the lapse in appropriations. The price adjustment must compensate the contractor for reasonable costs incurred to (1) compensate employees who were furloughed or laid off, were not working, or experienced a reduction of hours or compensation due to the lapse in appropriations; or (2) restore paid leave taken by employees during the lapse in appropriations if the contractor required or permitted employees to use paid leave as a result of the lapse in appropriations. The maximum amount of weekly compensation of an employee for which an adjustment may be made under this bill may not exceed the lesser of (1) the employee's actual weekly compensation, or (2) $1,442 (or a lesser amount pro-rated for an employee who works less than 40 hours per week). The bill also requires the Office of Federal Procurement Policy to submit a report to Congress on the adjustments made under this bill.

Federal Firefighter Paycheck Protection Act

Maddy summaryThis bill ensures federal firefighters continue receiving pay and benefits during government funding gaps and shutdowns. It authorizes continuing appropriations for firefighter pay during any period without full-year funding for fiscal year 2026, and prohibits layoffs due to reduction-in-force actions during funding lapses. The law directly affects firefighters employed by executive agencies or military departments whose primary duties involve fire control and extinguishment. Key provisions guarantee job security and pay continuity without requiring new legislation during budget implementation delays.

Help FEDS Act

Maddy summaryHR 5572, the Help FEDS Act, ensures federal employees who must work during government shutdowns (but aren't paid due to the shutdown) can access unemployment benefits through their state's program. The bill requires states to allow these "excepted" employees to apply for and receive unemployment compensation during fiscal years 2026-2027, while also mandating repayment if they later receive pay under a separate federal provision. The federal government will reimburse states 100% of the unemployment benefits paid to these employees plus related administrative costs, funded from the Unemployment Trust Fund. This directly affects federal workers performing emergency work during shutdowns and state unemployment systems managing these claims.

To prohibit the removal of Federal employees during any lapse in discretionary appropriations, and for other purposes.

Maddy summaryThis bill prevents federal agencies from terminating employees during a government shutdown caused by a lapse in discretionary funding. It prohibits removals of civil service employees at any agency affected by a funding gap, and if an employee is wrongfully removed, they can return to their job with back pay once funding resumes. The law directly protects all federal employees covered by the civil service system during shutdowns. It applies automatically to any funding lapse, requiring automatic reinstatement without needing separate legal action.

FASTER Act

Maddy summaryThe FASTER Act (HR 5575) provides federal grants through FEMA to fire departments for programs that prevent falls among older adults (65+). It directly affects fire departments (career, combination, and volunteer) and seniors by funding home safety modifications like handrails, removing tripping hazards, and installing emergency access devices. Key provisions include 3-year grants covering up to 75% of costs in the first two years (35% in year three), requiring fire departments to use funds for specific fall prevention activities like home assessments and community paramedicine staffing - not to replace local funding. The bill mandates performance evaluations and a congressional report on effectiveness within two years of enactment.

If You See It, Squish It Act of 2025

Maddy summaryHR 5614, the "If You See It, Squish It Act of 2025," directs the Secretary of Agriculture to launch a national public awareness campaign about spotted lanternflies. The campaign requires placing TV, radio, and billboard ads in high-incidence areas to inform the public that spotted lanternflies are invasive pests threatening agriculture and to encourage people to kill any they encounter. It specifically mandates these public service announcements and allows the Secretary to use additional awareness tools. This bill directly affects residents in regions with spotted lanternfly infestations by providing information on identifying and addressing the pest.

Condemning attempts to use Federal regulatory power or litigation to suppress lawful speech, particularly speech critical of a political party or the President of the United States, and warning against the rise of authoritarianism.

Maddy summaryThis resolution condemns the use of federal regulatory agencies (like the FCC) or lawsuits to suppress lawful speech critical of political parties or the President, specifically referencing concerns about tactics mirroring authoritarian practices. It does not create new laws but formally warns that such actions undermine First Amendment protections and democratic norms. The resolution directly affects media organizations, journalists, and public discourse by calling on government agencies to avoid using their power for political retaliation. It reaffirms the House’s commitment to protecting free expression and urges officials to refrain from pressuring media to silence criticism.

Maddy summaryThis resolution designates September 22-28, 2025, as "Asian American and Native American Pacific Islander-Serving Institutions Week" to honor institutions that serve Asian American, Native Hawaiian, and Pacific Islander students. Safe Step Act

Maddy summaryThis bill requires health plans and insurers to create a clear, timely process for patients or doctors to request exceptions when step therapy protocols (which force patients to try cheaper drugs first) might harm them. It mandates approval for exceptions in six specific cases, such as when prior treatments failed, delaying care risks severe harm, or the required drug causes adverse reactions. Plans must respond within 72 hours (24 hours for emergencies) and cover the requested drug for at least one year if approved. Additionally, health plans must report annual data on exception requests, approvals, denials, and reasons to the government for transparency.
