Provides that not later than: (1) September 1, 2025, in the case of a state agency other than a state educational institution or a school corporation; (2) September 1, 2026, in the case of a state agency that is a state educational institution; or (3) September 1, 2027, in the case of a state agency that is a school corporation; a state agency shall partner with each nonprofit loan center (NLC) operating in Indiana to become a participating employer in the NLC's nonprofit loan center program (NLC program) by offering voluntary payroll deductions for eligible full-time employees to make payments toward the balance of a nonprofit loan center loan (NLC loan) made by a nonprofit loan center lender (NLC lender). Provides that after becoming a participating employer in an NLC program, a state agency shall allow an eligible employee to: (1) voluntarily request and establish payroll deductions for an NLC loan at any time; and (2) revoke the employee's authorization for payroll deductions for an NLC loan at any time; including any time that falls outside a designated open enrollment period for benefits. Defines an "NLC loan" as a loan that meets certain requirements with respect to the principal amount, loan term, finance charge, authorized fees, method of repayment, and other loan terms. Authorizes the state comptroller to authorize the electronic transfer of funds from the state treasury to a designated NLC lender in payment of an NLC loan on behalf of an eligible employee who has voluntarily given the state comptroller written authorization to make the transfer. Specifies that: (1) a loan made under the bill's provisions; or (2) a person that makes a loan under the bill's provisions; is subject to the requirements of the Uniform Consumer Credit Code chapter governing consumer loans. Provides that a depository institution may make a loan under the same terms and conditions that apply with respect to a nonprofit loan center loan to an employee of: (1) a state agency; or (2) any other employer; as long as the loan is made in compliance with any applicable law. Allows a wage assignment to be made for the purpose of making payment to a depository institution in repayment of a loan that is made to the employee by the depository institution under the same terms and conditions that apply with respect to an NLC loan. Authorizes the electronic transfer of funds from the state treasury on behalf of an employee of a state agency in payment of a loan made by a depository institution to the employee under the same terms and conditions that apply to an NLC loan.

Amends the statute that authorizes a water or wastewater utility, in the context of a general rate case, to establish a customer assistance program for qualified residential customers, to provide the same authority to energy utilities.
Sets forth requirements for screening for preeclampsia using biomarker testing. Requires coverage for biomarker testing for preeclampsia under a state employee health plan, the Medicaid program, a policy of accident and sickness insurance, and a health maintenance organization contract. Establishes the trauma informed care commission (commission). Requires the division of mental health and addiction to develop and implement a program for pregnant women and children with a substance use disorder. Prohibits an employer from discriminating against an employee who has a condition related to pregnancy or childbirth. Requires an employer to provide reasonable employment accommodations for an employee who has a condition related to pregnancy or childbirth. Requires the civil rights commission to investigate and attempt to resolve complaints relating to pregnancy and childbirth discrimination. Repeals a chapter regarding pregnancy and childbirth accommodation. Requires an insurer that issues a policy of accident and sickness insurance or a health maintenance organization to make available coverage for contraception without out-of-pocket costs to women otherwise covered by health plans sponsored by employers or institutions of higher education that are objecting organizations and do not invoke an optional accommodation under federal law.
