SOAR Act of 2025

Supplemental Oxygen Access Reform Act of 2025 or the SOAR Act of 2025 This bill establishes certain requirements with respect to the payment and provision of supplemental oxygen and related services under Medicare. For example, the bill provides for separate payments, indexed to inflation, of oxygen and related equipment, supplies, and services under Medicare (rather than under the competitive acquisition program). It also specifically covers services that are provided by respiratory therapists under Medicare and provides for an additional payment adjustment for these services. Additionally, the bill (1) requires the Centers for Medicare & Medicaid Services to develop an electronic template for providers to use when prescribing oxygen and related equipment, supplies, and services; and (2) establishes certain rights for beneficiaries receiving these items and services, such as the right to choose their suppliers and to receive clear communications and be informed about the services provided.

SAVE Act

Safeguard American Voter Eligibility Act or the SAVE Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process under which an applicant may submit other evidence to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill allows for a private right of action against an election official who registers an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The bill establishes criminal penalties for certain offenses, including registering an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship.

Abortion Funding Awareness Act of 2025

Maddy summaryThis bill requires states that use federal Medicaid funds to pay for abortion services to publicly report detailed financial and procedural data. Specifically, states must submit annual reports to the federal government within 60 days of each fiscal year, including payment amounts, purposes, year-over-year comparisons, the number of abortions performed, gestational age, and abortion method. These reports must be published on state websites and aggregated by the Department of Health and Human Services for Congress and public posting. The law directly affects states administering Medicaid and abortion providers receiving federal payments, mandating transparency without changing abortion funding policies or access.

Affordable Housing Credit Improvement Act of 2025

Maddy summaryThe Affordable Housing Credit Improvement Act of 2025 would reform the Low-Income Housing Credit program, which provides tax credits to developers of affordable housing. It would increase state allocations based on population with annual cost-of-living adjustments, modify tenant eligibility rules to allow higher income limits for some residents, and add protections for domestic violence victims in housing. The bill would simplify rules for rural and Native American housing projects, clarify credit eligibility requirements, and require greater transparency in program administration. These changes would directly affect developers, property owners, and low-income tenants in housing projects that receive LIHC tax credits.

Carnivals are Real Entertainment Act

Maddy summaryHR 2729, the "Carnivals are Real Entertainment Act," creates a new temporary work visa category for carnival and circus workers. It directly affects mobile entertainment providers (like traveling carnivals, circuses, and affiliated food/game concession services) and their workers who perform essential tasks such as transporting, assembling, operating, and maintaining rides and equipment at seasonal fairs and festivals. The bill amends immigration law to define "mobile entertainment workers" as those entering temporarily for functions integral to these operations, subject to labor program requirements similar to other temporary work visas. It requires the Departments of Homeland Security and Labor to issue implementing rules within one year of enactment.

College Admissions Accountability Act of 2025

Maddy summaryThis bill establishes an Office of the Special Inspector General to monitor compliance with constitutional and civil rights laws in college admissions at institutions receiving federal funding. The inspector general will investigate complaints alleging racial discrimination in admissions or financial aid decisions, following the Supreme Court's 2023 ruling in *Students for Fair Admissions v. Harvard* that banned race-based admissions. Institutions found violating the Equal Protection Clause or Title VI of the Civil Rights Act could lose eligibility for federal student aid. The office will submit quarterly reports to Congress on investigations and violations, with a 12-year sunset provision.

Maximum Pressure Act

Maddy summaryThis bill codifies a "maximum pressure" policy toward Iran, requiring the U.S. to maintain all sanctions until Iran meets specific conditions related to its nuclear program, missile development, support for terrorism, and human rights violations. It expands sanctions on Iran's Revolutionary Guard Corps (IRGC) and entities supporting Iran's ballistic missile program, while prohibiting waivers of sanctions on these entities. The bill mandates regular reports to Congress on Iran's nuclear activities, support for terrorist groups like Hamas and Hezbollah, and human rights abuses within Iran. It also directs the use of frozen Iranian assets to support victims of state-sponsored terrorism and prevents the release of funds that could benefit Iran's terrorist proxies. The bill aims to maintain economic and diplomatic pressure on Iran until it changes its behavior across multiple fronts.

Institutions must report details including the foreign source's identity, purpose, and financial value, with all disclosures made public through a searchable database. The bill prohibits contracts with designated "foreign countries of concern" or "foreign entities of concern" without a specific waiver, and includes enforcement mechanisms with fines for non-compliance. Institutions must also maintain policies requiring faculty and staff to disclose foreign connections that meet certain criteria.
