Undersea Cable Control Act

Maddy summaryHR 1189, the Undersea Cable Control Act, requires the U.S. President to develop a strategy within 90 days to restrict foreign adversaries' access to undersea cable technologies. The strategy must identify critical goods/technologies, assess current export controls, map global market share among allies, and negotiate unified international export policies with partners. It mandates annual reports to Congress detailing progress, including efforts to establish bilateral agreements with allies that include penalties for non-compliance. The bill directly affects U.S. agencies (State, Commerce), international partners, and entities under foreign adversary control - specifically targeting technologies used in undersea cable construction, maintenance, and operation.

PRC Is Not a Developing Country Act

Maddy summaryThis bill directs the U.S. State Department to oppose classifying China as a "developing country" in all international treaties and organizations, and to actively work toward reclassifying China as "upper middle income," "high income," or "developed" where possible. It requires a report within 180 days identifying treaties where China might receive special treatment based on its current status. The State Department must pursue this reclassification in relevant international bodies (like the WTO) and ensure China no longer receives preferential treatment tied to its developing-country status. The bill affects how China engages with global trade and climate agreements, directly changing its international economic classification.

FORCE Act

Maddy summaryHR 314, the FORCE Act, prohibits the President or Secretary of State from removing Cuba from the U.S. list of state sponsors of terrorism. This is a procedural bill focused on preserving Cuba's current status on the terrorism list until the specified conditions are met.

International Port Security Enforcement Act

Maddy summaryHR 1782, the International Port Security Enforcement Act, requires the Secretary of Homeland Security to certify that foreign governments conducting port security assessments meet specific standards before those assessments can be accepted. The bill mandates that the foreign government must have followed proper assessment procedures, provided sufficient information, and not be a state sponsor of terrorism (as defined in law). If a foreign government is a state sponsor of terrorism, the Secretary must automatically treat its ports as lacking effective security measures and apply sanctions under existing law. This directly affects foreign governments operating ports, particularly those designated as state sponsors of terrorism, by imposing new certification requirements and automatic sanctions. The bill clarifies that these rules do not limit the Secretary's discretion to conduct independent assessments or request security measures.

Carnivals are Real Entertainment Act

Maddy summaryThis bill creates a new visa category for temporary workers in mobile entertainment, such as carnival and circus staff who travel across the U.S. It directly affects carnival operators, seasonal workers, and food/concession vendors at fairs and festivals. The key provision requires Department of Labor certification to ensure U.S. workers are not displaced and that hiring foreign workers won’t lower wages or working conditions. It defines "mobile entertainment provider" to include traveling carnivals, circuses, and affiliated seasonal services like food concessions at local events.

Military Food Security Act of 2023

Maddy summaryThe Military Food Security Act of 2023 amends federal law to exclude the basic allowance for housing (BAH) from the gross household income calculation for eligible military members when determining eligibility for food assistance programs. This change directly affects active-duty service members and their families who rely on programs like the Supplemental Nutrition Assistance Program (SNAP). The key provision removes BAH from income calculations, meaning housing payments will no longer reduce a military household's eligibility for food benefits. This adjustment aims to improve access to nutrition assistance for military families by ensuring their housing allowance isn't counted as income. The bill focuses solely on modifying a calculation method, with no new funding or benefits created.

Land and Water Conservation Fund Water Amendments Act of 2023

Maddy summaryThis bill amends the Land and Water Conservation Fund program to allow states to use federal funds for water quality projects that restore impaired waters. It directly affects states receiving LWCF funds, requiring them to identify impaired waters under the Clean Water Act and prioritize projects restoring natural systems like wetlands, marshes, and living shorelines. Key provisions include creating a new category of "water quality projects" eligible for financial assistance, crediting state funds toward matching requirements, and prohibiting reimbursement for completed projects. The bill explicitly states it does not expand federal authority over non-navigable waters or authorize new regulations.
