This resolution strongly condemns the ongoing violence, war crimes, crimes against humanity, and systematic human rights abuses being carried out by Russia's military and its proxies at the direction of Russian President Vladimir Putin. It also encourages the U.S. government and partner nations to use their influence and vote in international organizations to hold those responsible for such crimes and abuses accountable.

This resolution demands an immediate cease-fire and the full withdrawal of Russian forces from Ukrainian territory and expresses unequivocal support for Ukraine's sovereignty and territorial integrity. It also backs the continued use of sanctions to fully isolate the Putin regime economically and urges the United States and its allies and partners to deliver additional and immediate defensive security assistance to Ukraine.
No Energy Revenues for Russian Hostilities Act of 2022 This bill prohibits, with some exceptions, the Department of the Treasury from authorizing certain energy-related transactions that would otherwise be blocked by an executive order barring transactions related to specified harmful foreign activities of the Russian government. The bill also revokes a license issued February 28, 2022, by the Office of Foreign Assets Control within Treasury that authorized certain transactions barred by the executive order. The bill allows a waiver from the limitation on an energy transaction if the transaction involves funds owed to a Russian person and the funds are to be used for the sale of agricultural commodities, food, medicine, or medical devices. The bill terminates on the earlier of five years after its enactment, or 30 days after the President reports to Congress that Russia has ceased activities destabilizing the sovereignty and territorial integrity of Ukraine.
Bridging the Gap for New Americans Act This bill requires the Department of Labor to submit to Congress a study on the factors affecting employment opportunities for certain individuals with professional credentials obtained in a non-U.S. country, specifically individuals who are lawfully present noncitizens or naturalized U.S. citizens. The study shall include policy recommendations for better enabling such individuals to obtain skill-appropriate employment in the United States.
Transatlantic Legislators' Dialogue Act This bill establishes a delegation of up to 24 Members of Congress to periodically meet with European Parliament representatives to discuss issues of interest to the United States and the European Union.
Freedom to Repair Act of 2022 This bill exempts actions related to the repair of digital electronic equipment from certain copyright-related prohibitions. Generally, current federal copyright law prohibits (1) circumventing technological measures (e.g., copy protection technology) that effectively control access to a copyright-protected work; or (2) trafficking (e.g., manufacturing or importing) in products, technologies, or services primarily designed or produced for such acts of circumvention. Under this bill, such an act of circumvention or trafficking shall not be prohibited if the act is for the purpose of diagnosing, maintaining, or repairing digital electronic equipment. However, this bill shall not apply to (1) a manufacturer or distributor of a medical device or digital electronic product (or embedded software) manufactured for use in a medical setting, or (2) any product or service offered by such a manufacturer or distributor.
National Critical Capabilities Defense Act of 2021 This bill establishes the Committee on National Critical Capabilities to review certain transactions by U.S. businesses, including those transactions that could result in an unacceptable risk to national critical capabilities. Further, the bill authorizes the President to suspend or prohibit transactions that pose an unacceptable risk to national critical capabilities.
This bill posthumously provides for the award of a Congressional Gold Medal in commemoration of the 13 service members who died on August 26, 2021, while stationed at Hamid Karzai International Airport in Afghanistan.
Accelerating Holding Foreign Companies Accountable Act This bill revises provisions related to the required certification to the Securities and Exchange Commission by certain publicly traded companies that they are not owned or controlled by a foreign government. Under current law, a company must make this certification if the Public Company Accounting Oversight Board is unable to audit specified reports because the company has retained a foreign public accounting firm not subject to inspection by the board due to a position taken by an authority in that foreign jurisdiction. Under this bill, a company must submit this certification if a position taken by any foreign government (not only the foreign government in which the firm is located) prevents inspection of the firm. Furthermore, under current law, if the board is unable to inspect the company's public accounting firm for three consecutive years, the company's securities are banned from trade on a national exchange or through other methods. The bill reduces this time to two consecutive years.
This resolution supports the annual recognition of Interscholastic Athletic Administrators' Day. In addition, the resolution commends (1) athletic administrators for their commitment to secondary school student athletes, and (2) the National Interscholastic Athletic Administrators Association for providing continuous learning and preparation to athletic administrators.
