Strengthening and Amplifying Vaccination Efforts to Locally Immunize All Veterans and Every Spouse Act or the SAVE LIVES Act This bill authorizes the Department of Veterans Affairs (VA) to furnish a COVID-19 (i.e., coronavirus disease 2019) vaccine to covered individuals during the COVID-19 public health emergency. Under the bill, covered individuals are veterans who are not eligible to enroll in the VA health care system; specified veterans who are eligible for hospital care, medical services, and nursing home care abroad; beneficiaries who are eligible for care due to a specified disability or death of a veteran; family caregivers of veterans who are participating in the VA's Program of Comprehensive Assistance for Family Caregivers; caregivers of veterans participating in the VA's Program of General Caregiver Support Services; caregivers of veterans participating in the VA's Medical Foster Home Program, Bowel and Bladder Program, Home Based Primary Care Program, or Veteran Directed Care Program; and the spouses of veterans. The VA must prioritize the vaccination of (1) veterans who are enrolled in the VA health care system, (2) veterans who fail to enroll but receive hospital care and medical services for specified disabilities in their first 12 months of separation from service, and (3) caregivers accompanying such prioritized veterans. Under the bill, the VA is authorized to determine the timing for offering a vaccine to the spouse of a veteran.

Trillion Trees Act

Trillion Trees Act This bills establishes a variety of requirements and incentives to plant trees and conduct other land management practices for the purposes of capturing and storing carbon in domestic and international trees and forests. Additionally, the bill provides incentives to research or develop other carbon sequestration tools. Specifically, the bill directs the Department of Agriculture (USDA) to set targets to increase forest carbon stock through January 1, 2100, for the purposes of sequestering and storing carbon in U.S. forests. It also establishes and provides funding for the Trillion Trees Challenge Fund to provide grants to nonfederal entities for activities related to reforestation efforts on public or private lands. In addition, it raises the cap on the Reforestation Trust Fund to enhance forest health in the National Forest System and requires the USDA to establish a Tree City USA Grant Program. The bill also allows the U.S. Agency for International Development to enter into an agreement with a nonprofit organization to establish an International Forest Foundation to promote reforestation and prevent deforestation. Additionally, it establishes requirements and incentives to address seedling shortages and support nurseries. Finally, the bill provides market incentives to research or develop other carbon sequestration tools relating to biochar, sustainable building practices, biochemical and bioplastic products, and biomass energy.

St. Croix National Heritage Area Act

St. Croix National Heritage Area Act This bill establishes the St. Croix National Heritage Area in St. Croix, U.S. Virgin Islands. The bill designates the Virgin Islands State Historic Preservation Office as the local coordinating entity. The preservation office shall prepare and submit a management plan for the heritage area for the protection, enhancement, and interpretation of its resources.

Parity for HUBZone Appeals Act of 2021

Parity for HUBZone Appeals Act of 2021 This bill requires the Small Business Administration (SBA) to authorize its Office of Hearings and Appeals (OHA) to decide all appeals from formal protest determinations in connection with the status of a HUBZone small business. A HUBZone small business is a small business in a historically underutilized business zone. Currently, HUBZone status appeals are the responsibility of the Office of Government Contracting and Business Development. The bill would place HUBZone status appeals within the purview of the OHA alongside other SBA programs such as the Service-Disabled Veteran-Owned Small Business program and the Women-Owned Small Business program.

STEM Educator Awards Equity Act

STEM Educator Awards Equity Act This bill increases from 108 to 110 the number of Presidential Awards for Excellence in Mathematics and Science Teaching the President must award each year. The awards are given to kindergarten through grade 12 school teachers of mathematics and science who have demonstrated outstanding teaching ability. In selecting teachers for an award, the President shall select at least one teacher each from the Commonwealth of the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, and Guam.

Northern Mariana Islands and American Samoa College Access Act

Northern Mariana Islands and American Samoa College Access Act This bill establishes a grant program to cover the difference between in-state tuition and out-of-state tuition for students who are from either the Northern Mariana Islands or American Samoa and who attend a public institution of higher education in a different state or territory. The Government Accountability Office must report on the program's effectiveness in expanding educational opportunities for such students.

World War II Pacific War Heroes Congressional Gold Medal Act

World War II Pacific War Heroes Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal to the men and women of the United States military and merchant marine, as well as citizen and noncitizen civilians who fought with the U.S. military and were surrendered, captured, or abandoned to become prisoners of war of Imperial Japan during World War II, in recognition of their dedicated and vital service during World War II.

Air America Act of 2021

Air America Act of 2021 This bill establishes the service of Air America employees as qualifying service for purposes of the Civil Service Retirement System. (Air America was a government-owned airline that provided air transport for certain covert operations in Southeast Asia, including Laos and Vietnam, between 1950 and 1976.) The bill applies to U.S. citizens who were employees of Air America or another affiliated company, as specified, between January 1, 1950 and December 31, 1976. Benefit applications must be filed within two years of the date of enactment of this bill.

Territories Health Equity Act of 2021

Territories Health Equity Act of 2021 This bill alters provisions relating to the treatment of U.S. territories under Medicaid, Medicare, and Medicare Advantage. For example, the bill eliminates Medicaid funding limitations for U.S. territories beginning in FY2022, exempts an individual from late-enrollment penalties for Medicare medical services if the individual resided in Puerto Rico as of the date of eligibility and the individual enrolls within five years of such date, and establishes minimum criteria for certain elements used in Medicare Advantage payment calculations for areas within U.S. territories. The bill also allows residents of U.S. territories who are unable to obtain health insurance through their employer or a health insurance exchange to instead obtain coverage that is at least as broad as the coverage available to Members of Congress and their staff through the District of Columbia exchange.
