Protect American Election Administration Act of 2023

Protect American Election Administration Act of 2023 This bill generally prohibits a state from soliciting, receiving, or expending any payment or donation of funds, property, or personal services from a private entity for the purpose of administering a federal election. For example, the bill prohibits the use of these payments or donations for programs related to voter education, outreach, and registration. The prohibition shall not apply to a state's acceptance and use of a private entity's donation of space to be used for a polling place or an early voting site.

Expanding Regional Airports Act

Expanding Regional Airports Act This bill directs the Department of Transportation (DOT) to establish a grant program for general aviation and nonprimary commercial service airports to improve passenger and flight capacity. Grants may be used for (1) activities that improve passenger and flight capacity at the airport, including the expansion of passenger and property screening facilities, runway lengthening, hangar construction, and improving passenger facilities; and (2) costs incurred to comply with certain operational and security requirements. DOT must provide 3 to 10 grants per fiscal year to eligible airports (i.e., general aviation or nonprimary commercial service airports that serve a community with a population of at least 75,000).

Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Labor relating to "Adverse Effect Wage Rate Methodology for the Temporary Employment of H-2A Nonimmigrants in Non-Range Occupations in the United States".

This joint resolution nullifies a Department of Labor final rule entitled Adverse Effect Wage Rate Methodology for the Temporary Employment of H-2A Nonimmigrants in Non-Range Occupations in the United States and published on February 28, 2023. This rule makes changes to the methodology used to set adverse effect wage rates for H-2A workers (temporary agricultural workers), including by using Bureau of Labor Statistics wage surveys in certain instances. (Generally, the minimum wage for an H-2A worker is the highest of the adverse effect wage rate, the applicable minimum wage, the prevailing wage for that occupation in that area, or any agreed-upon collective bargaining wage.)
