Small Entity Update Act

Maddy summaryThis bill requires the Securities and Exchange Commission (SEC) to regularly review and update its definition of "small entities" (such as small businesses and organizations subject to SEC regulations). Every five years, the SEC must study whether the current definition aligns with regulatory goals, reflects market growth, and covers a meaningful number of entities, then submit detailed recommendations to Congress. The SEC must revise its rules based on these studies and adjust dollar thresholds in the definition annually to account for inflation using the Consumer Price Index. This directly affects small entities regulated by the SEC, ensuring their definition stays relevant to current market conditions.

Financial Technology Protection Act of 2025

Maddy summaryThe Financial Technology Protection Act of 2025 creates a new government working group to study how terrorists and criminals use digital assets (like cryptocurrencies) and emerging technologies for illicit activities. The group, composed of federal agencies (Treasury, FBI, Justice, Homeland Security, etc.) and private sector representatives from fintech, blockchain, and privacy organizations, will research threats and develop proposals to strengthen anti-money laundering and counter-terrorism efforts. It must submit annual reports to Congress for four years, detailing findings and recommendations, and will terminate after that period. The bill also requires the President to submit a public report within 180 days on how foreign actors might exploit digital assets to evade sanctions, along with a strategy to prevent such misuse.

Wild Horse and Burro Protection Act of 2025

Maddy summaryThe Wild Horse and Burro Protection Act of 2025 requires the Bureau of Land Management (BLM) to eliminate helicopter and fixed-wing aircraft use in rounding up wild horses and burros over a two-year phase-out period. It mandates that any remaining aircraft used for these operations must have cameras recording the process, with footage made public in BLM reports. The bill addresses findings that helicopter roundups cost taxpayers over $69.5 million since 2012 and that the BLM spends less than 1% of its budget on fertility controls - a more humane, cost-effective alternative. The legislation also directs the Government Accountability Office to report on humane alternatives, job opportunities, and aircraft impacts on horse populations within one year of enactment.

Expanding Access to Mental Health Services in Schools Act of 2025

Maddy summaryThe Expanding Access to Mental Health Services in Schools Act of 2025 creates a federal grant program to help high-need schools hire and retain mental health professionals like counselors, psychologists, and social workers. It targets schools in the top 15% of need (based on student poverty or counts) that lack required staff ratios, such as one counselor per 250 students. Grants fund recruitment incentives (e.g., student loan repayment), retention programs, and evidence-based mental health services, with recipients required to contribute 25% of costs from non-federal funds. Schools must report annually on staff numbers, student-to-staff ratios, and retention rates to track progress toward improved mental health access.

Multiple Firearm Sales Reporting Modernization Act of 2025

Maddy summaryThis bill expands the requirement for federal firearm licensees (FFLs) to report multiple firearm sales. It modifies existing law to require reporting on all firearms, not just handguns (pistols or revolvers), when a single transaction involves two or more firearms. This change directly affects FFLs who sell multiple firearms at once, such as in dealer-to-dealer transfers or large retail sales. The key mechanism is updating the legal definition in the statute to include every type of firearm, streamlining the reporting process under current federal law.

Expressing support for the designation of June 26 as "LGBTQI+ Equality Day".

Maddy summaryThis resolution (HRES 549) is a non-binding House measure expressing support for designating June 26 as "LGBTQI+ Equality Day." It commemorates three landmark Supreme Court rulings on June 26 (2003, 2013, and 2015) that ended criminalization of same-sex intimacy, struck down marriage discrimination, and established marriage equality. The resolution encourages public celebration of this day to honor these milestones and educate about ongoing discrimination faced by LGBTQI+ communities. It also acknowledges the need for future legislation to address discrimination in areas like employment, housing, and public accommodations. As a symbolic resolution, it does not create new legal requirements but formally recognizes these historical court decisions.

Canyon’s Law

Maddy summaryHR 4180, "Canyon’s Law," prohibits the use of M-44 devices - predator control tools containing highly toxic sodium cyanide - on public lands managed by federal agencies like the National Park Service, Fish and Wildlife Service, and Forest Service. The bill requires all federal, state, and county agencies to remove existing M-44 devices from public lands within 30 days of enactment. It directly affects agencies and land managers who previously deployed these devices, which have caused human poisonings (including incidents involving children), killed over 50 family dogs, and harmed endangered species. The law aims to eliminate the risk of accidental exposure and non-target wildlife deaths by banning the devices' use on public lands.

Women’s Health Protection Act of 2025

Maddy summaryThe Women's Health Protection Act of 2025 would protect access to abortion services across the United States by prohibiting states from imposing restrictions that are more burdensome than those on comparable medical procedures. The bill directly affects people seeking abortion care and health care providers by banning restrictions such as mandatory in-person visits, requirements for specific tests, limitations on telemedicine, and rules based on a patient's reason for seeking abortion. It prohibits state laws that single out abortion for unnecessary restrictions while allowing post-viability abortions when necessary to protect a patient's life or health. The bill preempts conflicting state laws and provides enforcement mechanisms through private lawsuits and actions by the Attorney General.
