Adds a definition of "training course" for purposes of the training requirement that is applicable to the members of a school corporation's governing body. Provides that the department of education (department) shall work with the department of local government finance and the Indiana education employment relations board to create the training course. Provides that, beginning after December 31, 2020, each newly elected or appointed member of a school corporation's governing body shall attend the training course created by the department. Provides that reelected and reappointed members of a governing body are required to attend the training if at least four years have passed after the date on which the individual's term ended. Provides that a school corporation may pay the training expenses of a member of the governing body from the school corporation's operations fund without appropriation.

Provides that a contract for the procurement of electricity or purchased power capacity that is entered into after June 30, 2020, by a municipally owned electric utility must, to the extent practicable, be the result of the solicitation by the utility of competitive bids to obtain electricity or purchased power capacity from alternative suppliers. Requires the utility to make available for public inspection and copying under the statute governing access to public records: (1) a verified copy of such a contract; or (2) a memorandum of the contract that includes information concerning certain specified terms of the contract. Requires a municipally owned electric utility to monitor, and maintain data on, the levels of peak demand and electricity usage on the electric utility's electric system, including seasonal and time-of-day variation in such levels. Requires the utility to: (1) compile the required data on a calendar year basis; (2) maintain the data compiled for a particular calendar year for a period of five years; and (3) make the data available for inspection and copying at the offices of the utility in accordance with the statute governing access to public records.

Provides that when a voter casts a straight party ticket in a general or municipal election, the voter is casting a ballot for all candidates of that party whose names appear on the ballot, including candidates for offices in a county or municipality for which more than one individual can be elected (county council member at large; city common council member at large; town council member at large; township board member at large). (Returns the law relating to straight party ticket voting to the substantive form it had before 2016.) Repeals a statute that requires votes for candidates for such offices must be cast for each individual candidate.
