Supporting Americans with Lower Taxes Act or the SALT Act This bill modifies the limitation on the tax deduction for certain state, local, and foreign real and personal property taxes. Specifically, the bill denies a tax deduction for foreign real property taxes to any individual taxpayer with an adjusted gross income that equals or exceeds $400,000. It also limits the deduction for the aggregate amount of other state and local taxes and sales taxes for such taxpayers to $60,000 in a taxable year. The bill transfers revenues from this bill to a Medicare Vision and Hearing Trust Fund to provide vision and hearing benefits under the Medicare program.
Women's Health Protection Act of 2021 This bill prohibits governmental restrictions on the provision of, and access to, abortion services. Specifically, governments may not limit a provider's ability to prescribe certain drugs, offer abortion services via telemedicine, or immediately provide abortion services when the provider determines a delay risks the patient's health. Furthermore, governments may not require a provider to perform unnecessary medical procedures, provide medically inaccurate information, comply with credentialing or other conditions that do not apply to providers whose services are medically comparable to abortions, or carry out all services connected to an abortion. In addition, governments may not (1) require patients to make medically unnecessary in-person visits before receiving abortion services or disclose their reasons for obtaining such services, or (2) prohibit abortion services before fetal viability or after fetal viability when a provider determines the pregnancy risks the patient's life or health. The bill also prohibits other governmental measures that are similar to the bill's specified restrictions or that otherwise single out and impede access to abortion services, unless a government demonstrates that the measure significantly advances the safety of abortion services or health of patients and cannot be achieved through less restrictive means. The Department of Justice, individuals, or providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations. The bill applies to restrictions imposed both prior and subsequent to the bill's enactment.

Digital Services Oversight and Safety Act of 2022 This bill establishes the Bureau of Digital Services Oversight and Safety within the Federal Trade Commission to provide oversight for content moderation by online platforms (e.g., social media companies). Content moderation includes actions taken by a platform to detect and address user content that is illegal or incompatible with the platform's community standards. Specifically, the commission and the bureau may conduct investigative studies concerning the dissemination of illegal content or goods through the platforms, discrimination of individuals by the platforms, and the risk of harm caused by the malfunction or intentional manipulation of the platforms. The bill also provides whistleblower protections for individuals who assist with federal investigations related to such platforms. Further, platforms must include in their community standards the policies and procedures for content moderation, and they must publish transparency reports about the platform's content moderation. Additionally, platforms with at least 10 million average monthly users must provide a complaint-handling system that allows users to appeal content moderation actions by the platform. Platforms with at least 66 million average monthly users must conduct risk assessments and report on the measures taken to minimize the risk of the potential widespread dissemination of illegal content or content that violates the platform's community standards. The bill also provides for the regulation of automated content recommendations to users of these large platforms. The bill provides for enforcement by the commission. The bill also provides for various research activities related to online content moderation.
Negating Neighborhood Noise Act This bill permits the use of funds from the Highway Trust Fund to construct certain Type II noise barriers along federal-aid highways. The bill also makes the planning, design, preservation, or construction of such noise barriers eligible for surface transportation block grant program funding. The Department of Transportation must ensure such noise barriers may be used as multipurpose noise barriers. Multipurpose noise barrier is defined as any noise barrier that provides a secondary beneficial use, including a barrier that hosts or accommodates renewable energy generation facilities, electrical transmission and distribution infrastructure, or broadband infrastructure and conduits. A project sponsor constructing or preserving such noise barriers must consider the aesthetics of the proposed noise barrier, consistent with the latest version of the Noise Barrier Design Handbook published by the Federal Highway Administration.
Environmental Justice Air Quality Monitoring Act of 2022 This bill requires the Environmental Protection Agency to implement a pilot program to award, on a competitive basis, grants or contracts to state, local, and tribal air agencies to carry out specified projects for hyperlocal air quality monitoring systems in environmental justice communities (i.e., communities with significant representation of communities of color, low income communities, or tribal and indigenous communities that experience, or are at risk of experiencing, higher or more adverse human health or environmental effects). A project carried out using a grant or contract awarded under the pilot program may not exceed five years in duration.
