Tax Relief for Victims of Crimes, Scams, and Disasters Act

Maddy summaryThis bill restores a tax deduction for personal losses caused by disasters, crimes, or scams (like stolen property or damage from hurricanes). It directly affects taxpayers who filed returns before 2025 but couldn’t claim this deduction due to a prior suspension. The bill reinstates the deduction and extends the deadline to file refund claims for these losses until the tax filing deadline for the year the bill becomes law. This allows eligible individuals to claim refunds they were previously barred from receiving.

SNAP Administrator Retention Act of 2025

SNAP Administrator Retention Act of 2025 This bill directs the Food and Nutrition Service (FNS) to pay Supplemental Nutrition Assistance Program (SNAP) state agencies for 100% of SNAP administrative personnel costs. The bill also requires that state SNAP agency administrators be paid at least the same amount as federal employees. (Under current law, FNS generally pays 50% of a state's administrative costs for SNAP.) Specifically, FNS must pay a state agency for 100% of all SNAP administrative personnel costs that are part of an FNS-approved state agency personnel wage plan. This must include all costs associated with hiring and training new employees, maintaining those personnel costs, and complying with wage standards. The state agency must use these funds (1) to supplement, not supplant, nonfederal funds used for existing administrative personnel costs; and (2) for existing or additional full-time positions that are above the number of positions that were held in FY2024. The bill also requires that the wage standards for SNAP state agency administrators be (1) at least the same amount as the General Schedule (GS) pay rate for federal employees; and (2) updated annually based on any increase in the GS pay rate, including locality adjustments.

Expressing the sense of the House of Representatives that President Trump must comply with the Foreign Emoluments Clause, by submitting all plans for his jumbo jet gift from Qatar immediately to Congress.

Maddy summaryHRES 410 is a non-binding House resolution requiring President Trump to comply with the Constitution’s Foreign Emoluments Clause regarding a $400 million Boeing 747-8 jet gift from Qatar’s royal family. It directs the President to immediately submit all plans for the aircraft to Congress and obtain explicit congressional consent before accepting it, as required by the Constitution. The resolution cites historical precedent where all prior presidents sought Congress’s approval for foreign gifts, including items like medals, horses, and the Statue of Liberty. It emphasizes that accepting the jet without consent would violate the Constitution and pose national security risks. The bill focuses solely on procedural compliance, not the merits of the gift itself.

HEADs UP Act of 2025

Maddy summaryThe HEADs UP Act of 2025 would improve healthcare access for people with developmental disabilities by adding them to the list of medically underserved populations that health centers must serve. It authorizes $15 million annually from 2026 to 2030 to fund new primary care and specialized dental services through health centers in underserved areas. Health centers receiving these grants must use the funds to supplement, not replace, existing services for this population. The bill directly affects health centers serving underserved communities and the people with developmental disabilities who face barriers to healthcare.

Racehorse Health and Safety Act of 2025

Maddy summaryThe Racehorse Health and Safety Act of 2025 replaces the 2020 Horseracing Integrity and Safety Act with a new framework for horse racing safety and medication control. The bill establishes a Racehorse Health and Safety Organization (RHSO) to coordinate safety rules across states, with breed-specific committees for Thoroughbreds, Standardbreds, and Quarter Horses to develop medication control and safety protocols. It creates new rules prohibiting certain medications, mandates track safety standards, and establishes procedures for handling violations, including administrative sanctions and disciplinary processes. The law requires states to join an interstate compact to participate in the new system, with states that don't join prohibited from allowing interstate wagering on races. This legislation directly affects all entities involved in horse racing, including owners, trainers, veterinarians, racetracks, and breed associations across the country.

FAIR Leave Act

Maddy summaryThis bill, HR 3404 (FAIR Leave Act), would remove a 12-week time limit for employees taking leave under the Family and Medical Leave Act to care for a spouse with a serious health condition. It directly affects workers who need to take time off to support a spouse facing medical needs, by repealing Section 102(f) of the 1993 Act. The key provision eliminates the current rule restricting spouse care leave to 12 weeks within a 12-month period. This change would allow employees greater flexibility in taking extended leave for their spouse's health needs without the prior time cap.

To establish an Ambassador-at-Large for Arctic Affairs.

Maddy summaryHR 3328 establishes a new U.S. Ambassador-at-Large for Arctic Affairs within the State Department, appointed by the President with Senate approval. The position coordinates U.S. foreign policy across federal agencies on Arctic issues including environmental protection, indigenous engagement, resource management, security, and scientific research. The ambassador reports directly to the Secretary of State and oversees efforts related to the eight Arctic Council nations and the defined Arctic region (including northern U.S. territories and Arctic waters). This bill creates a dedicated diplomatic role to streamline U.S. coordination on Arctic matters rather than changing existing laws or affecting specific constituencies directly.

Born in the USA Act of 2025

Maddy summaryHR 3368, the "Born in the USA Act of 2025," prohibits federal funding for Executive Order 14160 (which aimed to restrict birthright citizenship for children born in the U.S.). The bill directly affects federal agencies that might implement the executive order by blocking their use of funds for that purpose. Its key provision is a funding ban targeting the executive order and any similar future policies, without changing citizenship law. The bill does not alter birthright citizenship rights but prevents federal resources from being used to enforce the controversial executive order. It is a procedural measure focused on funding, not a substantive policy change to citizenship rules.

Improving Training for School Food Service Workers Act of 2025

Maddy summaryHR 3367, the "Improving Training for School Food Service Workers Act of 2025," requires school food service workers in public schools to receive mandatory training during paid working hours. The bill mandates that training must be offered in-person when appropriate, include hands-on practice, and cost workers nothing. If training occurs outside regular hours, workers must be paid at their regular rate (including overtime), consulted about scheduling, and protected from penalties for not attending. This law amends the Child Nutrition Act of 1966 and does not override existing state or local labor laws governing employer-employee relationships.