Prohibits step therapy protocol for prescription drugs prescribed for the treatment of postpartum mental health conditions. Requires a state employee health plan, a policy of accident and sickness insurance, and a health maintenance organization contract to provide coverage for: (1) postpartum mental health conditions; (2) a tubal ligation procedure; and (3) a vasectomy procedure; for certain individuals. Establishes a grant program to promote the installation of lactation rooms in public buildings. Requires the Indiana housing and community development authority (IHCDA) to administer the grant program. Authorizes public agencies to apply for grants. Establishes the Officer Breann Leath Memorial Prison Nursery (nursery) within a correctional facility determined by the commissioner of the department of correction (DOC). Specifies the criteria for operation, design, and implementation of the nursery and minimum standards that govern the nursery. Requires the DOC to provide an annual report to the legislative council concerning the nursery. Amends the statute requiring the DOC to adopt rules governing minimum standards for county jails to include the provision of menstrual discharge collection devices to inmates. Establishes the incarcerated women's maternal health fund to provide funds to support the nursery. Provides for Medicaid reimbursement for certified medical interpretation services for Medicaid recipients who have limited English proficiency when receiving Medicaid covered services from a Medicaid provider. Requires Medicaid pregnancy services to include reimbursement for doula services. Establishes the telephone assistance line for mothers program for the purpose of providing a telephone assistance line for mothers who are experiencing behavioral health issues to connect with health care practitioners to obtain behavioral health resources. Establishes the stillbirth prevention through fetal movement pilot program (program) for the purpose of providing evidence based information on the importance of tracking fetal movement in the third trimester of pregnancy to prevent stillbirths, to be administered by the Indiana department of health (state department). Allows the state department to award grants to increase education and the distribution of materials on tracking fetal movement in the third trimester of pregnancy. Requires grantees to report specified information on a quarterly and annual basis. Creates a fund and appropriates $250,000 for the program. Expires the program on December 31, 2027. Appropriates $5,000,000 to the IHCDA for deposit in the lactation room grant fund. Makes a continuing appropriation.
Provides that under certain circumstances, the administrator of the state employee health plan shall include any amount paid by a covered individual or another person on behalf of the covered individual for a prescription drug when calculating a covered individual's overall contribution to an out-of-pocket maximum or cost sharing requirement under the covered individual's state employee health plan. Provides that under certain circumstances, a pharmacy benefit manager shall include any amount paid by a covered individual or another person on behalf of the covered individual for a prescription drug when calculating a covered individual's overall contribution to an out-of-pocket maximum or cost sharing requirement under the covered individual's health plan. Provides that under certain circumstances, an insurer who issues a policy of accident and sickness insurance shall include any amount paid by an insured or another person on behalf of the insured for a prescription drug when calculating an insured's overall contribution to an out-of-pocket maximum or cost sharing requirement under the insured's policy of accident and sickness insurance. Provides that under certain circumstances, a health maintenance organization shall include any amount paid by an enrollee or another person on behalf of the enrollee for a prescription drug when calculating an enrollee's overall contribution to an out-of-pocket maximum or cost sharing requirement under the enrollee's individual or group contract.
Reestablishes the licensure of abortion clinics. Changes statutes concerning when an abortion may be performed. Removes the eight week limitation on the use of an abortion inducing drug. Allows, rather than requires, the revocation of a physician's license for the performance of an abortion in violation of the law.
Establishes an additional judicial salaries fee of $115 for cases filed for possessory action between a landlord and a tenant, including an emergency possession action.
Requires the department of education, in consultation with the Indiana department of health, to establish a program to provide technical assistance to public schools, including charter schools, that are interested in establishing a school based health center.
Authorizes a county or municipality to adopt and enforce an ordinance that regulates the use of a school zone speed control system (system) to detect certain violations. Provides a civil penalty for a violation. Specifies that a civil penalty must first be applied to defray the cost of the installation, operation, and maintenance of the system. Specifies the manner in which the remaining money from the civil penalty must be distributed. Requires a county or municipality to report data to the interim study committee on roads and transportation. Makes conforming changes.
Provides that the Indiana utility regulatory commission (IURC) may not authorize a public utility that: (1) provides retail electric or natural gas service; and (2) is under the IURC's jurisdiction for the approval of rates and charges; (utility) to recover through the utility's retail rates and charges any direct or indirect costs associated with specified expenses and activities related to lobbying, legislative action, political activities, charitable giving, litigation, investor relations, and other specified activities and expenses. Beginning in 2025, requires a utility to file with the IURC an annual report that includes specified information concerning costs to: (1) the utility; or (2) an affiliate of the utility; that are related to these expenses or activities and that are directly billed or allocated to the utility. Requires the IURC to make available on the IURC's website a direct link to the annual reports provided by all utilities under these provisions. Provides that on any customer bill issued by a utility after December 31, 2025, the utility must include a break down of the charges and fees that make up the total amount owed, including a description of the service or cost associated with each charge or fee. Sets forth certain charges and fees that must be delineated as specific line items on each customer bill.
