Nurse Corps Tax Parity Act of 2023

Maddy summaryThe Nurse Corps Tax Parity Act of 2023 ensures that scholarship payments received by nurses under the Nurse Corps program (specifically, section 846 of the Public Health Service Act) are treated as tax-exempt, matching the tax treatment of other similar scholarship programs. This change directly affects nurses who receive these scholarships, preventing them from being taxed on these payments. The bill amends two sections of the Internal Revenue Code to include this scholarship program within the existing tax-exempt category for qualified scholarships. The new tax treatment applies to payments received in taxable years beginning after the law's enactment.

Tech to Save Moms Act

Maddy summaryThe Tech to Save Moms Act expands access to telehealth services and technology-enabled maternal health care for pregnant and postpartum individuals in underserved communities, including rural areas, health professional shortage zones, and populations with high maternal mortality and severe maternal morbidity rates. It authorizes $6 million annually for grants to train healthcare providers on implicit bias and maternal health best practices, develop digital tools for remote monitoring of pregnancy complications, and evaluate technology's impact on care quality and health outcomes. The legislation specifically targets racial and ethnic health disparities by focusing on American Indian/Alaska Native communities and other medically underserved populations through technology-enabled collaborative learning models. It also requires a study on artificial intelligence and patient monitoring devices in maternity care to assess and reduce racial biases in these technologies. The bill mandates reports to Congress on the effectiveness of these initiatives after 4 years to inform future policy decisions.

South Asian Heart Health Awareness and Research Act of 2023

Maddy summaryHR 4914, the South Asian Heart Health Awareness and Research Act of 2023, provides $2 million annually from 2024-2028 to fund grants for states to address heart disease disparities in communities disproportionately affected by it, specifically targeting South Asian populations in the U.S. The grants require states to develop culturally tailored heart health materials (like nutrition and exercise programs), support community organizations serving these groups, improve research methodologies to better include South Asian participants, and conduct studies on cardiovascular disease and type 2 diabetes in at-risk communities. States must report on these activities and heart disease data to Congress within two years of the bill's enactment. The legislation directly affects South Asian communities by aiming to reduce health disparities through targeted awareness, community support, and inclusive research.

Increasing Land Access, Security, and Opportunities Act

Increasing Land Access, Security, and Opportunities Act This bill provides statutory authority for and expands the Farm Service Agency's (FSA's) Increasing Land, Capital, and Market Access Program (the Increasing Land Access Program) for farmers, ranchers, and forest owners. Specifically, the FSA must make competitive grants to, enter into cooperative agreements with, or provide other capital support to eligible entities (e.g., state or local governments, Indian tribes, nonprofit organizations, and institutions of higher education) to provide direct assistance to farmers, ranchers, and forest owners who are (1) historically underserved, or (2) operating in high-poverty areas. The bill specifically excludes from assistance any foreign-based or foreign-owned corporation. The direct assistance may include payments to intended beneficiaries to acquire real property (including air rights and water rights), secure clear title on an heirs' property farmland, and improve or remediate land, water, and soil. Eligible entities may also use grants (1) to provide direct assistance to intended beneficiaries in assessing, purchasing, acquiring, or retaining eligible land; (2) for activities designed to support farm establishment and long-term viability; and (3) to provide technical assistance. The FSA must establish a stakeholder committee and, in collaboration with the committee, develop a process for evaluating proposals and distributing funds to eligible entities. In developing this process, the FSA must consider perspectives from diverse stakeholders, diverse geographic distribution, and diverse farming models, practices, and purposes.

Break the Cycle of Violence Act

Maddy summaryThe Break the Cycle of Violence Act establishes federal grants to fund community-based violence intervention programs in areas disproportionately affected by gun violence, particularly communities of color. It authorizes $300 million for 2024, increasing to $700 million annually through 2031, for evidence-informed strategies including trauma-responsive care, violence interruption, and economic opportunities for opportunity youth (ages 16-25 not in school or employment). The bill requires grantees to implement culturally competent services targeting individuals at high risk of violence or victimization, with a focus on reducing gun violence without contributing to mass incarceration. It creates a National Community Violence Response Center to coordinate data collection, research, and best practices for community violence prevention. The legislation also includes provisions for job training and workforce development programs through the Department of Labor to connect opportunity youth with in-demand occupations.

Women's Retirement Protection Act

Maddy summaryThe Women's Retirement Protection Act (HR 5060) would require spousal consent for most distributions from defined contribution retirement plans (like 401(k)s), addressing a gap where women's retirement savings are often unprotected in divorce. It would mandate that financial service providers link to consumer education resources about retirement planning and establish grants to improve financial literacy among women and assist low-income women and domestic violence survivors with retirement benefits. These provisions aim to protect women's retirement savings, which are often lower than men's due to the gender pay gap and caregiving responsibilities.

Commitment to Veteran Support and Outreach Act

Maddy summaryHR 984, the Commitment to Veteran Support and Outreach Act, authorizes $50 million annually (2024-2028) for grants to states and tribes to improve outreach to veterans and their families. The bill provides funding to hire more county/Tribal veterans service officers, expand existing outreach programs, and ensure equitable access to benefits for vulnerable groups like American Indian veterans, elderly veterans, and women veterans. States and tribes must submit detailed plans, track how quickly veterans receive benefits, and report annually on progress toward outcome measures set by the Veterans Affairs Secretary. Grants must supplement, not replace, existing state/local funding and prioritize areas with critical officer shortages or high veteran suicide rates.

Scientific Integrity Act

Maddy summaryHR 4893, the Scientific Integrity Act, requires federal agencies that fund, conduct, or oversee scientific research to adopt policies preventing political interference in science. The bill mandates these agencies to prohibit suppression or distortion of research findings, establish Scientific Integrity Officers to enforce policies, and implement training and reporting systems. It directly affects scientists and engineers employed by or contracted with covered agencies (like the EPA or NIH), ensuring their work remains free from political pressure. Key mechanisms include annual public reporting on misconduct complaints, whistleblower protections, and requiring scientific conclusions to be based on evidence, not ideology.

Raise the Wage Act of 2023

Maddy summaryHR 4889, the Raise the Wage Act of 2023, would gradually increase the federal minimum wage for most workers to $15.50 per hour by 2027, with specific annual targets: $9.50 starting in 2023, rising to $11.00 after one year, $12.50 after two years, and $15.50 after four years. It would also phase out the separate lower minimum wage for tipped employees (starting at $6.00/hour) by aligning their pay with the regular minimum wage by 2028, while requiring employers to let workers keep all tips. The bill includes similar phased increases for workers under 20 and transitions toward fairer wages for workers with disabilities under special certificates, which would sunset after 2028. Future annual increases after 2028 would tie the minimum wage to the median hourly wage of all workers.
