A CONCURRENT RESOLUTION honoring Angus J. Nicoson.
Establishes the Indiana state forest commission. Specifies the membership of the state forest commission. Requires the state forest commission to meet in 2020, 2021, and 2022 and to issue a written report establishing a plan for the management of the state forests for the 100 year period beginning in 2023. Provides that the state forest commission's plan must contain certain recommendations and must embody certain principles. Requires the state forest commission to set forth in its report the subjects discussed and issues raised concerning which the general assembly may choose to pass legislation. Requires the natural resources commission to adopt rules incorporating the state forest commission's determination about the percentage of state forest land falling within each of the three "priority use" categories. Requires the natural resources commission, every seven years, to conduct a review of the implementation of the state forest commission's plan and to adopt rules to revise the plan, as appropriate.
Changes the latest day for the general assembly to adjourn sine die in the first regular session from April 29 to March 31 beginning with the 2021 session. Changes the latest day for the general assembly to adjourn sine die in the second regular session from March 14 to February 14 beginning with the 2022 session. Makes conforming changes.
Urges the legislative council to assign an appropriate interim study committee (study committee) the topic of options for the establishment of a statewide salary grid for kindergarten through grade 12 teachers. Specifies that the study committee should consider adjustments for: (1) inflation; (2) cost of living variances across the state; (3) years of experience; (4) degree of education; (5) teacher evaluation ratings; (6) certifications, if any; (7) teachers who teach high demand subjects; (8) participation in extracurricular programs; or (9) any other factor that the interim study committee considers relevant to teacher salaries.
Requires in 2020 and every eight years thereafter that a public question be placed on the ballot in each county (except in a county having a consolidated city and a county in which township government has been dissolved), asking the voters of the county whether township government in the county should be dissolved. Provides that if the voters of the county vote in favor of dissolution of township government, township government in the county is dissolved on January 1 of the second odd-numbered year after the public question is approved by the voters. Provides that on the dissolution date, the county executive (or the county executive's designee) assumes the powers and duties of the township trustees in the county and the county fiscal body assumes the duties of the township boards. Provides that elected township officials serve out their terms of office and are required to assist in the transfer of the powers and duties of township government to county government. Renames "township assistance" as "local assistance". Provides for the disposition of township property, funds, and liabilities. Repeals a statute permitting the staggering of the terms of township board members. Repeals obsolete statutes. Makes conforming changes.
Amends the Uniform Consumer Credit Code (UCCC) to specify that a delinquency charge that: (1) is not more than $5; and (2) is subject to: (A) statutory indexing based on the Consumer Price Index; and (B) change, if contracted for by the parties; is authorized for a consumer credit sale or consumer loan (or to a refinancing or consolidation of either) that is made before July 1, 2019. Specifies that the following delinquency charges, not subject to indexing or to change by agreement of the parties, are authorized for a consumer credit sale or consumer loan (or to a refinancing or consolidation of either) that is made after June 30, 2019: (1) $5, if installments are due every 14 days or less. (2) $25, if installments are due every 15 days or more. (3) $25, in the case of a single installment due at least 30 days after the consumer credit sale or consumer loan is made. Makes cross references in the UCCC provisions concerning delinquency fees to the UCCC provisions that prohibit sellers and lenders from assessing a charge for: (1) a skip-a-payment service; or (2) an optional expedited payment service; with respect to any payment for which a delinquency charge has been assessed.
Provides an exemption from worker's compensation and occupational diseases coverage for a member of certain religious sects or a division of a religious sect who meets certain requirements and obtains a certificate of exemption (certificate) from the worker's compensation board (board). Provides that, if an employee for whom a certificate is issued no longer meets the requirements for a certificate, the employee and the employee's employer are required to notify the board in writing. Requires the employer to provide worker's compensation and occupational diseases coverage for that employee beginning on the date of the notice.
