Amending the Rules of the House of Representatives to permit certain resolutions to be privileged only if they are based on conduct which was the subject of an investigation and report by the appropriate committee of jurisdiction or if they are offered by direction of a party caucus or conference.

Maddy summaryHRES 1007 would amend House Rules to limit privileged status for specific resolutions. It requires that resolutions seeking to impeach officials, censure, reprimand, expel members, or create leadership vacancies can only be prioritized if either: (1) a relevant committee investigated the conduct and issued a report recommending the sanction, or (2) the resolution is offered by a party caucus or conference. This change directly affects how quickly such serious actions can move through the House process. The bill does not alter the sanctions themselves but modifies the procedural pathway for bringing them to the floor.

Expressing the sense of the House of Representatives regarding the importance of local print and digital journalism to the continued welfare, transparency, and prosperity of government at every level and the continuation and freedom of the United States as it is known today.

Maddy summaryThis resolution (HRES 1005) is a non-binding expression of the House's opinion, not a law. It states that local print and digital journalism is vital for government transparency, local governance, and preventing political corruption, as these news sources are disappearing due to declining subscriptions, corporate buyouts, and reduced community trust. The resolution calls for federal, state, and local governments to make "all possible efforts" to sustain local news operations and urges Congress to collaborate with news outlets and stakeholders to ensure their continued viability. It directly addresses the growing crisis in local news coverage affecting communities nationwide.

End Tax Breaks for Dark Money Act

Maddy summaryHR 7244, the "End Tax Breaks for Dark Money Act," eliminates tax exemptions for political groups and certain nonprofits when they receive property that has increased in value (like stocks or real estate). It targets organizations that accept anonymous donations ("dark money") by removing their ability to avoid capital gains tax on such property transfers. The bill amends the tax code to require these groups to pay tax on the appreciated value when receiving property, rather than allowing them to bypass capital gains tax. This change directly affects political organizations under Section 527 and specific nonprofits under Section 501(c), applying to transfers after the bill's enactment.
