A CONCURRENT RESOLUTION honoring the late Governor Joe Kernan and urging the Indiana Department of Administration to place a memorial bust of Governor Kernan within the State Capitol.
Amends the hospital governing board requirements for the manner in which a psychiatric mental health advanced practice registered nurse will interact with other practitioners. Requires the Indiana state board of nursing to provide a report to the general assembly concerning psychiatric mental health advanced practice registered nurses who practice without a practice agreement. Makes conforming changes.
Provides that, after June 30, 2023, the department of state revenue shall deposit all property tax amounts collected that are derived from indefinite-situs distributable property of railcar companies in the state treasury for credit to the state general fund. Makes changes to the property tax credit amounts for railroad car maintenance and interest. Provides that property tax credits for railroad car maintenance and interest expire on January 1, 2036.
Applies to Congress for a convention for proposing amendments under Article V of the Constitution of the United States to provide limits to the number of terms that an individual may serve in the United States House of Representatives and in the United States Senate.
Changes the legislative session cycle beginning in 2024 to: (1) eliminate the second regular session of the general assembly; and (2) require a regular session of the general assembly to adjourn sine die not later than May 15 of any odd-numbered year thereafter. Makes technical and conforming changes.
Adds member appointments by the legislative council to the following: (1) The commission for higher education. (2) The board of trustees of the following: (A) Ball State University. (B) Indiana University. (C) Indiana State University. (D) Ivy Tech Community College of Indiana. (E) Purdue University. (F) University of Southern Indiana. (G) Vincennes University. Repeals a provision regarding appointments to the board of trustees of Purdue University.
Permits the use of cannabis by: (1) a person at least 21 years of age; and (2) a person with a serious medical condition as determined by the person's physician. Establishes the adult use cannabis excise tax, and requires a retailer to transfer the tax to the department of state revenue for deposit in the state general fund. Exempts veterans from payment of the sales tax on medical or adult use cannabis. Establishes a cannabis program to permit the cultivation, processing, testing, transportation, and sale of cannabis by holders of a valid permit. Establishes the Indiana cannabis commission (ICC) as a state agency to oversee, implement, and enforce the program, and establishes the ICC advisory committee to review the effectiveness of the program. Requires that permit holders take steps to prevent diversion of cannabis to unauthorized persons. Requires that cannabis and cannabis products be properly labeled, placed in child resistant packaging, and tested by an independent testing laboratory before being made available for purchase. Prohibits packaging cannabis in a manner that is appealing to children. Authorizes research on cannabis in accordance with rules set forth by the ICC. Establishes a procedure for the expungement of a cannabis related conviction if the act constituting the conviction becomes legal. Makes conforming amendments.
Provides that after June 30, 2023, a county may not purchase new electronic voting systems, except for certain purposes. Provides that after December 31, 2027, an electronic voting system may not be used in Indiana, except for the purpose of enabling voters with disabilities to vote. Provides for the January 1, 2028, expiration of certain statutes relating to electronic voting systems. Directs the interim study committee on elections to prepare legislation to make any amendments to the Indiana Code the committee considers necessary to assist in the implementation of the phase out of electronic voting systems.
A SENATE RESOLUTION honoring Indiana's women veterans.
Requires the secretary of state to enter into a contract with an independent forensic imaging company to conduct a complete canvass and a full forensic audit of the 2023 municipal general election and the 2024 general election in 10 randomly selected Indiana counties.
