Requires pharmacy benefit managers to report annually specified information to the commissioner of the department of insurance. Requires the commissioner to post the information on the department of insurance's Internet web site.
Requires the Indiana University School of Public and Environmental Affairs (SPEA) to assess the potential for the development of low-carbon and green industries in Indiana and the job creation, economic growth, and wealth generation that could result for Indiana communities from the development of these industries. Requires SPEA to report the results of its assessment to the legislative council in an electronic format not later than December 1, 2020.
Provides that Medicaid benefits, including substance abuse treatment, are available to certain pregnant women for the duration of the pregnancy and for the one year postpartum period that begins on the last day of the pregnancy, without regard to any change in income of the family of which she is a member during that time.
Prohibits a charter school organizer from entering into contracts under which an officer or employee of the organizer or a relative of an officer or employee of the organizer will receive compensation or proceeds. Provides an exception for contracts of $1,000 or less.
Changes the current incremental finance charge limits that apply to a small loan to a maximum annual rate. Prohibits making, or taking other actions with respect to, a small loan with a greater rate or amount of interest, or other fees and charges, than allowed under the statute governing small loans.
Provides that an employer may not discriminate against an employee with respect to compensation and benefits from the employer or terms and conditions of employment based on: (1) the employee's filing of a petition for a protective order, whether or not the protective order has been issued; or (2) the actions of an individual against whom the employee has filed a protective order.
Requires an approved postsecondary educational institution that receives financial aid administered by the commission for higher education and issues a student identification card to include the following information on the student identification card: (1) A statement regarding sexual violence services. (2) The name and Internet web site for the live chat service of the Rape, Abuse and Incest National Network (RAINN). (3) The number for the national sexual assault telephone hotline.
Provides that an individual who meets certain conditions is eligible for the resident tuition rate as determined by the state educational institution. Requires the commission for higher education to prescribe the form of the affidavit an individual must file to be eligible for the resident tuition rate. Provides that an agency or political subdivision is not required to verify that an individual is a United States citizen or qualified alien for the individual to be eligible to pay the resident tuition rate. Repeals a provision that provides that an individual who is not lawfully in the United States is not eligible to pay the resident tuition rate.
Provides that the Indiana secured school fund may be used to employ a law enforcement officer who has completed at least 40 hours of certified school resource officer training. Provides that, after June 30, 2020, a law enforcement officer or a school security officer must complete 40 hours of certified school resource officer training before the law enforcement officer or school security officer may be employed or enter into a contract with a school corporation or charter school to provide school security services during normal school hours. Resolves substantive conflicts between HEA 1004-2019, HEA 1225-2019, SEA 325-2019, and SEA 127-2019.
Authorizes a county election board to provide that all municipal primary elections, municipal elections, and special elections for a public question held in the county in odd numbered years be held by all mail voting. Authorizes towns that conduct their own municipal elections to provide that all the town's municipal primary elections, municipal elections, and special elections for a public question held in the town in odd numbered years be held by all mail voting.
