MVP Act

Medicaid VBPs for Patients Act or the MVP Act This bill provides statutory authority for regulations that allow for the use of varying best price points under value-based purchasing arrangements for purposes of the Medicaid Drug Rebate Program. ( Value-based purchasing arrangements refer to arrangements in which the price of a drug is linked to clinical outcomes; such arrangements are particularly used for new high-cost treatments, such as gene therapies.) The Government Accountability Office must study the impact of value-based purchasing arrangements on federal health care programs, including with respect to the bill's changes.

Condemning the Biden administration's plans for seeking to remove sanctions on the oppressive Maduro regime and negotiating with Iran in response to the crisis in Ukraine, and instead calling for Congress and the administration to support the production of American energy.

This resolution calls on the Biden administration and its officials to maintain the sanctions on the repressive regimes in Venezuela and Iran. The resolution also expresses the sense of the House of Representatives that American energy independence should be achieved again for the sake of U.S. national security and the security of U.S. allies; and President Biden should immediately rescind his Executive Orders that prohibit the approval of new leases on federal lands and waters, and should immediately take actions to reestablish American energy independence.

Substance Use Prevention, Treatment, and Recovery Services Block Grant Act of 2022

Substance Use Prevention, Treatment, and Recovery Services Block Grant Act of 2022 This bill reauthorizes through FY2027 and modifies the Substance Abuse Prevention and Treatment Block Grant, which supports state, tribal, and territorial efforts to prevent and treat substance use disorders. Specifically, the bill expands the scope of the grant to include the provision of recovery support services. Grant recipients must include information about recovery support activities in their plans for expending grant funds. Additionally, the Substance Abuse and Mental Health Services Administration must conduct a study to develop a model needs assessment process for grant recipients to use when determining the allocation of grant funding among prevention, treatment, and recovery support activities. The bill also revises multiple provisions to eliminate stigmatizing terms (e.g., substance abuse) and otherwise align with current legislative drafting conventions.

Pre-approval Information Exchange Act of 2022

Pre-approval Information Exchange Act of 2022 This bill specifies that economic, scientific, or other product support information that is exchanged between drug manufacturers and health care entities (e.g., pharmacy benefit managers) about drug products before regulatory approval is not considered to be misbranding or prohibited premarket promotion if it relates to the product's investigational use and meets other specified criteria. The Government Accountability Office must study the use and effects of such information.

To suspend normal trade relations treatment for the Russian Federation and the Republic of Belarus, and for other purposes.

Suspending Normal Trade Relations with Russia and Belarus Act This bill suspends normal trade relations with Russia and Belarus. It also prohibits the importation of energy products from Russia. Specifically, the bill authorizes the President to proclaim increases in the rates of duty applicable to products of Russia or Belarus. This authority terminates on January 1, 2024. The President may restore normal trade relations with Russia and Belarus, subject to congressional disapproval. Additionally, the bill prohibits the importation of Russian products that are classified under chapter 27 of the Harmonized Tariff Schedule (which includes mineral fuels, mineral oils and products of their distillation, bituminous substances, and mineral waxes). The bill directs the U.S. Trade Representative to take certain actions, including to consider steps to suspend Russia's participation in the World Trade Organization and seek to halt the accession process of Belarus.

PADE Act

Powering America through Domestic Energy Act or the PADE Act This bill requires the President to prohibit the importation of crude oil and petroleum products from Russia. In addition, the bill requires the President to obtain congressional approval before (1) declaring a moratorium on the use of hydraulic fracturing, or (2) withdrawing federal land from oil and gas leasing under mineral leasing laws.

American Energy Independence from Russia Act

American Energy Independence from Russia Act This bill addresses U.S. energy security, the production of oil and gas, and the importation and exportation of oil and gas. Specifically, the President must submit an energy security plan that (1) evaluates U.S. crude oil, petroleum products, and natural gas imports and exports; (2) assesses the energy security risks of such imports; and (3) includes strategies to encourage increased domestic production of crude oil, petroleum products, and natural gas to offset Russian imports. The bill also approves the TransCanada Keystone Pipeline in Phillips County, Montana for the import of oil from Canada to the United States. In addition, the bill grants the Federal Energy Regulatory Commission the authority to approve or deny applications for facilities to export natural gas from the United States to foreign countries or import natural gas from foreign countries. The President and federal agencies must obtain congressional approval before (1) prohibiting or substantially delaying certain new energy mineral leases or permits on federal lands, or (2) withdrawing certain federal lands from mineral and geothermal leasing activities. The Department of the Interior must resume issuing oil and gas leases on federal lands and offshore submerged lands in the Outer Continental Shelf as specified under the bill. Finally, the bill limits the drawdown of petroleum in the Strategic Petroleum Reserve until the Department of Energy develops a plan to increase the percentage of federal lands leased for oil and gas production.

No Energy Revenues for Russian Hostilities Act of 2022

No Energy Revenues for Russian Hostilities Act of 2022 This bill prohibits, with some exceptions, the Department of the Treasury from authorizing certain energy-related transactions that would otherwise be blocked by an executive order barring transactions related to specified harmful foreign activities of the Russian government. The bill also revokes a license issued February 28, 2022, by the Office of Foreign Assets Control within Treasury that authorized certain transactions barred by the executive order. The bill allows a waiver from the limitation on an energy transaction if the transaction involves funds owed to a Russian person and the funds are to be used for the sale of agricultural commodities, food, medicine, or medical devices. The bill terminates on the earlier of five years after its enactment, or 30 days after the President reports to Congress that Russia has ceased activities destabilizing the sovereignty and territorial integrity of Ukraine.
