H–1Bs for Physicians and the Healthcare Workforce Act

Maddy summaryThis bill exempts H-1B visa holders working in healthcare from a presidential restriction that requires a $100,000 payment for entry into the United States. It directly affects foreign medical professionals and healthcare workers who hold H-1B nonimmigrant visas. The legislation removes the additional fee requirement for these workers while limiting any fees that may be charged to the standard amount already established under immigration law. The bill defines healthcare workers using the existing definition from the Affordable Care Act and was introduced in the 119th Congress in March 2026.

Enhanced Iran Sanctions Act of 2025

Enhanced Iran Sanctions Act of 2025 This bill imposes sanctions on certain foreign persons (individuals and entities) that are involved in Iran's petroleum sector as well as certain associated persons. The bill also requires or authorizes actions to facilitate the enforcement of sanctions on Iran. Specifically, the bill requires the President to impose visa- and property-blocking sanctions on any foreign person that, after the bill's enactment, knowingly engages in any transaction related to the processing, export, or sale of oil, condensates, gas, liquefied natural gas, or other petrochemical products in whole or in part from Iran. The President must also impose sanctions on certain foreign persons associated with a sanctioned individual or entity. For example, the President must sanction the subsidiaries and corporate officers of a sanctioned business. The bill provides certain exceptions to these sanctions, including specifying that sanctions do not apply to the importation of goods or to conducting or facilitating transactions for humanitarian assistance. The Department of State must establish an interagency working group that shall seek to establish a multilateral contact group to coordinate international efforts to enforce sanctions on Iran. The bill expands the State Department rewards program to authorize a reward payment to any individual who furnishes information leading to the identification of a person (1) subject to sanctions under this bill, or (2) that has attempted or is attempting to evade sanctions under this bill.

Red Star Service Banner Act

Maddy summaryThis bill establishes the Red Star Service Banner as an officially recognized symbol to honor U.S. service members and veterans who died by suicide, as well as first responders who died by suicide. The banner features a white field with a blue border and a single red star, and it may be displayed at private residences, workplaces, public buildings, community spaces, and other appropriate locations to recognize the sacrifice of those who died and support their families. The legislation clarifies that displaying the banner does not create new eligibility for benefits, requires VA approval for individual display, or establish any legal status beyond recognition. It also allows the Secretary of Veterans Affairs to promote awareness of the banner in coordination with the Department of Defense without requiring additional funding.

Honduras Expropriation Accountability Act

Maddy summaryThis bill would allow the U.S. Foreign Claims Settlement Commission to review and process compensation claims from American citizens and businesses against the Government of Honduras for property that was taken or expropriated. It directly affects U.S. persons who allege their property was seized by Honduran authorities and would enable them to seek financial redress through an established legal process. The legislation amends existing federal law to add Honduras to the list of countries whose expropriation claims can be adjudicated, including claims against government agencies and local subdivisions. The bill sets a specific deadline for filing claims, requiring submissions within 60 days of the law's enactment.

MINT Act

Maddy summaryThe MINT Act modifies rules for federal home loan banks backing tax-exempt bonds used in community development projects. It removes a 2010 deadline for certain bond issuances and shifts safety requirements to be set by the Federal Housing Finance Agency Director, rather than fixed standards. This directly affects community development organizations and local governments using tax-exempt bonds for housing or neighborhood revitalization. The changes apply to guarantees issued after the bill's enactment, streamlining how these bonds are secured.

Protecting America’s Medical Supply Chains Act of 2026

Maddy summaryThis bill strengthens the Defense Production Act to prioritize securing medical supplies like drugs, devices, and biological products that are essential for national defense. It requires the President to develop and submit a strategy within 180 days that outlines how to diversify supply chains, reduce foreign dependency, and protect the U.S. medical supply system. The legislation also authorizes funding for domestic companies that produce critical components or materials needed to secure these supply chains. Additionally, the President must provide annual progress reports to Congress on the implementation of these measures until September 2029.

SEEDS Act of 2026

Maddy summaryThis bill, known as the SEEDS Act of 2026, would allow digital asset indexes to be included as eligible investments within Trump accounts, which are special tax-advantaged investment accounts. The legislation amends the Internal Revenue Code to add digital asset indexes to the list of permitted investments alongside other traditional assets. Additionally, the bill makes permanent a pilot program for Trump accounts that was previously set to expire in 2029, removing time limits on the program's operation. These changes would affect individuals who currently use or wish to use Trump accounts for investing, expanding the range of assets they can hold within these tax-advantaged structures.

TIER Act of 2025

Maddy summaryThe TIER Act of 2025 adjusts financial regulatory thresholds to account for economic growth. It raises key asset thresholds for large banks and financial institutions - from $250 billion to $370 billion in most cases (e.g., in the Federal Reserve Act and Financial Stability Act). The bill also establishes a new mechanism requiring periodic, automatic adjustments to these thresholds every five years based on U.S. GDP growth, starting in 2031. These changes directly affect large bank holding companies and financial firms subject to federal oversight under current regulations. The adjustments aim to keep regulatory standards aligned with the evolving size of the economy.

Iran Human Rights, Internet Freedom, and Accountability Act of 2026

Maddy summaryThis bill directs U.S. agencies to support Iranian people's access to uncensored information and hold Iranian officials accountable for human rights abuses. It requires the State Department and FCC to report on technologies (like satellite networks and mesh systems) that could bypass internet restrictions in Iran, and authorizes $2 million annually to develop such tools. The bill also establishes a new "Iran Kleptocracy Initiative" at FinCEN to track corruption, freeze assets of Iranian regime officials and state-owned businesses, and coordinate with international partners. These measures apply to U.S. policy toward Iran but do not alter Iran's domestic laws; they focus on U.S. sanctions, technology development, and anti-corruption efforts targeting the Iranian regime.

Efficiency Adjustment Delay Act

Maddy summaryThis bill delays a Medicare payment adjustment for physicians' services until 2030. It prevents the implementation of a 2025 rule that would have adjusted Medicare payment rates based on efficiency metrics for doctors' work. The delay requires the Secretary to submit a report to Congress by 2027 assessing whether a future one-time adjustment to these payment rates is necessary, with specific conditions for any future implementation. The bill does not cancel the adjustment but postpones it, while maintaining existing payment update percentages for Medicare physician services. It directly affects physicians and Medicare providers who rely on these payment structures.
