Adds dental therapists and advanced dental therapists to the dental practitioners who are eligible for grants under the Indiana dental recruitment fund. Provides for the licensure of dental therapists and the certification of licensed dental therapists as advanced dental therapists. Requires a dental therapist and an advanced dental therapist to practice in an underserved area or a setting that serves low-income, uninsured, and underserved patients. Specifies the services and procedures that may be performed by a dental therapist and an advanced dental therapist. Requires a dental therapist and an advanced dental therapist to operate under a collaborative agreement or advanced collaborative agreement with a dentist. Allows a dental therapist and an advanced dental therapist to dispense and administer analgesics, anti-inflammatories, and antibiotics under certain parameters. Establishes penalties. Makes conforming changes.
Provides that the bureau of motor vehicles shall place an identifying symbol on certain driver's licenses, permits, and identification cards to indicate the use of a service animal due to a person's disability.
Prohibits a pharmacy benefit manager from including a drug on a maximum allowable cost list if the drug meets certain conditions.
Changes the current incremental finance charge limits that apply to a small loan to a maximum annual rate. Prohibits making, or taking other actions with respect to, a small loan with a greater rate or amount of interest, or other fees and charges, than allowed under the statute governing small loans. Prohibits a credit services organization from providing certain functions with respect to a small loan and makes a violation a deceptive act.
Provides that art therapy services provided to an individual who receives mental health services or to an individual who receives services from a community mental health center are reimbursable under Medicaid. Provides for the licensure of professional art therapists and art therapist associates by the behavioral health and human services licensing board through the professional licensing agency. Establishes qualifications and requirements for a licensed art therapist and licensed art therapist associate.
Requires a person convicted of a battery against a law enforcement officer, firefighter, or emergency medical services provider to: (1) serve a mandatory minimum sentence of 30 or 90 days, depending on the severity of the injury; and (2) make restitution to the victim. Defines "tumultuous conduct" and "unlawful assembly" for purposes of the rioting statute, and requires a person convicted of rioting to: (1) serve a mandatory minimum sentence of 30 days; and (2) make restitution to the victim. Defines "camp" and "Indiana government center campus", and makes unlawful camping on the Indiana government center campus a Class A misdemeanor.
Authorizes the following persons to conduct interactive gaming: (1) A licensed owner of a riverboat. (2) An operating agent operating a riverboat in a historic hotel district. (3) A permit holder conducting gambling games at the permit holder's racetrack. Provides for the licensure of persons providing services and equipment for managing and conducting interactive gaming. Specifies requirements for the conduct of interactive gaming. Imposes an adjusted gross receipts tax of 18% on interactive gaming. Provides for revenue sharing to cities and counties in which casinos are operated. Makes an appropriation. Makes conforming and technical changes.
Provides that, under the long term care insurance law, for an individual to qualify for an asset disregard equal to one dollar of assets retained for each one dollar of long term insurance benefits paid out, the increase required in the maximum benefits provided by the individual's long term care policy may not be greater than 3% per year, compounded annually. Eliminates a provision under which a request for health records is valid for only 60 days after the date of the request. Requires a provider to provide health records upon request not more than 30 calendar days after receiving the written request. Authorizes the state department of health to impose a civil penalty of not more than $5,000 per violation on a provider that violates the requirement to provide health records upon request in not more than 30 days.
Requires the Indiana board of pharmacy to require specified entities to do the following when adopting rules concerning the return or disposal of unused controlled substances or prescription medication: (1) Provide patients with education concerning the dangers presented by unused or expired controlled substances or prescription medication. (2) Provide, on site, at least one consumer method of controlled substance or prescription medication disposal. Requires consumer methods of disposal to meet certain requirements.
