Supporting the designation of the week of August 25 through August 29, 2025, as the third annual "National Community Health Worker Awareness Week".

Maddy summaryThis resolution symbolically designates August 25-29, 2025, as "National Community Health Worker Awareness Week" for the third consecutive year. It recognizes community health workers (CHWs) as trusted frontline staff who connect underserved communities to health services, provide cultural mediation, and support health education - without creating new laws or funding. The resolution encourages federal, state, and local collaboration to highlight CHWs' roles but does not alter existing programs or require government action. It directly affects CHWs and their communities by raising public awareness of their contributions.

Community Mental Wellness and Resilience Act of 2025

Maddy summaryHR 4744 establishes a federal grant program to fund community-based mental wellness and resilience initiatives. It provides planning grants (up to $250,000) and program grants (up to $500,000 annually for four years) to local coalitions - groups formed by representatives from at least five community sectors like schools, health services, faith organizations, and businesses. These coalitions must use a public health approach to identify community strengths and risks, build social connections, and implement evidence-based programs addressing mental wellness for all ages. The bill authorizes $36 million over five years (2025-2029), with 20% reserved for rural areas, and requires grantees to develop strategic plans and report on outcomes by 2030.

Access to Homeownership Act

Maddy summaryThis bill requires landlords of multifamily housing (5+ units) with federally backed mortgages to obtain tenant consent to report positive rent payments to credit bureaus, including up to 24 months of payment history. It directly affects tenants in these properties who pay rent on federally backed loans, as their rent payments will become part of their credit history. The law mandates that credit bureaus include these payments when evaluating mortgage applications under the National Housing Act, and covers administrative costs for landlords through the enterprises managing the mortgages. The Director must also submit a 5-year report to Congress on the program's implementation.

Reducing Hereditary Cancer Act

Maddy summaryHR 4752, the Reducing Hereditary Cancer Act, requires Medicare to cover genetic testing for germline mutations in individuals with a family history of hereditary cancer or suspicious personal/family history. It mandates coverage for risk-reducing surgeries (like mastectomies or hysterectomies) when guided by evidence-based clinical guidelines, and increases the frequency of cancer screenings (such as mammograms, colonoscopies, and breast MRI) for Medicare beneficiaries confirmed to have hereditary cancer gene mutations - ensuring screenings occur at least annually. The bill applies to Medicare beneficiaries with specific high-risk profiles, aligning coverage with guidelines from recognized oncology organizations like the National Comprehensive Cancer Network. It does not change eligibility but modifies Medicare’s existing coverage rules to expand access to these preventive services.

Proposing an amendment to the Constitution of the United States providing that there is no immunity from criminal prosecution for an act on the grounds that such act was within the constitutional authority or official duties of an individual, and providing that the President may not grant a pardon to himself or herself.

Maddy summaryH.J. Res. 108 proposes a constitutional amendment to remove legal immunity for federal officials, including the President, from criminal prosecution for actions taken while performing official duties. It would prohibit the President from granting pardons to themselves and eliminate the defense that "official authority" excuses violations of federal or state law (with limited exceptions for certain congressional actions). If ratified, this amendment would require Congress to pass implementing laws to enforce these changes. The proposal is currently in the House Judiciary Committee and requires approval by three-fourths of state legislatures to become part of the Constitution.

The bill mandates coverage for devices, maintenance, repairs, upgrades every 5 years, hearing assessments, surgery, and rehabilitation - without separate cost-sharing or stricter limits than other medical services. Insurers cannot deny coverage if a provider deems the service medically necessary. The law applies to all applicable health plans and takes effect for plan years beginning January 1, 2026.

Living Donor Protection Act of 2025

Maddy summaryThis bill prohibits life, disability, and long-term care insurers from denying coverage, canceling policies, or increasing premiums based solely on a person's status as a living organ donor. It directly protects living organ donors by preventing insurance discrimination unrelated to actual health risks. The bill also requires the Health and Human Services Secretary to update public educational materials about organ donation benefits, risks, and insurance impacts within six months of enactment. These materials will include information on the new insurance protections established by the bill. The law relies on state insurance regulators for enforcement of the insurance provisions.
