FIGHT Act of 2025

Maddy summaryHR 3946, the FIGHT Act of 2025, amends the Animal Welfare Act to specifically prohibit gambling on animal fighting events and restrict the interstate transport of roosters used in such ventures. It defines "rooster" as male chickens over six months old and makes it unlawful to sponsor, exhibit, attend (for those under 16), or gamble on animal fighting events - whether in-person or broadcast. The bill creates a civil enforcement mechanism allowing any person to file a lawsuit to stop violations after providing 60 days' notice to authorities, with potential fines up to $5,000 per violation. It also establishes seizure of property used to facilitate violations and clarifies that state laws on animal fighting remain in effect unless directly conflicting with federal provisions.

Pay Our Correctional Officers Fairly Act

Maddy summaryThis bill changes how federal Bureau of Prisons employees in the "Rest of U.S." pay locality receive compensation. It directs that employees whose official worksite is in "Rest of U.S." be treated as working in the nearest other pay locality (within 200 miles) with the highest comparability payment, rather than the default "Rest of U.S." rate. This adjustment applies to all Bureau of Prisons employees, including prevailing rate staff, and takes effect 180 days after enactment. The change directly affects federal correctional officers and staff working in remote locations currently covered by the "Rest of U.S." pay rate.

Improving Access to Medicare Coverage Act of 2025

Improving Access to Medicare Coverage Act of 2025 This bill deems an individual receiving outpatient observation services in a hospital as an inpatient for purposes of satisfying the three-day inpatient hospital-stay requirement with respect to Medicare coverage of skilled nursing facility (SNF) services. (Generally, individuals must have been an inpatient at a hospital for at least three days in order to qualify for SNF services. An individual's time spent under observation at a hospital for purposes of determining whether the individual should be admitted does not count towards this requirement.)

Protecting Our Nation’s Capital Emergency Act

Maddy summaryHR 2096, the "Protecting Our Nation’s Capital Emergency Act," aims to address rising crime in Washington, D.C., by reversing specific District of Columbia police policies. It directly affects Metropolitan Police Department officers and civilian employees by restoring two key provisions: (1) the right for officers to negotiate discipline matters through collective bargaining, and (2) the statute of limitations for claims against police personnel. The bill repeals related sections of the 2022 D.C. Comprehensive Policing and Justice Reform Act, which had previously limited these rights. These changes are intended to improve police recruitment and retention amid staffing shortages and rising crime rates.

FACE Act Repeal Act of 2025

Maddy summaryHR 589, the FACE Act Repeal Act of 2025, would repeal a federal law (Section 248 of Title 18, U.S. Code) that prohibited obstructing access to reproductive health care facilities through physical means, intimidation, or violence. This repeal would eliminate the federal criminal penalty for such conduct, meaning federal prosecutors could no longer charge individuals under this specific law. The bill applies to all pending or future federal prosecutions related to these actions. It does not affect state laws that may still regulate access to reproductive health care facilities.

Veteran Wildland Firefighter Employment Act of 2025

Maddy summaryHR 3560, the Veteran Wildland Firefighter Employment Act of 2025, creates a two-year pilot program to employ veterans in existing wildland firefighting roles within the U.S. Departments of Agriculture and the Interior. The program, administered by the Department of Veterans Affairs in coordination with Agriculture and Interior, will fill vacant positions for veterans transitioning from military service, focusing on roles like firefighting, forestry, and fire management. It requires quarterly reports tracking veteran applications, hires, and transitions to permanent federal positions, while incorporating best practices from existing VA training programs to identify cost-saving methods. The pilot aims to reduce veteran unemployment by connecting military skills to federal firefighting needs without creating new positions.

VALID Act of 2025

Maddy summaryHR 3694, the VALID Act of 2025, requires lenders to include specific information about VA loans in mortgage disclosures. It amends the National Housing Act to mandate that disclosures state the loan-to-value ratio and clarify that VA loans are available under Chapter 37 of Title 38 (veterans' benefits law), assuming prevailing interest rates. The bill also requires the Federal Housing Finance Agency to add a military service question to the Uniform Residential Loan Application form, placing it above the signature line within six months of enactment. This directly affects veterans and active-duty service members applying for VA-guaranteed mortgages, as well as the lenders processing those applications.

Improving Mental Health Access for Students Act

Maddy summaryThis bill requires colleges and universities to include suicide prevention contact information on student identification cards or their websites. Specifically, institutions must list the 988 Suicide and Crisis Lifeline, Crisis Text Line, and their campus mental health center on student IDs (or post the info online if IDs aren't issued). The requirement applies to all higher education institutions creating student ID cards after the bill's enactment, with a one-year implementation period. It directly affects students by ensuring immediate access to critical mental health resources through a routine campus tool.
