Rights for the TSA Workforce Act

Maddy summaryThis bill requires the Transportation Security Administration (TSA) to transition its workforce from a special personnel management system to the standard federal personnel system under Title 5 of the U.S. Code by December 31, 2025. It protects TSA employees by ensuring no reduction in pay, benefits, or retirement rights during the transition, while preserving collective bargaining rights for screening agents. The legislation also mandates consultation with labor unions during the process and requires several reports on workforce issues including recruitment, harassment policies, and workplace safety.

Generating Retirement Ownership through Long-Term Holding

Maddy summaryThis bill changes how individual investors in mutual funds (regulated investment companies) are taxed on certain dividends. It allows investors to defer paying tax on capital gain dividends that are automatically reinvested in additional fund shares through a dividend reinvestment plan. The deferred tax is recognized later when the investor sells shares or upon their death. It also establishes that shares acquired through this reinvestment are treated as held for over one year from the start, potentially qualifying for long-term capital gains rates. The rule applies only to individual investors (not estates, trusts, or dependents claimed by others).

Medicare Dental, Vision, and Hearing Benefit Act of 2025

Maddy summaryThis bill would expand Medicare to cover dental, vision, and hearing services for beneficiaries 65 and older (and some younger people with disabilities), effective January 1, 2026. It would provide 100% coverage for preventative dental services in 2026, with basic and major dental services gradually increasing to 80% coverage by 2029. Vision benefits would include 80% coverage for annual eye exams and specific limits on eyeglasses, frames, and contact lenses ($100 per year for lenses, $100 every two years for frames, $200 every two years for contacts). Hearing services would include 80% coverage for hearing exams and hearing aids, with a limit of one hearing aid per ear every 48 months. The bill also adds oral health professionals to the United States Preventive Services Task Force to help guide coverage decisions.

Pink Tariffs Study Act

Maddy summaryHR 2047, the Pink Tariffs Study Act, requires the Treasury Secretary to conduct a study analyzing how U.S. import tariffs impact different consumer groups. The study must examine whether tariffs are regressive (burdening lower-income consumers more), show gender bias (like higher tariffs on women's clothing vs. men's), and break down effects by gender, family type (e.g., single-parent households), and income level. It mandates the study be completed within one year of the bill's enactment and submitted to Congress. This bill directly affects all U.S. consumers by focusing on how tariff policies may unequally impact them based on these demographic and economic factors.

TSA Commuting Fairness Act

Maddy summaryHR 862, the TSA Commuting Fairness Act, requires the Transportation Security Administration (TSA) to conduct a feasibility study on whether employees' commute time between duty locations and airport parking/transit stops should count as on-duty hours. The study, due within 270 days of enactment, must examine commute times at small, medium, and large hub airports, average commuting duration, potential employee and agency benefits, and practical tracking methods (like mobile location data). It also must assess costs, including retirement pay implications, for treating commute time as work hours. The study will be submitted to relevant House and Senate committees, but the bill itself does not change current policies.

Pay Our Military Act

Maddy summaryHR 2017, the Pay Our Military Act, ensures military personnel and supporting staff receive pay during fiscal year 2025 if Congress fails to pass regular appropriations. It appropriates funds from the Treasury to cover pay and allowances for active-duty service members, reservists, Department of Defense civilians, and qualifying contractors when funding gaps occur. The bill’s funding lasts until either a new appropriations bill is passed or January 1, 2026, whichever comes first. This is a temporary funding mechanism, not a policy change, directly affecting military members and their support staff during budget delays.

American Teacher Act

American Teacher Act This bill establishes grants to increase the minimum salary of public elementary and secondary school teachers. It also authorizes a national campaign regarding the value of the teaching profession. First, the bill directs the Department of Education (ED) to award four-year grants to state educational agencies (SEAs) and, through them, subgrants to local educational agencies to establish a minimum annual salary of $60,000 (to be adjusted annually for inflation) for these teachers. Second, the bill directs ED to award grants to eligible SEAs to provide cost-of-living adjustments to the annual base salary of teachers. Finally, the bill authorizes ED to carry out a national campaign to (1) increase awareness about the importance of teachers and the value of the teaching profession, (2) encourage secondary school and college students to consider teaching as a professional career, and (3) diversify the pool of individuals who enter the teaching profession.

Feed Our Families Act of 2025

Maddy summaryThe Feed Our Families Act of 2025 ensures SNAP (Supplemental Nutrition Assistance Program) benefits continue for 90 days during the first government funding lapse in a fiscal year. It appropriates emergency funds from the Treasury to cover SNAP operations for the initial 90 days of a lapse in discretionary appropriations for the program. These funds are held in reserve and can only be used to maintain SNAP program services during that period. The bill directly affects millions of low-income households relying on SNAP benefits by preventing immediate disruptions during early government shutdowns.

Medicare Home Health Accessibility Act

Maddy summaryThis bill amends Medicare eligibility rules to clarify that beneficiaries needing occupational therapy *or* speech therapy qualify for home health services. It updates two sections of the Social Security Act (Parts A and B) to replace "need occupational therapy or speech therapy" with "need occupational, or speech therapy," ensuring both therapies are explicitly covered. The change directly affects Medicare beneficiaries requiring either therapy for home-based care, removing potential confusion about eligibility. The updated rules will take effect for services provided on or after January 1, 2026.

MATCH IT Act of 2025

Maddy summaryThe MATCH IT Act of 2025 establishes national standards to improve patient matching accuracy in healthcare, directly affecting hospitals, clinics, health IT vendors, and federal agencies like CMS and HHS. It requires the Secretary of Health and Human Services to develop a uniform definition for measuring patient match rates within 180 days, accounting for duplicate records, overlaid records, and mismatch rates. The bill mandates health IT vendors to incorporate a standardized data set into their systems to support 99.9% matching accuracy, with Medicare providers earning voluntary bonus payments for achieving at least 90% matching accuracy through anonymous reporting. This aims to reduce medical errors, prevent unnecessary tests, and cut costs linked to patient misidentification, which currently cost the healthcare system over $6.7 billion annually.
