Prohibits the department of child services (department), a licensed child placing agency, or a court from considering the following when making certain determinations regarding the suitability of a prospective adoptive parent: (1) The eligibility of the prospective adoptive parent to receive adoption assistance or an adoption subsidy. (2) The amount of adoption assistance or adoption subsidy for which the prospective adoptive parent qualifies. Requires, with exceptions, the department to: (1) enter into an agreement with each adoptive parent of a child with special needs who is eligible for an adoption subsidy to provide an adoption subsidy for the child; and (2) allocate to the adoption assistance account funds necessary to make the adoption subsidy payments. Prohibits the department from terminating an adoption subsidy agreement with adoptive parents due to insufficient funds in the adoption assistance account. Provides that the amount of adoption subsidy payments may not be less than an amount equal to 50% of the amount that would be payable by the department for the monthly cost of care of the adopted child in a foster family home at the time the adoption subsidy agreement is made or the subsidy is payable under the terms of the agreement, whichever is greater. Makes conforming changes.

Removes a voter's option to vote for all candidates of a political party or an independent ticket at one time (straight ticket voting) in a general or municipal election, except for candidates for presidential electors. Repeals superseded statutes relating to straight ticket voting.
Requires a mortgagee that is a joint payee of available insurance proceeds (proceeds) on a claim for property loss to an insured building or other structure to deposit the proceeds in a separate and segregated account. Provides that an insured is entitled to the interest accrued on proceeds held in a separate and segregated account, which shall be payable at the time of the final distribution of the proceeds.
Provides that the office of the secretary of family and social services or the contractor administering part of the Medicaid program must enroll any provider of physician services in the Medicaid program if the provider is: (1) willing to meet the terms and conditions of the provider agreement; and (2) otherwise qualified to provide Medicaid services.
Allows a microbrewery to locate within 200 feet of a school or church if the school or church does not object. Makes a technical correction.
Adds masonry products to the list of commodities hauled that are within the definition of "overweight divisible load" and that, after complying with all applicable requirements, including weight restrictions imposed by the Indiana department of transportation, are eligible for an overweight divisible load permit. Specifies that a tractor-semitrailer hauling masonry products must have a gross vehicle weight of more than 80,000 pounds but not more than 120,000 pounds to meet the requirements of the definition.
Provides that teacher working hours are subject to collective bargaining. Provides that an employer is required to discuss: (1) working conditions; and (2) student learning; with the exclusive representative of certificated employees. Removes teacher evaluations from the list of items that are required to be considered to determine teacher salary increases or increments. Makes changes to the definition of the term "deficit financing" for purposes of determining the amount of money that is available for teacher contracts. Provides that ILEARN program test scores from the ILEARN program tests taken in the spring of 2019 or 2020 may not be used by a school corporation as part of an annual performance evaluation of a particular certificated employee.
A SENATE RESOLUTION honoring Senator Randy Head upon his retirement from the Indiana Senate.
Provides that objective measures of student achievement and growth, including student results on a statewide assessment, may not account for more than 5% of the total performance evaluation score or result.
