Honoring Our Fallen Heroes Act of 2025

Maddy summaryHR 1269, the Honoring Our Fallen Heroes Act of 2025, expands benefits for public safety officers (like police and firefighters) who develop certain cancers linked to their work. It adds 22 specific cancers - including lung, mesothelioma, and breast cancer - to the list of conditions presumed to be "exposure-related" and sustained in the line of duty. This presumption applies if the officer served at least 5 years, was diagnosed with the cancer within 15 years after last active duty, and the cancer directly caused death or permanent disability. The bill also establishes a process for adding new cancers every 3 years based on medical evidence from agencies like NIOSH, and allows claims to be filed within 3 years of the law's enactment.

WISE Government Act

Maddy summaryThis bill requires federal agencies to publicly disclose journal subscription costs and make library access policies clearly available to employees via intranet within six months. It mandates a report within 12 months on improving access to scientific journals across agencies like the EPA and NASA, identifying issues such as contract limitations and regional access barriers. The law prohibits contracts that hide subscription costs and aims to reduce duplication through better transparency and shared purchasing models. Key beneficiaries are federal employees in scientific agencies needing research materials, with no new funding or regulations imposed.

Taxpayer Data Protection Act

Maddy summaryThis bill restricts access to Treasury payment systems (including the Bureau of the Fiscal Service) to only Treasury employees with a "fully successful" performance rating and at least one year of civil service, or contractors/outsiders with security clearances, required privacy/cybersecurity training, ethics agreements, and no conflicts of interest. It treats non-government users accessing these systems as government employees for ethics rules and defines specific actions (like stopping payments) as "personal and substantial participation" in government matters. The Treasury Inspector General must investigate any unauthorized access within 30 days and report to Congress, detailing the breach, security risks, and any halted payments. The bill directly affects Treasury staff, contractors, and any external entities accessing federal payment systems.

Housing Unhoused Disabled Veterans Act

Maddy summaryHR 965, the Housing Unhoused Disabled Veterans Act, amends the U.S. Housing Act of 1937 to exclude certain disability benefits from income calculations for housing assistance. Specifically, it removes benefits received under Chapters 11 or 15 of Title 38 (veterans' disability compensation) from income counts for the Section 8 supported housing program and eligibility for other housing assistance. This change directly helps disabled veterans receiving these benefits by making them more likely to qualify for HUD-administered housing programs. The bill applies to veterans renting residential units on Department property under HUD housing assistance programs established after the bill's enactment.

Freedom to Invest in Tomorrow’s Workforce Act

Maddy summaryThis bill expands 529 college savings account flexibility by allowing funds to cover costs for industry-recognized postsecondary credentials, not just traditional degrees. It defines "qualified expenses" to include tuition/fees for recognized credential programs (like certifications or apprenticeships), required testing fees, and continuing education needed to maintain credentials. To qualify, programs must meet specific criteria, such as appearing on state lists under the Workforce Innovation and Opportunity Act or being listed in VA or Defense directories. The change applies to 529 distributions made after the law's enactment, giving families more options to use these accounts for job-focused training.

Scientific Integrity Act

Maddy summaryThe Scientific Integrity Act requires federal agencies that fund, conduct, or oversee scientific research to adopt policies preventing political interference in scientific work. These policies must prohibit suppressing, altering, or delaying the communication of scientific findings and ensure hiring and decisions are based on expertise - not politics. Agencies must appoint a Scientific Integrity Officer to enforce the policies, handle complaints, and submit annual reports to Congress and the Office of Science and Technology Policy. The bill directly affects scientists and staff in covered agencies by safeguarding their ability to share research freely and maintain ethical standards in scientific communication.

SECURE Firearm Storage Act

Maddy summaryHR 1097, the SECURE Firearm Storage Act, requires federally licensed gun dealers, importers, and manufacturers to securely store firearms and business records when their premises are closed. Specifically, it mandates that firearms must be locked using hardened steel rods through the trigger guard (with shielded locks) or stored in locked fireproof safes, cabinets, or vaults, while paper records must be kept in secure locations like locked safes. The bill imposes tiered penalties: $1,000-$10,000 fines for first violations, license suspension for second violations, and license revocation for third violations. These requirements take effect 90 days for record storage and one year for firearm storage after enactment.
