Preventing SBA Assistance from Going to China Act

Maddy summaryHR 1081, the Preventing SBA Assistance from Going to China Act, amends the Small Business Act to bar certain businesses from qualifying as small business concerns for SBA programs. It prohibits businesses located or incorporated in China, or those with over 25% voting stock owned by Chinese affiliates, from accessing SBA loans, contracts, or other assistance. This directly affects U.S. businesses with significant Chinese ownership or ties that would otherwise qualify for federal small business support. The key mechanism is a new definition in the law that blocks eligibility based on foreign ownership or location.

Senior Citizens Tax Elimination Act

Maddy summaryHR 1040, the Senior Citizens Tax Elimination Act, would stop taxing Social Security benefits for seniors by repealing the current tax rule that includes some benefits in gross income. It directly affects senior citizens who currently pay federal income tax on portions of their Social Security payments. The bill adds a provision stating Section 86 of the tax code (which taxes Social Security benefits) no longer applies after enactment. To offset the lost tax revenue, the bill requires the government to appropriate funds to the Social Security and Railroad Retirement trust funds, ensuring they remain fully funded without requiring tax increases.

UNPLUG EVs Act

Maddy summaryHR 1052, the UNPLUG EVs Act, rescinds unobligated federal funds from two electric vehicle infrastructure programs. It targets unused balances from the National Electric Vehicle Infrastructure Formula Program (established by the Infrastructure Investment and Jobs Act) and charging/fueling grant programs under federal highway law. These rescinded funds will be deposited into the U.S. Treasury's general fund to reduce the federal deficit. The bill does not alter existing program requirements or affect current EV infrastructure projects, only redirecting unspent allocated funds.

Fair Access to Banking Act

Fair Access to Banking Act This bill places restrictions on certain banks, credit unions, and payment card networks if they refuse to do business with a person who complies with the law. Restrictions include prohibiting the use of electronic funds transfer systems and lending programs, termination of an institution's depository insurance, and specified civil penalties. Banks and other specified financial institutions are allowed to deny financial services to a person only if the denial is justified by a documented failure of that person to meet quantitative, impartial, risk-based standards established in advance by the institution. This justification may not be based upon reputational risks to the institution. The bill establishes the right for a person to bring a civil action for a violation of this bill.

US-Kazakhstan Trade Modernization Act

Maddy summaryHR 1024, the US-Kazakhstan Trade Modernization Act, terminates the application of Title IV of the Trade Act of 1974 to Kazakhstan. This means the U.S. will no longer apply special trade restrictions tied to Kazakhstan's emigration policies, as Kazakhstan has been found compliant since 1997. The bill allows the President to determine that Title IV no longer applies and extend normal trade relations (NTR) treatment to Kazakhstan's products. As a result, Kazakhstan's exports to the U.S. will be subject to standard U.S. trade rules rather than the specific Title IV provisions.

Specialist Joey Lenz Act of 2025

Maddy summaryThis bill requires annual health assessments for all active-duty military members beginning in 2026. It mandates specific tests including a sports physical, an annual heart test (electrocardiogram), and detailed blood work covering metabolic and blood count panels, plus optional thyroid and heart-related tests if needed. The bill also ensures these assessments include any existing health evaluations required by prior laws, such as those from the 2020 National Defense Authorization Act. The policy directly affects all active-duty service members in the U.S. military.

PROTECTS Act of 2025

Maddy summaryThis bill prohibits federal funds from being used to cover gender transition procedures for individuals under 18, including puberty blockers, hormone therapies (at higher-than-normal doses), and surgeries like hysterectomies or mastectomies. It defines "sex" biologically as male or female and exempts certain medical treatments, such as puberty suppression for precocious puberty or care for genetic disorders of sex development. The policy directly affects minors receiving federally funded healthcare (e.g., Medicaid), restricting coverage for most gender-affirming care. Key mechanisms include funding restrictions and specific medical exceptions, though it does not ban private insurance or out-of-pocket payments.

DEI to DIE Act

Maddy summaryHR 800, the "DEI to DIE Act," requires federal agencies to eliminate all diversity, equity, and inclusion (DEI) programs, offices, and policies within 60 days of enactment. It mandates termination of DEI-related positions (like Chief Diversity Officers), equity action plans, DEI training for contractors, and DEI factors in employee performance reviews, directing agencies to instead reward "individual initiative, skills, and performance." The bill requires agencies to report all existing DEI budgets, staff, and contractors providing DEI training since 2021, and to assess the cost and impact of prior DEI programs. This directly affects all federal agencies, their contractors, and grantees who participated in DEI initiatives under the previous administration.

CBO Show Your Work Act

Maddy summaryThis bill requires the Congressional Budget Office (CBO) to publicly publish the models, data, and detailed methodology it uses to estimate the costs and effects of legislation. Specifically, it mandates that the CBO make available all fiscal models, data routines, and the underlying assumptions behind its cost estimates, allowing independent verification. This applies to all CBO analyses of proposed bills, including the specific data and computational details needed for others to replicate the results. The requirement applies to all users of CBO reports - lawmakers, researchers, and the public - except for data legally restricted from disclosure, which would still require a public list of variables and descriptive statistics.
