This concurrent resolution recognizes the difficult challenges Black veterans faced when returning home after serving in the Armed Forces, their heroic military sacrifices, and their patriotism in fighting for equal rights and for the dignity of a people and a nation. The concurrent resolution also recognizes the need for the Department of Veterans Affairs to continue to work to eliminate any health and benefit disparities for minority veterans.

This concurrent resolution calls for the Citizens' Stamp Advisory Committee to recommend that the Postmaster General issue a commemorative postage stamp honoring the Buffalo Soldiers.

This resolution recognizes Black History Month as an important time to reflect on the significant contributions of African Americans in the history of the United States, including in the Armed Forces.

This resolution removes Representative Marjorie Taylor Greene from the House Committee on the Budget and the House Committee on Education and Labor.

This resolution censures Representative Marjorie Taylor Greene and calls on her to resign from office.

District of Columbia Parole and Supervised Release Act This bill transfers the authority of the United States Parole Commission to the District of Columbia to make parole and supervised release determinations for eligible imprisoned felons under District laws. The commission's authority or jurisdiction—including rulemaking and legislative responsibility for such parole matters—shall expire on October 31, 2022, and the District's authority or jurisdiction shall begin on November 1, 2022. In addition, the bill provides for continuation of federal retirement and annuity benefits for former employees of the commission as of October 31, 2022, and who, on or after such date, are employees of the District office that exercises such transferred authority. Finally, the bill treats the District as an employing agency with respect to its responsibility to make contributions towards the benefits.

Restricting First Use of Nuclear Weapons Act of 2021 This bill prohibits the use of federal funds to conduct a first-use nuclear strike unless Congress expressly authorizes such a strike pursuant to a declaration of war. A first-use nuclear strike is an attack using nuclear weapons against an enemy that did not first launch a nuclear strike against the United States, its territories, or its allies.

District of Columbia National Guard Home Rule Act This bill makes the Mayor of the District of Columbia, rather than the President of the United States, the Commander-in-Chief of the National Guard of the District of Columbia.

District of Columbia Police Home Rule Act This bill restricts the authority of the President to assume control of the District of Columbia Metropolitan Police Department during an emergency.

COVID-19 Mine Worker Protection Act This bill requires the Department of Labor to issue health and safety standards to protect coal miners from occupational exposure to COVID-19 (i.e., coronavirus disease 2019). Labor shall provide for emergency standards within seven days of this bill's enactment, and such emergency standards shall be in force until permanent standards are promulgated. Labor shall also collect data to track and investigate cases of exposure to COVID-19 among coal miners.
