Audit of state agencies.

Requires the legislative council to oversee the audit, by an independent public accounting firm, of all accounts, financial affairs, and compliance related matters of all state agencies. Requires the legislative council to direct the legislative services agency to issue requests for proposals for an independent public accounting firm or firms, as necessary, to audit the state agencies. Requires the legislative council to determine which and how many state agencies will be audited each year. Requires the legislative council to provide notice to a state agency that will be subject to audit 30 days prior to the audit. Provides that the legislative council may not authorize a subsequent audit of a state agency until all state agencies have been audited at least once. Provides that when all of the state agencies have been audited at least once, the legislative council may determine which and how many agencies will be audited annually for each calendar year thereafter on a random basis. Provides that the legislative council may authorize a subsequent audit of a state agency that the legislative council determines to be high risk. Requires the legislative council to determine the scope of an audit during the request for proposal process. Lists the state agencies that are subject to audit. Requires the legislative council to publish the results of the audit of each state agency on the general assembly's website.

Carbon dioxide.

Specifies that an application for a carbon dioxide transmission pipeline certificate of authority must include: (1) a risk assessment; and (2) a carbon dioxide injection estimate. Provides that when determining compensation in certain eminent domain proceedings, the perceived risk of certain hazardous conditions must be taken into account. Establishes a carbon sequestration pilot project fee program, and specifies certain conditions in relation to the fee money. Provides that a transfer of ownership in regard to a carbon sequestration pilot project does not relieve a prior operator from liability for any negligence or willful misconduct that occurred before the transfer. Requires the department of natural resources to inspect a carbon sequestration pilot project. Alters the threshold of consent one must obtain in order to use eminent domain or integration in relation to carbon sequestration.

Landlocked property.

Defines "landlocked property" as real property that has been shut off from all public highways as a result of the vacation of one or more public highways. Provides that if an action of the state, or an agency or political subdivision of the state, causes real property to become landlocked property, the county assessor of the county in which the landlocked property is located must assess the value of the landlocked property at the same rate that native forest land, a forest plantation, or wildlands are assessed for as long as the property qualifies as landlocked property.

Sex offenses.

Prohibits plea agreements concerning: (1) promotion of child sexual trafficking; (2) promotion of sexual trafficking of a younger child; (3) child sexual trafficking; or (4) child solicitation; if a term of the plea agreement requires the prosecuting attorney to dismiss a charge in exchange for the defendant's agreement to plead guilty to a less serious offense. Adds facilities that provide entertainment exclusively directed toward children to the list of facilities at which a sexually violent predator or an offender against children may not work or volunteer, and increases the penalty for the offense of unlawful employment by a sexual predator to a Level 4 felony, with an enhancement to a Level 3 felony if the person has a prior conviction based on the violation of a condition of sex offender registration. Provides that a sexually violent predator or an offender against children who knowingly or intentionally is present at a facility that provides entertainment exclusively directed toward children commits attendance at a juvenile entertainment facility by a sex offender, a Level 4 felony, with an enhancement to a Level 3 felony if the person has a prior conviction based on the violation of a condition of sex offender registration.

Grooming.

Provides that a person at least 18 years of age commits sexual grooming, a Class A misdemeanor, if the person, with the intent to prepare or condition the child for future sexual activity, communicates with a child less than 14 years of age concerning sexual activity. Increases the penalty to a Level 6 felony if the grooming is committed by using a computer network, and to a Level 5 felony if the person has a prior conviction for a sex offense. Renames the offense of inappropriate communication with a child "sexual grooming", and increases the penalty to: (1) a Class A misdemeanor for the base offense; (2) a Level 6 felony if the offense is committed by using a computer network; and (3) a Level 5 felony if the person has a prior conviction for a sex offense.

Therapist immunity from professional discipline.

Provides that the behavioral health and human services licensing board may not impose disciplinary sanctions against a practitioner if the basis of the licensing complaint is retaliatory against the practitioner for testifying in a child custody proceeding, a child in need of services proceeding, or a termination of parent-child relationship proceeding.

Extension of water services.

Allows a water or wastewater utility to extend service up to three miles to a: (1) public school, including a charter school; or (2) nonpublic school that employs one or more employees; without a deposit or other adequate assurance of performance from the customer if certain conditions are met. Provides that the extension qualifies as an eligible infrastructure improvement for purposes of infrastructure improvement charges. Provides that a public utility must conduct an outreach program before it condemns land for the purpose of extending a water or wastewater main. Establishes certain meeting and notice requirements for the outreach program.

Elimination of annual adjustments of assessed values.

Eliminates the annual adjustments (or "trending") to assessed values of certain real property for assessment dates beginning after December 31, 2025. Retains the provisions in current law that require four year cyclical reassessments. Allows a reassessment plan for the four year cyclical reassessments to include trending factors in the plan. Does not eliminate the annual adjustment for agricultural land. Makes conforming changes. Makes technical corrections.
