Provides that: (1) a public utility that provides electric utility service in Indiana (public utility) may not enter into an agreement to sell a coal fired electric generation facility (coal facility) that the public utility plans to retire unless the Indiana utility regulatory commission (IURC) approves the agreement; and (2) a person that purchases from a public utility, under an agreement approved by the IURC, a coal facility that the public utility plans to retire is not a public utility for purposes of IURC jurisdiction solely by reason of the person's operation of the coal facility. Provides that the rates and charges of a public utility, other than a cooperatively owned public utility, may not include any recovery of, or earnings on, the capital costs associated with the construction of an electric generation facility that is built, in whole or in part, to replace the electricity generated from a coal facility retired by the public utility after December 31, 2028, unless the IURC determines that the public utility: (1) made a good faith effort to sell the coal facility to another person; and (2) either: (A) accepted a reasonable offer to purchase the coal facility; or (B) was not able to sell the coal facility for a reason beyond the public utility's reasonable control. Sets forth factors the IURC must consider in determining whether: (1) the public utility made a good faith effort to sell the coal facility; and (2) an offer to purchase a coal facility was reasonable. Provides that the IURC may preapprove a procedure for a public utility's solicitation and review of offers for purchase of a coal facility the public utility plans to retire that, if used by a public utility to sell the coal facility, satisfies the requirements for: (1) a good faith effort to sell the coal facility; and (2) acceptance of a reasonable offer for the coal facility. Provides that, subject to certain conditions, the IURC shall require a public utility, other than a cooperatively owned public utility, to purchase electricity generated by a coal facility that: (1) was acquired from a public utility through an agreement approved by the IURC; and (2) but for the sale of the coal facility, would have been retired by the public utility. Provides that prior to the proposed retirement date for a coal facility, the IURC may determine the avoided cost and other terms and conditions for the purchase of electricity from the coal facility in order to allow potential purchasers of the coal facility to know this information before entering into an agreement to purchase the coal facility.
Provides that a policy of accident and sickness insurance or health maintenance organization contract that provides coverage for chimeric antigen receptor (CAR) T-cell therapy may not refuse to contract or deny coverage for the administration of any CAR T-cell therapy by any provider that qualifies as a certified health care facility by the federal Food and Drug Administration for the applicable CAR T-cell therapy.
Beginning in 2026, modifies the criteria for appointment to the board of the Indiana economic development corporation (board) to require that certain members appointed by the governor must reside in separate Indiana congressional districts but preserves the provision that permits the governor to appoint not more than three additional members to the board without regard to the congressional district residency requirement added by the bill. Makes corresponding changes.
Requires each school corporation, charter school, and state accredited nonpublic elementary school to include print handwriting, cursive handwriting, and spelling in its curriculum.
Provides that, for the 2025-2026 and 2026-2027 school years, a school shall ensure that at least 60% of a school counselor's aggregate time performing the counselor's job duties is devoted to providing direct services to students. Provides that, beginning with the 2027-2028 school year, a school shall ensure that at least 80% of a school counselor's aggregate time performing the counselor's job duties is devoted to providing direct services to students. Exempts schools that have a school counselor/student ratio that is not more than one school counselor to 350 students from the school counselor time requirement provisions.
Provides that the department of education may not renew a practitioner license or an accomplished practitioner license issued to an individual unless the individual receives a literacy endorsement by completing 40 (instead of 80) hours of evidence based professional development. Removes written examination requirements to receive a literacy endorsement for individuals renewing a practitioner license or an accomplished practitioner license. Provides that the state board of education may not require certain individuals to take or pass a written examination to be eligible to receive a literacy endorsement.

Requires each high school to: (1) beginning with the 2024-2025 school year, offer the Indiana college core (college core); or (2) not later than October 1, 2024, submit a plan or report that meets certain requirements to the commission for higher education (commission). Provides that: (1) a student who successfully completes an eligible course under the college core is entitled to secondary credit toward graduation requirements; and (2) the student's transcripts must reflect the secondary credit. Establishes the reverse transfer program for community college associate degrees. Requires each state educational institution (institution) to prepare and submit a report to the commission that includes information regarding a determination by the institution of the feasibility and advisability of establishing and conferring associate degrees to certain students. Establishes certain requirements for the commission regarding the reports. Requires each institution that offers baccalaureate degrees to establish a policy to review each of the institution's four year baccalaureate degree program offerings to determine the feasibility of providing each in a specifically structured manner to allow a full-time student to complete the baccalaureate degree within three years. Requires, not later than July 1, 2025, each institution to offer at least one baccalaureate degree program specifically structured to allow a full-time student to complete the baccalaureate degree within three years. Requires an institution to provide an annual report to the commission regarding offering four year baccalaureate degree programs completed in three years. Expands the schools to which requirements regarding secondary credit apply. Changes the name of the statewide transfer general education core to the Indiana college core. Requires the commission, in coordination with the department of education (department) and institutions, to maintain and post a list and syllabus or course outline record of each eligible college core course. Requires, by July 1, 2025, the department to partner with one or more institutions or approved postsecondary educational institutions to provide online access to the college core through the course access program. Provides that credit equivalencies, including the college core, for all Cambridge International Advanced A and AS Level examinations must be updated annually and sent by each institution to the commission by June 1 each year. Provides that each institution shall post these annually updated credit equivalencies on the institution's website by July 1 each year. Provides that the commission shall post the annually updated credit equivalencies on the commission's student transfer of credit portal by July 1 each year.
