No Flight, No Fight Act of 2026

Maddy summaryHR 7371 (No Flight, No Fight Act of 2026) bans air carriers from transporting adult roosters as cargo, except for shipments originating from or destined to qualifying commercial farms. The bill requires shippers to provide USDA-certified documentation proving the farm meets the $350,000 annual gross income threshold for commercial operations. It defines "adult rooster" as a male chicken over 6 months old and specifies that exemptions apply only to legitimate agricultural purposes, not to prevent illegal activities like cockfighting. The Department of Transportation will enforce this rule, with violations subject to civil penalties, effective 180 days after enactment.

Riley Gaines Act

Maddy summaryThe Riley Gaines Act allows female student athletes injured in women's sports competitions to sue schools or athletic associations that permitted biologically male athletes to compete in those events. It creates a legal pathway for victims to seek compensation for physical injuries, lost scholarships, or missed professional opportunities due to the inherent physiological advantages of male athletes. If a female athlete wins a lawsuit under this law, the court must also award them reasonable attorney fees. The bill directly affects institutions of higher education and athletic associations that oversee women's sports competitions.

Incentivize Savings Act

Maddy summaryThis bill modifies federal budget rules for unspent agency funds. It requires federal agencies to allocate 49% of unused funds to the next fiscal year, 49% toward paying the national debt, and 2% for retention bonuses (capped at 10% of an employee's base pay). Agencies must also limit future budget requests to the previous year's amount adjusted for inflation. The bill directly affects all executive branch agencies (excluding the Red Cross), altering how they manage leftover budget authority. It does not create new savings programs for individuals but changes government fiscal management procedures.

Energy Choice Act

Maddy summaryThis bill prevents state or local governments from banning or restricting energy connections (like installation, modification, or access) based on the type or source of energy, such as electricity, natural gas, or renewable fuels. It directly affects consumers choosing energy providers and energy companies seeking to offer services. The key provision prohibits local laws, regulations, or policies that limit energy services sold in interstate commerce, covering all energy types listed in the bill’s definitions. It does not create new programs but limits regulatory authority at the state or local level. The law aims to ensure open access to diverse energy sources without source-based restrictions.

Maddy summaryThis bill (HR 7313) designates the U.S. Postal Service facility at 3135 1st Avenue North in St. Petersburg, Florida, as the "Poul Hornsleth Post Office." It updates all federal references - such as maps, documents, and regulations - to use the new name for this specific location. SAVE America Act

Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.

To amend the Internal Revenue Code of 1986 to revoke the tax-exempt status of organizations that provide, or provide funding for, abortion.

Maddy summaryThis bill would revoke the tax-exempt status of nonprofit organizations (like charities or health groups) that provide or fund abortions, except in specific cases. It directly affects organizations currently classified under Section 501(c)(3) of the tax code, such as some healthcare providers or advocacy groups. Key provisions define "abortion" as intentionally terminating a pregnancy (excluding cases where the mother’s life is at risk, or the pregnancy resulted from rape or incest), and deny tax exemption to groups meeting this definition. The change would take effect for tax years starting after the bill’s enactment date.

Reorganizing Government Act of 2025

Maddy summaryHR 1295, the Reorganizing Government Act of 2025, amends federal law to streamline executive branch operations. It requires all executive departments (like the Departments of Defense or Education) to eliminate unnecessary programs, reduce federal employee numbers, and cut burdensome regulations that increase compliance costs. The bill updates deadlines for reorganization plans from 1984 to 2026 and explicitly mandates that all government operations must serve the public interest. These changes apply broadly across the federal government, focusing on efficiency and cost reduction.

Recommending that the House of Representatives find William J. Clinton and Hillary R. Clinton in contempt of Congress for refusal to comply with a subpoena duly issued by the Committee on Oversight and Government Reform.

Maddy summaryThis resolution (HRES 1015) recommends the House of Representatives find former President Bill Clinton and former Secretary of State Hillary Clinton in contempt of Congress for failing to comply with a subpoena issued by the Oversight Committee. It proposes imposing a daily fine of $5,000 for each Clinton who continues to refuse to comply after the resolution passes. The resolution also directs the Speaker to take action to enforce the subpoena and the resolution's penalties. This is a procedural measure focused on enforcing congressional oversight authority, not a substantive policy change.

COINTELPRO Full Disclosure Act

Maddy summaryThis bill requires federal agencies to fully disclose all COINTELPRO records to the public within 6 months of enactment, with a 25-year deadline for records that can't be disclosed immediately. It establishes a COINTELPRO Records Review Board to review records that might need to be withheld for national security or privacy reasons, and mandates that government offices notify victims or their families before disclosure. The bill creates a public collection of these records at the National Archives, with specific guidelines for partial disclosure or summaries when full disclosure would cause harm. The Review Board has 4 years to complete its work, with a possible 1-year extension, and must report annually on its progress.
