Requires the bureau of motor vehicles to include in any driver's manual published by the bureau: (1) a description of law enforcement procedures during a traffic stop; and (2) actions a motorist should take during a traffic stop, including appropriate interactions with law enforcement officers. Requires the driver education advisory board to consult with the commissioner of the bureau of motor vehicles and the state police department regarding instruction on: (1) law enforcement procedures during traffic stops; and (2) actions a motorist should take during a traffic stop, including appropriate interactions with law enforcement officers.

Provides that the chief of a city police department or town board of metropolitan police commissioners has the sole authority to make general or special orders to the police department establishing the department's procedures and policies, including use of force policy. Provides that the city or town may not prohibit or restrict a member of the police department from using a force option consistent with the standards and training regarding the lawful use of force adopted by the law enforcement training board. Provides that the law enforcement training board may establish standards for training programs that, if not adhered to, constitute grounds for decertifying the program.

Provides that, unless otherwise specifically provided by a statute to the contrary, an executive order issued by the governor expires seven calendar days after the executive order is issued. Provides that a state of disaster emergency declared by the governor may not continue for longer than seven days unless the state of disaster emergency is specifically renewed by a statute enacted by the general assembly. Provides that if the governor declares a disaster emergency the general assembly is required to convene in session not later than the sixth day after the governor declares the disaster emergency to consider whether the disaster emergency should be extended and if any other legislation relating to the disaster emergency is necessary. Provides that such a session is not required if the general assembly is already in session or if the governor notifies the legislative leadership that the disaster emergency will not extend beyond seven days. Provides that a disaster emergency session may not extend beyond 10 calendar days. Provides that for purposes of Article 5, Section 14 of the Constitution of the State of Indiana, a vetoed bill passed at a session of the general assembly must be reconsidered and voted upon as provided in Article 5, Section 14 of the Constitution of the State of Indiana not later than the sine die adjournment of the next regular session that occurs after the session that first passed the bill. Provides that certain health orders issued by political subdivisions expire seven days after they are issued.

Provides that an obligation owed by an individual is not subject to a state tax income refund set off if: (1) the obligation arises from arrears on child support payments that initially accrued while the individual was the noncustodial parent of the child for whom the child support payments were owed; and (2) the individual is currently the custodial parent of that child. Provides that the first $50 of child support, or the amount of the child support payment if it is less than $50, collected on behalf of a child in a month for reimbursement of temporary services must be passed through to the child's family and disregarded in determining the amount of temporary assistance provided to the family.

Removes the statute of limitations for civil causes of action concerning child sexual abuse, and provides that a person who alleges an injury resulting from child sexual abuse may file an action in an otherwise time barred case. Specifies that a patient of a health facility who is injured while on the premises of the health facility may bring an action not later than two years from the date the injury: (1) occurs; or (2) is discovered or reasonably should have been discovered. Makes conforming amendments.

Provides that a child who commits dangerous possession of a firearm or provides a firearm to another child in certain circumstances has committed a delinquent act subject to the jurisdiction of a juvenile court.

Increases the penalty for numerous motor vehicle violations from a Class C infraction to a Class A infraction if the violation results in bodily injury. Requires the bureau of motor vehicles to remove any record of a suspension from a defendant charged with operating while intoxicated if the case ends in favor of the defendant and the defendant's driving privileges were suspended because: (1) the defendant refused a chemical test; or (2) the results of a chemical test resulted in prima facie evidence of intoxication. Provides that a court and the bureau, if applicable, shall terminate all or any part of the remaining suspension of a person's license suspension if: (1) the charges against the person are dismissed; (2) the person is acquitted; or (3) the person's conviction is vacated or reversed on appeal. Provides that a court shall terminate a suspension imposed for refusal to submit to a chemical test if: (1) the court accepts a plea agreement between the state and the defendant that includes this provision; or (2) the court finds at sentencing that terminating the remaining suspension is in the best interests of society. Adds cross references concerning license suspensions and ignition interlock devices. Makes an individual less than 18 years of age eligible for a deferral program. (Under current law, individuals under 18 years of age are not eligible for deferral.) Repeals certain driving privilege suspensions when a motor vehicle is used in dealing certain controlled substances. Makes conforming changes.

Resolves technical conflicts and addresses technical errors in the Indiana Code. (The introduced version of this bill was prepared by the code revision commission.)

Establishes a procedure for a criminal court to use in determining if a defendant is indigent. Provides that, if a court has ordered a defendant to pay part of the cost of representation, the court shall inquire at sentencing whether the defendant has paid the required amount. Specifies that a court may prorate fines, fees, and court costs based on the person's reasonable ability to pay. Addresses problems in the Indiana Code not suitable for resolution in the annual Technical Corrections bill, including resolution of the conflicts between versions of sections that were both amended and repealed during the 2019 legislative session. Resolves technical conflicts between various enrolled acts passed during the 2020 legislative session. Corrects technical errors in various enrolled acts passed during the 2020 legislative session.
