Global Malnutrition Prevention and Treatment Act of 2021

Global Malnutrition Prevention and Treatment Act of 2021 This act sets out programs and otherwise directs the U.S. Agency for International Development (USAID) to carry out activities to prevent and treat malnutrition globally. Specifically, USAID may leverage resources to address malnutrition through the Global Nutrition Coordination Plan (an interagency effort to strengthen the impact of U.S. investments in nutrition) and its role on the board of directors of the U.S. International Development Finance Corporation. USAID must also select countries based on specified malnutrition-related indicators for purposes of targeting malnutrition prevention and treatment programs and update the selection within five years. Additionally, USAID may establish the Nutrition Leadership Council to coordinate federal government activities to prevent and treat malnutrition; and target resources and nutrition interventions to the populations most susceptible to severe malnutrition and otherwise support efforts to prevent and treat malnutrition globally. The act also requires USAID to provide to Congress an implementation plan and annual reports concerning its programs for treating and preventing malnutrition. The act's provisions terminate seven years after its enactment.

IDs for an Inclusive Democracy Act

IDs for an Inclusive Democracy Act This bill directs the Social Security Administration (SSA) to produce and make available at no cost to certain individuals in the United States an identification (ID) for the purpose of allowing such individuals to satisfy ID requirements. Such ID must include a photograph and specified information, as well as security features. It shall be valid for a 10-year period. To receive an ID, an individual must be at least 14 years of age. The SSA must develop and implement a campaign to educate the public with respect to the ID, including how an individual can receive and use it. The U.S. Postal Service (USPS) must develop and implement a process that enables individuals to apply for the ID through the USPS, including a process for a first-time ID and renewal, modeled after the process for passport applications. The bill establishes a Task Force on Federal Identification Cards for the purpose of determining the requirements to produce and make available the ID. The task force shall (1) issue a report on the requirements, including a requirement that the SSA and the USPS establish procedures to prevent the unauthorized disclosure of any information obtained with respect to individuals who seek assistance in obtaining the ID; and (2) develop and publish recommendations for voluntary best practices for nonprofit organizations and entities that provide services to vulnerable populations with respect to how such organizations and entities can assist individuals to obtain the ID.

Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act

Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act This bill allows a health center that currently receives funding through a Health Resources & Services Administration Health Center Program grant to use a New Access Point grant to set up a mobile unit regardless of whether the health center also establishes a permanent health care delivery site. New Access Point grants help health centers establish new delivery sites to provide comprehensive primary care to medically underserved populations. Under current law, health centers may only use the grants to set up a mobile unit if they also establish a permanent site.

Social Security Fairness Act of 2021

Social Security Fairness Act of 2021 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own. These changes are effective for benefits payable after December 2021.

Whistleblower Protection Improvement Act of 2021

Whistleblower Protection Improvement Act of 2021 This bill establishes, modifies, and expands certain whistleblower protections for federal employees, including with respect to petitions to Congress, whistleblower identity, and protected disclosures. For example, the bill prohibits personnel action against employees who exercise their right to petition or furnish information to Congress and specifically precludes the President, Members of Congress, members of the uniformed services, and other federal employees from interfering with this right. It also generally prohibits employees from disclosing the identity of whistleblowers to individuals outside of the government and allows the Inspector General to determine whether to investigate a referral if the referral is found to have been made in retaliation for whistleblowing activity. Employees may request corrective action from the Merit Systems Protection Board with respect to such prohibited practices and may file an action in court if the board does not render a final decision within 180 days of a request. The bill also expands the list of recipients to whom an employee may make a protected disclosure to include a supervisor in the employee's direct chain of command. It also includes personnel actions involving furloughs of more than 14 days but less than 30 days, and furloughs of 13 days or less that are not due to funding lapses, as appealable adverse actions that are subject to certain procedural requirements.
