Imposes requirements on juvenile detention facilities with regard to contact and visitation of residents of juvenile detention facilities.
Amends, with respect to provisions allowing public access to certain juvenile court records and records regarding allegations of certain delinquent acts: (1) the circumstances under which such records may be accessed by the public; and (2) the information in the records that may be accessed; without a court order.
Increases the adjusted gross income threshold for an individual at least 65 years of age to obtain a deduction from the assessed value of the individual's real property from $30,000 to $44,000. Increases the threshold for an individual at least 65 years of age filing a joint return from $40,000 to $88,000. Increases the combined adjusted gross income threshold for an individual at least 65 years of age and all other individuals with whom the individual shares ownership as joint tenants or tenants in common from $40,000 to $88,000.
Establishes the families first paid parental leave program (program) for the purpose of awarding grants to eligible school corporations to provide paid parental leave to school employees. Requires the department of education (department) to establish and maintain the program. Provides that the department may award a grant to a school corporation in an amount sufficient to compensate a school employee of the school corporation for not more than six consecutive weeks of parental leave. Requires a school corporation that receives a grant to: (1) use the money from the grant to compensate a school employee at the school employee's regular rate of pay for the first six weeks of parental leave; and (2) compensate the school employee at the school employee's regular rate of pay for an additional six weeks of parental leave. Establishes the families first paid parental leave program fund. Requires the department to submit a report that includes certain information regarding the program to the general assembly not later than December 1, 2023, and December 1, 2024. Makes an appropriation.
Revises, for purposes of an enhancement and certain criminal offenses, a definition of "machine gun" to include a particular part or combination of parts designed and intended for use in converting a weapon into a weapon that fires automatically more than one shot, without manual reloading, by a single function of the trigger. Modifies a separate definition of "machine gun". Requires the state police department to create a firearm safety guide (guide) that includes certain information before September 1, 2023, and to deliver the guide to each retail dealer located in Indiana before October 1, 2023. After November 1, 2023, requires a retail dealer to provide a copy of the guide to the recipient of a firearm at the time the retail dealer completes a firearm sale, rental, trade, or transfer.
Provides that the people of Indiana may propose and adopt amendments to the Constitution of the State of Indiana and propose and enact statutes independent of the general assembly through initiative. Provides that the people of Indiana may approve or reject through referendum any statute or part of any statute enacted by the general assembly. This proposed amendment has not been previously agreed to by a general assembly.
A SENATE RESOLUTION honoring Indiana's women veterans.
Allows pharmacists who meet certain requirements to prescribe self-administered hormonal contraceptives (contraceptives). Establishes requirements for pharmacists who prescribe and dispense contraceptives. Requires the Indiana board of pharmacy (board) to adopt rules. Allows the state health commissioner to issue a standing order that concerns standard procedures for the prescribing of contraceptives by pharmacists that is effective until the board adopts rules. Requires health plans to provide coverage for contraceptives and certain services. Establishes an exception for nonprofit religious employers.
Defines "vulnerable road user". Provides that it is a Class A infraction if a person commits a moving traffic offense that results in the serious bodily injury of a vulnerable road user.
Allows the fiscal body of a county, city, or town to adopt an ordinance designating a geographic territory as an alternative energy zone (zone) to provide for property tax deductions: (1) at an annual percentage amount; and (2) for a duration of not more than 15 years; for alternative energy projects located in the zone. Specifies that the ordinance must also include provisions concerning: (1) annual service payments to the county treasurer based on nameplate capacity; (2) maintenance of a specified ratio of Indiana full-time equivalent employees to total employees employed in the construction or installation of the alternative energy project; and (3) relationships with organizations that educate and train individuals for careers in the alternative energy industry.
