Requires the legislative council to determine the scope of an audit during the request for proposal process. Lists the state agencies that are subject to audit. Requires the legislative council to publish the results of the audit of each state agency on the general assembly's website.

Specifies that money appropriated to the fund for a state fiscal year beginning after June 30, 2025, must be expended for a purpose described in the fund statute.
