Fair Investment Opportunities for Professional Experts Act

Fair Investment Opportunities for Professional Experts Act This bill modifies the definition of accredited investor for purposes of participating in private offerings of securities to include an individual whose net worth or joint net worth with their spouse exceeds $1 million (adjusted for inflation), excluding from the calculation of their net worth their primary residence and a mortgage secured by that residence in certain circumstances; an individual whose income over the last two years exceeded $200,000 (adjusted for inflation) or joint spousal income exceeded $300,000 (adjusted for inflation) and who has a reasonable expectation of reaching the same income level in the current year; an individual who is licensed as a broker or investment advisor by certain regulatory entities; and an individual determined by the Securities and Exchange Commission (SEC) to have qualifying education or experience. (Certain unregistered securities may only be offered to accredited investors.) The SEC is directed to revise the definition of accredited investor in Regulation D (which exempts certain offerings from SEC registration requirements) to conform to changes in this bill.

SAVE Act of 2021

Securing America's Vaccines for Emergencies Act of 2021 or the SAVE Act of 2021 This bill authorizes the President to make payments to manufacturers to increase supply-chain security if doing so is important to the national defense. The President must submit a strategy to Congress that includes (1) a plan to use authorities under the Defense Production Act of 1950 to ensure the supply of medical materials essential to the national defense; and (2) plans to diversify, and address vulnerabilities in, supply chains for essential medical materials. The President must submit to Congress annual progress reports through FY2025 evaluating the implementation of the strategy.

COVID-19 Emergency Medical Supplies Enhancement Act of 2021

COVID-19 Emergency Medical Supplies Enhancement Act of 2021 This bill expands certain authorities under the Defense Production Act of 1950 (DPA) and authorizes the President and federal agencies to take specific actions to support the production of critical medical supplies during the COVID-19 (i.e., coronavirus disease 2019) emergency, including with respect to private-sector coordination, needs assessments, and overall strategies. The bill makes loans under the DPA subject to certain notification requirements. A report required under the DPA for FY2022 and FY2023 shall include the percentage of contracts awarded to small businesses.

Ghost Army Congressional Gold Medal Act

Ghost Army Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to the 23rd Headquarters Special Troops and the 3133d Signal Service Company, known as the Ghost Army , collectively, in recognition of its service during World War II.

IGNITE HBCU Excellence Act

Institutional Grants for New Infrastructure, Technology, and Education for HBCU Excellence Act or the IGNITE HBCU Excellence Act This bill establishes a grant program to support long-term improvements of historically Black colleges and universities (HBCUs) and graduate programs at HBCUs. Specifically, the bill requires the Department of Education (ED) to award grants to HBCUs to improve campus facilities. A recipient must use grant funds for certain activities, such as constructing or renovating facilities, carrying out major repairs, and strengthening the safety and security of a campus. Any new construction, modernization, or renovation projects must meet building code and energy and water conservation requirements. Further, HBCUs must seek to procure contracts from certain small businesses, including those owned and controlled by veterans and service-disabled veterans. The bill prohibits the use of grant funds for specified activities, including for the payment of routine and predictable maintenance costs, minor repairs, and utility bills. The Government Accountability Office must study the implementation of the grant program. The bill also requires ED to repay the outstanding balance of principal, interest, fees, and costs and any related reimbursements for certain capital financing loans.

Violence Against Women Extension Act of 2021

Violence Against Women Extension Act of 2021 This bill reauthorizes for FY2022 various programs and activities authorized by the Violence Against Women Act of 1994 and subsequent legislation and administered by the Office on Violence Against Women within the Department of Justice.

Significant Transnational Criminal Organization Designation Act

Significant Transnational Criminal Organization Designation Act This bill makes membership in a significant transnational criminal organization a ground for inadmissibility into the United States and provides for criminal penalties against those that provide material support to such an organization. The bar against admission applies to an alien member of such an organization and an alien spouse or child of such an individual. The bar shall not apply to a spouse or child who (1) did not know, or should not reasonably have known, that the individual was a member of such an organization; or (2) has renounced the organization in question. The bill establishes statutory authority and procedures for the Department of Justice to designate an organization a significant transnational criminal organization. The Department of the Treasury may require U.S. financial institutions to block transactions involving assets belonging to such an organization. An individual who knowingly provides material support or resources to a significant transnational criminal organization (or attempts or conspires to do so) shall be fined, imprisoned for up to 20 years, or both. If the death of any person is the result, the offending individual may be imprisoned for any term of years or for life. A financial institution that becomes aware that it possesses or controls funds belonging to such an organization shall retain such funds and notify Treasury.
