Trust Through Transparency Act of 2025

Maddy summaryHR 5653, the Trust Through Transparency Act of 2025, requires U.S. Customs and Border Protection (CBP) and U.S. Immigration and Customs Enforcement (ICE) officers, as well as deputized personnel, to wear body cameras during all public immigration enforcement actions like stops, arrests, or checkpoints. Footage must be kept for six months unless it involves use of force, an arrest, a complaint, or a voluntary request for longer retention (up to three years) by officers, the public, or families. The bill mandates annual reports to Congress detailing enforcement actions, compliance issues, disciplinary actions taken, and public access to these reports (with privacy redactions permitted). It also creates an independent panel to advise on body camera policies, aiming to increase accountability in immigration enforcement.

Fair Pay for Federal Contractors Act of 2025

Fair Pay for Federal Contractors Act of 2025 This bill provides back pay to employees of federal contractors who lost pay due to a lapse in appropriations (i.e., government shutdown) in FY2026. Specifically, the bill provides appropriations for federal agencies that are subject to a lapse in appropriations in FY2026 to adjust the price of contracts to compensate federal contractors for providing back pay to employees who were affected by the lapse in appropriations.  The agencies must adjust the price of any contract for which the contractor stopped, suspended, delayed, or interrupted all or part of the work under the contract due to the lapse in appropriations. The price adjustment must compensate the contractor for reasonable costs incurred to (1) compensate employees who were furloughed or laid off, were not working, or experienced a reduction of hours or compensation due to the lapse in appropriations; or (2) restore paid leave taken by employees during the lapse in appropriations if the contractor required or permitted employees to use paid leave as a result of the lapse in appropriations. The maximum amount of weekly compensation of an employee for which an adjustment may be made under this bill may not exceed the lesser of (1) the employee's actual weekly compensation, or (2) $1,442 (or a lesser amount pro-rated for an employee who works less than 40 hours per week). The bill also requires the Office of Federal Procurement Policy to submit a report to Congress on the adjustments made under this bill.

Pay Our Military Act

Maddy summaryHR 5660, the Pay Our Military Act, ensures military personnel and support staff receive pay during a government funding gap in fiscal year 2026. It appropriates funds from the Treasury to cover pay and allowances for active-duty troops, reservists, Department of Defense civilian employees, and contractors supporting military operations, if Congress hasn’t passed regular funding by then. The funding remains available until either regular appropriations are enacted or January 1, 2027, whichever comes first. This is a temporary measure to prevent disruptions in military pay during budget negotiations.

Expressing support for "Military Sexual Trauma Awareness Day".

Maddy summaryThis resolution (HRES 770) is a symbolic statement expressing the House's support for "Military Sexual Trauma Awareness Day" observed on September 25. It directly affirms the House's commitment to military sexual trauma (MST) survivors - impacting both women and men in the military - by highlighting the need to reduce stigma and improve support systems. The resolution encourages the Department of Defense and Veterans Affairs to expand access to MST-related services and promote transparency in handling cases, but it does not create new laws or funding. As a non-binding resolution, it serves only to formally acknowledge the issue and encourage existing agencies to prioritize survivor care.

To prohibit the removal of Federal employees during any lapse in discretionary appropriations, and for other purposes.

Maddy summaryThis bill prevents federal agencies from terminating employees during a government shutdown caused by a lapse in discretionary funding. It prohibits removals of civil service employees at any agency affected by a funding gap, and if an employee is wrongfully removed, they can return to their job with back pay once funding resumes. The law directly protects all federal employees covered by the civil service system during shutdowns. It applies automatically to any funding lapse, requiring automatic reinstatement without needing separate legal action.

Mental Health Services for Students Act of 2025

Maddy summaryThe Mental Health Services for Students Act of 2025 would establish a federal grant program to fund school-based mental health services for students in grades K-12, particularly those experiencing trauma, grief, suicide risk, or violence. It directly affects schools (including Bureau of Indian Education schools), students, and community mental health providers through partnerships that must include school districts and local mental health entities. Key provisions require services to be culturally appropriate, trauma-informed, and integrated with positive behavioral supports, with grants capped at $2 million per award for 5 years (renewable) and funded at $300 million annually for 2027-2028. Recipients must report annually on program outcomes, ensure equitable access across urban and rural areas, and comply with privacy laws like HIPAA and FERPA.

A joint resolution to direct the removal of United States Armed Forces from hostilities that have not been authorized by Congress.

Maddy summaryHJRES 126 is a joint resolution directing the removal of U.S. Armed Forces from military operations against specific targets without congressional authorization. It requires the President to end hostilities involving: (1) foreign terrorist organizations designated after February 20, 2025; (2) countries where those groups operate; or (3) non-state groups trafficking illegal drugs, unless Congress explicitly authorizes such actions through a war declaration or specific law. The bill cites recent military strikes on vessels as examples of unauthorized hostilities and emphasizes that drug trafficking alone does not justify military force under the War Powers Resolution. This resolution applies to all current and future operations targeting these groups without prior congressional approval.

Condemning attempts to use Federal regulatory power or litigation to suppress lawful speech, particularly speech critical of a political party or the President of the United States, and warning against the rise of authoritarianism.

Maddy summaryThis resolution condemns the use of federal regulatory agencies (like the FCC) or lawsuits to suppress lawful speech critical of political parties or the President, specifically referencing concerns about tactics mirroring authoritarian practices. It does not create new laws but formally warns that such actions undermine First Amendment protections and democratic norms. The resolution directly affects media organizations, journalists, and public discourse by calling on government agencies to avoid using their power for political retaliation. It reaffirms the House’s commitment to protecting free expression and urges officials to refrain from pressuring media to silence criticism.

Welles Remy Crowther Congressional Gold Medal Act

Maddy summaryThis bill authorizes the posthumous presentation of a Congressional Gold Medal to Welles Remy Crowther, a volunteer firefighter and equities trader who died saving others during the September 11, 2001, attacks. The medal, designed by the Treasury Secretary, will be given to Crowther’s mother, Alison Crowther, following a formal presentation by congressional leaders. The bill also permits the U.S. Mint to sell bronze duplicates of the medal at cost to cover production expenses. It is a purely commemorative measure with no legislative or regulatory impact.

Stop Censoring Military Families Act

Maddy summaryThis bill requires the Secretary of Defense to restore access to all curricula, books, and learning materials previously available at Department of Defense Education Activity (DODEA) schools by 30 days after enactment, and prohibits new restrictions until the 2026-2027 school year. It adds new procedural requirements for future directives affecting DODEA schools, mandating advisory committee reviews and congressional notice before changes to curricula or materials. The bill also nullifies specific executive orders (including those restricting "radical indoctrination" or "gender ideology") that impacted DODEA schools and directs a study on creating an independent body to oversee DODEA curricula. It directly affects military-connected students and schools operated by the Department of Defense Education Activity.
