Supporting Children's Mental Health Care Access Act of 2022 This bill reauthorizes through FY2027 two grant programs that support pediatric mental and behavioral health services and interventions. First, it reauthorizes and makes changes to a grant program for states, localities, and Indian tribes for statewide or regional telehealth access programs to promote the integration of behavioral health in pediatric primary care. Specific changes include allowing a nonprofit organization to receive the grant if the state (1) does not apply for the grant, and (2) supports the nonprofit's receipt of it. Additionally, recipients may use grant funds to support schools and emergency departments. Second, the bill reauthorizes a grant program for human services agencies and nonprofits to develop and maintain infant and early childhood mental health promotion, intervention, and treatment programs.

Defenders of Ukraine Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the defenders of Ukraine, collectively, in recognition of their crucial role in the defense of Ukraine against Russia's invasion.
Use Stocks, Stop Russia Act of 2022 This bill places a temporary ban on (1) the importation of petroleum products from Russia, and (2) the drawdown and sale of petroleum products from the Strategic Petroleum Reserve. In addition, it approves the TransCanada Keystone Pipeline. Specifically, the bill requires the President to ban the importation of petroleum products from Russia until all hostile Russian troops have been withdrawn from Ukraine. The bill also requires the President to ban the drawdown and sale of petroleum products from the Strategic Petroleum Reserve until such troops have withdrawn. Finally, the bill approves the Keystone Pipeline in Phillips County, Montana for the import of oil from Canada to the United States.
Ukraine Assistance and American Energy Acceleration Act This bill provides funding for military, humanitarian, and other support to Ukraine, NATO members, and other countries affected by Russia's invasion of Ukraine. It also addresses various matters pertaining to domestic energy production and trade, including by (1) requiring the resumption of sales of onshore and offshore oil and gas leases, and (2) facilitating exports of natural gas from the United States.
This bill designates the facility of the United States Postal Service located at 17 East Main Street in Herington, Kansas, as the Captain Emil J. Kapaun Post Office Building.
Emergency Relief from Duties Act This bill provides for a temporary waiver of countervailing and antidumping duties relating to fertilizer or fertilizer ingredients in emergency situations. Specifically, a covered party (e.g., a manufacturer, trade association, or other interested party) may petition the U.S. International Trade Commission (USITC) to waive countervailing or antidumping duties assessed for fertilizer or fertilizer ingredients (or renew such a waiver) in emergency situations that limit the production or supply of fertilizer or fertilizer ingredients. The bill requires the USITC to (1) allow the public to submit comments on any petition for a waiver or renewal; and (2) issue, within 30 days after the close of the public comment period, a final decision concerning the waiver or renewal. Any waiver or renewal shall be for a period of one year.
This resolution condemns the terrorist attack on Congregation Beth Israel in Colleyville, Texas, on January 15, 2022. It also expresses support for the affected community, commends the actions of law enforcement and emergency responders, and reaffirms a commitment to combat hate, bigotry, anti-Semitism, and violence against Jewish Americans.
American Energy Independence from Russia Act This bill addresses U.S. energy security, the production of oil and gas, and the importation and exportation of oil and gas. Specifically, the President must submit an energy security plan that (1) evaluates U.S. crude oil, petroleum products, and natural gas imports and exports; (2) assesses the energy security risks of such imports; and (3) includes strategies to encourage increased domestic production of crude oil, petroleum products, and natural gas to offset Russian imports. The bill also approves the TransCanada Keystone Pipeline in Phillips County, Montana for the import of oil from Canada to the United States. In addition, the bill grants the Federal Energy Regulatory Commission the authority to approve or deny applications for facilities to export natural gas from the United States to foreign countries or import natural gas from foreign countries. The President and federal agencies must obtain congressional approval before (1) prohibiting or substantially delaying certain new energy mineral leases or permits on federal lands, or (2) withdrawing certain federal lands from mineral and geothermal leasing activities. The Department of the Interior must resume issuing oil and gas leases on federal lands and offshore submerged lands in the Outer Continental Shelf as specified under the bill. Finally, the bill limits the drawdown of petroleum in the Strategic Petroleum Reserve until the Department of Energy develops a plan to increase the percentage of federal lands leased for oil and gas production.
This resolution strongly condemns the ongoing violence, war crimes, crimes against humanity, and systematic human rights abuses being carried out by Russia's military and its proxies at the direction of Russian President Vladimir Putin. It also encourages the U.S. government and partner nations to use their influence and vote in international organizations to hold those responsible for such crimes and abuses accountable.
Direct Investigations on China, Take Action To Oppose Russia Act of 2022 or the DICTATOR Act of 2022 This bill requires the Department of State to report to Congress on entities in China that assist or have assisted Russia's efforts to evade sanctions imposed by the United States following Russia's invasion of Ukraine. The bill also requires the relevant federal agencies to brief Congress on U.S. efforts to (1) identify and sanction such entities, and (2) economically isolate Russia from outside support and economic assistance from China.
