Makes possession of low THC hemp extract or a cannabinoid by a minor a Class B misdemeanor. Makes the sale of low THC hemp extract or a cannabinoid to a minor a Class A misdemeanor, and increases the penalty under certain circumstances. Prohibits the sale of a vapor product to a minor and the possession of a vapor product by a minor. Increases the penalty for certain infractions involving minors and tobacco or e-liquids containing nicotine.

Requires a social media operator to restrict a minor user's viewing of social media without first obtaining verifiable parental consent for the minor user. Defines a "minor user" as an individual who is less than 16 years of age. Allows the attorney general to: (1) bring an action against a social media operator that fails to implement a verifiable parental consent method; and (2) issue a civil investigative demand if the attorney general has reasonable cause to believe that any person is engaged in a violation.

Requires a county to use eminent domain to increase the apparent right-of-way for a county highway, instead of by requiring dedication of additional right-of-way as part of a subdivision plat. Requires a county, city, or town (unit) to use eminent domain to expand an existing thoroughfare, instead of by requiring dedication of private property as part of a subdivision plat. Prohibits a unit that must proceed with eminent domain regarding a right-of-way or thoroughfare from imposing an additional fee on an applicant for filing a subdivision plat.

Requires the attorney general to designate or appoint a pharmacy benefit compliance officer if certain prescription drug benefit public-private partnership contracts are entered into by the state. Establishes the pharmacy benefit compliance fund. Authorizes: (1) the state personnel department, for purposes of the state employee health plan; and (2) the office of the secretary of family and social services (office), for purposes of the Medicaid program; to issue a request for proposal to enter into a public-private partnership to administer prescription drug benefits. Sets forth certain requirements for a request for proposal and establishes the competitive proposal procedure. Allows the budget committee to review a contract before the state personnel department or the office awards a final contract for the public-private partnership. Requires that, if the state personnel department or the office enter into a contract for the public-private partnership, the attorney general conduct a state employee health plan audit or a Medicaid audit at least three years after the implementation of the contract. Makes an appropriation.
