This resolution calls for the International Olympic Committee to rebid the 2022 Winter Olympics if China fails to demonstrate significant progress in securing fundamental human rights. The resolution also expresses support for the well-being of Olympic athletes and the integrity of sport.

Public Health Service Ready Reserve Improvement Act of 2021 This bill entitles members of the Ready Reserve Corps of the Public Health Service to certain rights and benefits concerning leave and pay that are provided to members of the Army Reserve and the National Guard who are employed by the federal government or the government of the District of Columbia. The Ready Reserve Corps provides trained personnel to respond to health emergencies and improve access to health services.

Rolling Stock Protection Act This bill eliminates the exemption from the prohibition on procurement of rail rolling stock for use in public transportation with respect to executed contracts between public transportation agencies and certain rolling stock manufacturers. Such prohibited manufacturers include ones that, among other things, are owned or controlled by a company based in a nonmarket economy country that is flagged for monitoring by the United States Trade Representative.

This concurrent resolution commemorates the 30th anniversary of Operation Provide Comfort (the humanitarian operation to defend and deliver aid to Kurdish refugees fleeing attacks by the Hussein regime), and it reaffirms the strong American-Kurdish partnership.

No Taxpayer Funding for the U.N. Population Fund This bill prohibits the use of funds to provide contributions directly or indirectly to the United Nations Population Fund (UNFPA). The UNFPA is a United Nations agency that supports access to sexual and reproductive health services, including voluntary family planning, maternal health care, and sexuality education.

Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation-exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Return Excessive Migrants and Asylees to International Neighbors in Mexico Act of 2021 or the REMAIN in Mexico Act of 2021 This bill requires the Department of Homeland Security (DHS) to implement the Migrant Protection Protocols as outlined in the January 25, 2019, memo titled Policy Guidance for Implementation of the Migrant Protection Protocols . (The protocols generally required aliens who are not clearly admissible, including those seeking asylum, arriving by land along the U.S.-Mexico border to be returned to Mexico while their immigration proceedings are pending, rather than remain in the United States. On January 21, 2021, DHS stopped applying the protocols to newly-arrived individuals.)

Pain-Capable Unborn Child Protection Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Abortion Providers Loan Elimination Act This bill makes abortion providers ineligible to receive a loan under the Paycheck Protection Program, which was established to support small businesses in response to COVID-19. This prohibition shall not apply to hospitals or entities that exclusively provide abortions (1) where the pregnancy is the result of rape or incest, or (2) where the pregnancy endangers the life of the mother. The Inspector General of the Small Business Administration must report on the number of paycheck protection loans made to the Planned Parenthood Federation of America and to other abortion providers.

Comprehensive National Mercury Monitoring Act This bill requires the Environmental Protection Agency (EPA) to establish a national mercury monitoring program. Under the program, the EPA must track and report on long-term changes of mercury concentrations in air, water, soil, and fish and wildlife. In addition, the EPA must establish an online database for mercury data.
